Recently, the Third Branch of the Municipal People's Procuratorate held a special reading class for party discipline learning and education, with the newly revised "Regulations on Disciplinary Actions of the Communist Party of China" (hereinafter referred to as the "Regulations") as the main content, to carry out centralized learning, exchanges and discussions. Huang Baoyue, Secretary of the Party Group and Procurator General of the Academy, presided over the study. Members of the leadership team, full-time members of the inspection committee, second-level inspectors and secretaries of party branches participated in the study.
The comrades attending the meeting studied the "Regulations" chapter by chapter and article by article, and had a more comprehensive, more specific and in-depth understanding and grasp of the main thrust and requirements of the "Regulations". Focusing on "further tightening the party's political, organizational, honest, mass, work, and life disciplines, and constantly enhancing political determination, discipline determination, moral determination, and resistance to corruption", the members of the leading group exchanged ideological understanding and learning experiences in light of the actual conditions of procuratorial work.
Procurator General Huang Baoyue put forward three requirements for further deepening the study and education of party discipline and promoting the realization of the goal of "strictly managing the advanced court of party governance and procuratorate":
First, we must work "deep".
It is necessary to continue to deepen the understanding of the importance of party discipline study and education, and take the study and education of party discipline as an important political task. This study and education on party discipline is an important measure to strengthen the party's discipline building and promote the comprehensive and strict management of the party to develop in depth. We must accurately grasp the target requirements, and at the ideological level, we must focus on solving the problems of some party members and cadres who do not care, understand, and master party rules and party discipline, and educate and guide party members and cadres to learn discipline, know discipline, and abide by discipline, and figure out what the party's discipline and rules are, and what they can and cannot do. At the action level, it is necessary to strengthen the consciousness of abiding by discipline, truly engrave compliance with rules and discipline in our hearts, and internalize it into a code of words and deeds.
Second, we must work "reality".
On the basis of adhering to the original study, comprehensive and systematic study, and article by article and word by word study of the "Regulations", we should lead all procuratorial personnel to deepen their understanding and application of the "Regulations", do a good job of combining articles, and truly grasp the study in a down-to-earth manner, learn with quality, and learn with real results. It is necessary to combine the study and education of party discipline with the service to ensure the development of the capital and the work of the procuratorial center, guide all procuratorial personnel to establish a correct outlook on political achievements, strengthen legal supervision, handle every case with high quality and efficiency, solidly promote special actions such as "procuratorial protection of enterprises" and "procuratorial protection of the people's livelihood", and earnestly assume the procuratorial responsibility of "serving the overall situation, administering justice for the people, and taking responsibility for the rule of law".
Third, we must work "strictness."
All Party branches should earnestly perform their duties of education, management, and supervision, and leading cadres should conscientiously implement the principle of "one post with two responsibilities", strengthen the management and supervision of procuratorial personnel "outside of eight hours", and integrate work discipline into their daily routine. In accordance with the requirements of inspection and rectification, combined with the actual construction of our court's discipline and work style, we will speed up the formulation and introduction of the work method for talking and the code of conduct for procuratorial personnel "outside the eight hours", transform the effectiveness of studying the "Regulations" into institutional effectiveness, and provide institutional support and guarantee for the use of the "first form" of supervision and discipline enforcement, and continuously deepen internal and external supervision.
