On May 16, Jiangnan District held the 2024 Work Conference on the Prevention of Drowning of Primary and Secondary School Students, thoroughly implemented the relevant deployment requirements of the Autonomous Region and Nanning City on campus safety, especially drowning prevention, reported the work in 2023, and conducted research and deployment on the drowning prevention work of students in 2024, so as to fully protect the life safety of teenagers and escort the healthy growth of teenagers. Yin Ping, head of Jiangnan District People's Government, attended the meeting and delivered a speech.
The meeting stressed that it is necessary to improve the standing position and fully understand the grim situation of drowning prevention work. Drowning prevention is related to the safety of primary and secondary school students and the safety and happiness of tens of millions of families, and is the top priority of the safety of young students. There are many open waters in urban areas, and the water conditions are complex, and the drowning prevention work is under great pressure. All levels and departments in urban areas should adhere to the supremacy of the people and the supremacy of life, tighten the safety chord at all times, build a safety protection net to prevent primary and secondary school students from drowning with stricter measures, and strive to achieve the overall goal of "prevention, control, monitoring, lowering, and no accidents", so as to ensure the safety and stability of the campus and the safety of students' lives.
The meeting demanded that we should grasp the key and do a solid job in drowning prevention safety education for minors. It is necessary to make every effort to enhance the pertinence and timeliness of joint prevention and control, pay close attention to key time nodes, key dangerous waters, and key student groups to do a good job in joint prevention and control, form a two-line prevention mechanism of education and government, and make every effort to build a safety prevention and control system in which families, schools, governments, and society participate together. To strengthen risk education and warning education, all responsible departments should combine key time nodes and their own responsibilities, use various platforms to carry out various forms of drowning prevention publicity, highlight self-help knowledge publicity, ensure that the "eight nos" of drowning prevention are deeply rooted in the hearts of the people, and create a good atmosphere for the whole society to pay attention to drowning prevention work. To strengthen the linkage of drowning emergency response, urban areas, towns (streets) and villages (communities) should gradually formulate and implement emergency rescue and disposal plans for drowning prevention, carry out emergency rescue drills for drowning accidents, strengthen first-aid knowledge and skills training at the drowning scene, and effectively improve emergency rescue and disposal capabilities.
The meeting stressed that it is necessary to strengthen supervision and make every effort to ensure that the drowning prevention work is implemented. All towns and streets must investigate every drowning incident that has occurred before in their jurisdiction, find out the facts, deeply analyze the causes of the incident, and investigate and trace them one by one from the aspects of safety education, hidden danger investigation, warning signs, territorial responsibility, and owner responsibility. The Joint Office for the Prevention of Drowning should strictly implement the system of notifications, interviews, and accountability, strengthen pressure transmission, and where work responsibilities are not implemented, management measures are not in place, and key water areas are out of control, resulting in student drowning accidents, and there are acts such as late reporting, omission of reporting, or concealment, the responsibility of the relevant units and responsible persons is to be strictly pursued in accordance with regulations, discipline, and law.
