In the bond market, interest rate bonds with a maturity of more than 10 years are generally considered to be "ultra-long-term bonds". Compared with ordinary government bonds, ultra-long-term bonds can alleviate the pressure of debt repayment in the short and medium term, exchanging time for space. At the same time, it is a treasury bond issued for a specific target, with a clear purpose, and the funds need to be earmarked, and it is recognized as the safest investment tool.
The 30-year ultra-long-term special treasury bonds issued on May 17 are fixed-rate interest-bearing bonds, with a total amount of 40 billion yuan, and the coupon rate is determined to be 2.57% after competitive bidding by an underwriting group of 56 financial institutions. Interest will be accrued on the current treasury bonds from May 20, 2024, and interest will be paid semi-annually on May 20 and November 20 of each year, and the principal will be repaid on May 20, 2054, and the last interest will be paid.
The ultra-long-term special treasury bonds issued this time are book-entry treasury bonds. It is a tradable financial product that is significantly different from the savings treasury bonds we are familiar with in terms of operating mechanism, issuance method, and realization method.
Ren Qiang, director of the Institute of Finance and Taxation of the Central University of Finance and Economics, explained: "The reason why it is called savings is actually to facilitate residents and ordinary people to save deposits in the same way as in the bank. This money is equivalent to being deposited to the state and giving a part of the interest, which is a savings treasury bond. Book-entry Treasury bonds can be invested by some institutional investors, and in the course of the investment, investors can transfer them on the secondary market. ”
So, for ultra-long-term treasury bonds, can the people buy them? It is understood that if ultra-long-term special treasury bonds are listed and circulated in the interbank counter market in the future, individual investors can buy them. Judging from the issuance and trading of special treasury bonds in history, such as the 2020 anti-epidemic special treasury bonds, they are not only listed and circulated in the interbank bond market, but also listed and circulated in the exchange market and the counter market of commercial banks, and can be purchased by individual investors.
It is understood that the issuance of ultra-long-term special treasury bonds will provide long-term financial support for the "two-fold", that is, the implementation of major national strategies and security capacity building in key areas. The initial 30-year ultra-long-term special treasury bond will be listed for trading on May 22.
