On November 30, 1951, the Central Committee of the Communist Party of China solemnly pointed out that it was necessary to pay serious attention to the corruption of cadres and actively discover, expose and punish them. The next day, the CPC Central Committee promulgated the "Decision on Streamlining Administration, Increasing Production and Economy, Opposing Corruption, Opposing Waste, and Opposing Bureaucracy," which regarded the fight against corruption, waste, and bureaucracy as an important measure to implement the central task of streamlining administration with a crack army and increasing production and economy, and called for a comprehensive examination of corruption, waste, and bureaucracy. On December 8, the Central Committee of the Communist Party of China (CPC) further issued the "Instructions on the Fight Against Corruption Must Be Carried Out with Great Fanfare." Subsequently, the "three antis" campaign was rapidly launched across the country.

The comic strip "Skynet" tells the story of Liu Yurui, the newly appointed secretary of the Fenxi County Party Committee, who faced the petition report of the victim villagers, found out the truth of the incident, and found out the story of corruption moths in the party, reflecting the resolute attitude of the party organization towards corruption at that time.
