The Daguan Court actively practices the "Fengqiao Experience" in the new era, focuses on the theme of "fairness and efficiency", and makes every effort to grasp the "three-source governance" of the source of litigation, the source of enforcement, and the source of information, so as to provide strong judicial services and guarantees for the safety and stability of Daguan society.
Focusing on serving development, serving the people's livelihood, serving the masses, and serving the grassroots, the Daguan Court uses the "three-source governance" as the carrier, gives full play to the function of judicial service guarantee, and actively integrates into the overall pattern of grassroots social governance. Since the beginning of this year, the county's villages and communities have conducted detailed research on the number of people and the distribution of litigation cases in the past three years, and studied and formulated the "Implementation Rules of the Daguan County People's Court on Further Promoting the Work of "Three-Source Governance".
Combined with activities such as political and legal cadres and police officers hanging thousands of villages, popularizing the law to strengthen the foundation and making up for shortcomings, homicide prevention and control, and the demonstration and creation of "Fengqiao-style people's courts", establish liaison stations for judges in each township and township, and select a court leader and two judges as judge liaisons, to build a grid-based pattern of investigation and resolution of contradictions and disputes, assist and guide each township to do a good job in the mediation of contradictions and disputes, and effectively resolve contradictions and disputes in the bud. As of the end of April, the court had received 956 cases of various types, a year-on-year decrease of 11.15%; 793 cases were closed, with a comprehensive completion rate of 83% and an average closing period of 24.27 days. The quality and efficiency of the audit and enforcement ranked first in the city, and the score ranked 24th in the province.
Strictly implement requirements such as the "review and verification system", case-based evaluation, and case quality improvement, strengthen the connection between trial and investigation and enforcement, and include the proportion of cases undertaken by judges in the previous three years that enter the enforcement procedure as the evaluation base for this year's evaluation of the effectiveness of enforcement governance, vigorously urging the conclusion of cases, and effectively curbing the increase in enforcement cases.
Strictly implement the requirements of "three in place and one handling" and "reply to letters". Implement a case package system for the resolution of petition cases, with the leader in charge of the department undertaking the case being the leader of the case, and the person responsible for resolving the case, forcing the case-handling judge to carry out mediation and interpretation of the law and reasoning throughout the entire process and all aspects of case handling, so as to reduce the backlog of petition cases at the source. From January to April, a total of 4 petition cases were received, a year-on-year decrease of 2 cases.
