On May 16, Shangcai County held a comprehensive drill for urban flood control and emergency response, simulating possible emergencies during the flood season, testing the actual combat ability of the relevant flood prevention and rescue teams, and ensuring that the flood disasters that may occur in the flood season in 2024 are met in the best state and with the best preparation.
The drill was led by the People's Armed Forces Department of Shangcai County, sponsored by the County Urban Management Bureau and the Water Conservancy Bureau, and co-organized by the Caidu Office, Fire and Rescue Brigade, Caizhou Hospital, and Henan Gas. More than 200 people from the county militia support force, the river affairs center and the blue sky rescue team participated in the exercise. 2 flood drainage vehicles, 1 strong drainage vehicle, 7 assault boats, 2 high-speed speedboats, 1 aerial work vehicle, 2 gas repair vehicles, 2 unmanned aerial vehicles and 25 flood control pickup trucks were dispatched.
The drill covered a number of practical subjects, including urban underground garage rescue, pipe surge rescue, street lamp facilities to remove danger and power outage, urban waterlogging points, gas pipeline repair, water three-dimensional rescue, etc.
The participants generally believed that through the exercise, the operability and rationality of the emergency plan, forecasting and early warning, and joint defense linkage of the county and urban management bureau and the water conservancy bureau were tested, and the scientificity and timeliness of command and dispatch were tested, which was conducive to enhancing the organization and discipline of the rescue teams, and achieved the expected goal of promoting prevention and preparing for floods with "drills", further improving the actual combat ability and level of flood prevention, rescue, rescue and disaster relief, and accumulating practical experience for Shangcai County to deal with and prevent emergencies during the flood season and ensure the safety of the people's lives.
