Guo Shiwei, a citizen of Ulanqab City, Inner Mongolia, bought a new car at a local 4S store in early May, and simultaneously submitted the old car scrapping procedures, new car purchase information and bank card information on the unified platform of the business system of the Ministry of Commerce. On May 14, Guo Shiwei received a trade-in subsidy, which was also the first car trade-in subsidy issued in the country.
Zhang Haoze, chief of the market operation and consumption promotion section of the Ulanqab Municipal Bureau of Commerce, said that the local government has increased a certain amount of subsidies on average on the basis of the state, and sent special personnel to speed up the approval process.
Not only fuel vehicles are replaced by fuel vehicles, but the trade-in policy also encourages fuel vehicles to be replaced by new energy vehicles.
On May 16, Wang Yiming from Taizhou, Zhejiang Province, received a subsidy for the trade-in of new energy vehicles. According to the national policy, scrapping fuel passenger cars with emission standards of China III and below and purchasing new energy vehicles can be subsidized by 10,000 yuan.
According to the relevant person in charge of the Ministry of Commerce, consumers can submit application materials and check the progress in real time through the web terminal and small program of the car trade-in platform.
It is understood that since the launch of the platform, consumers across the country have submitted more than 4,700 subsidy applications, and all localities are speeding up the review and disbursing the funds to consumers as soon as possible. At present, the top five provinces in terms of the number of applications submitted are Shandong, Zhejiang, Sichuan, Henan and Jiangsu.
The subsidy is only for individual consumers

The implementation period of car trade-in will start from the date of issuance of the Detailed Rules (i.e. April 24, 2024) to December 31, 2024. The subsidy application period is from April 24, 2024 to January 10, 2025. If you need to change the relevant information of the amendment, it should be completed before 24:00 on January 10, 2025.
During the implementation period of the policy, a fixed subsidy will be given to individual consumers who scrap passenger cars with emission standards of China III and below or new energy passenger vehicles registered before April 30, 2018 (including that day), and purchase new new energy passenger cars or new passenger cars with a displacement of 2.0 liters and below that are included in the "Catalogue of New Energy Vehicle Models for Reduction and Exemption of Vehicle Purchase Tax" of the Ministry of Industry and Information Technology.
China III and below emission standard fuel passenger vehicles refer to fuel passenger vehicles with gasoline fuel type registered before June 30, 2011 (inclusive) or diesel passenger vehicles and other fuel types registered before June 30, 2013 (inclusive). Other fuel types include blended oil, natural gas, LPG, methanol, ethanol, hydrogen, biofuels, and more.
If a consumer purchases a new energy vehicle included in the Catalogue of New Energy Vehicle Models Subject to Vehicle Purchase Tax Reduction and Exemption during the implementation period of the policy, and the model has been removed from the catalogue when submitting the subsidy application, can the consumer enjoy the subsidy?
The "Detailed Rules for the Implementation of Automobile Trade-in Subsidy" clarifies that the date of issuance of the "Uniform Invoice for Motor Vehicle Sales" is used as the basis for judgment, and the model can enjoy the subsidy in the "Catalogue of New Energy Vehicle Models for Reduction and Exemption of Vehicle Purchase Tax" of the Ministry of Industry and Information Technology on the date of invoicing.
The owner can scrap the old car first, or buy a new car first, and the "Scrapped Motor Vehicle Recycling Certificate", "Motor Vehicle Cancellation Certificate", "Motor Vehicle Sales Uniform Invoice", "Motor Vehicle Registration Certificate" and other supporting materials should be issued between April 24, 2024 and December 31, 2024.
The "Detailed Rules for the Implementation of Car Trade-in Subsidy" also clarifies that the application for car trade-in subsidy for new cars and old cars must be the same person, and the scope of car trade-in subsidies does not include unit cars, and the subsidy is only for individual consumers. The scope of the car trade-in subsidy does not include commercial vehicles, and the subsidy is only for passenger cars.
