By putting "contemporary Russian-Chinese relations transcending ideology" in the first place, Putin is telling the United States and the West not to make a fuss about ideology and not to draw ideological lines between friends and foes.
In recent years, in order to sow discord between China and Russia, the United States and the West have always made a fuss about the ideological disputes and historical grievances between China and the Soviet Union, and they want to see the episode of Sino-Soviet discord during the Cold War.
