Wang Jing pointed out that in recent years, various extreme weather events have occurred frequently, and the suddenness, extremity, and abnormality of disasters such as torrential rain and floods have become more and more obvious, and Songjiang is located in the low-lying flat area of the Taihu Lake Basin, located in the upper reaches of the Huangpu River, and the task of flood control is very arduous. It is necessary to enhance our political position and profoundly understand the extreme importance of doing a good job in flood prevention work. We should further strengthen risk awareness, establish a firm bottom-line thinking and limit thinking, be vigilant against the "black swan" and "gray rhinoceros" incidents in the field of flood and Taiwan prevention, and pay close attention to various flood and Taiwan prevention work to ensure the safety of people's lives and property and the overall stability of society.
Wang Jing pointed out that it is necessary to go all out to do a good job in taking the initiative in work and make solid preparations for flood control. Adhere to the forward movement of the pass, prevention first, highlight the consolidation of the foundation, improve quality and efficiency, from the prevention, reduction, rescue of the whole chain of coordinated efforts, to minimize disaster losses. Wang Jing pointed out that it is necessary to tighten the responsibility for compaction and make concerted efforts to build a solid line of defense for flood prevention and disaster relief. It is necessary to adhere to the principle that the party and the government have the same responsibilities and that one post has two responsibilities, implement the "three pipes and three musts", and continue to improve the flood prevention responsibility system that is vertical to the end and horizontal to the edge. It is necessary to strictly implement the work system of being on duty 24 hours a day, leaders leading shifts, and reporting on sudden dangers and disasters in flood prevention. It is necessary to carry out supervision and inspection work throughout the entire process of flood prevention work, and it is necessary to seriously investigate and hold accountable those units and individuals who fail to carry out the work in place, causing serious consequences or bad impacts. All units should firmly establish the idea of "a game of chess", tighten the chain of responsibility in the whole process and at all levels, and make every effort to implement the requirements of various tasks for flood control, so as to ensure the safety of rivers and lakes, the safety of the masses, and social stability.
