Announcement on the supplementary recruitment of traffic police auxiliary personnel in Chengguan District in 2024

In accordance with the relevant provisions of the "Gansu Provincial Public Security Organs Police Auxiliary Personnel Management Regulations", in order to enrich the traffic police auxiliary force in the Chengguan jurisdiction, combined with the actual work needs, it is decided to openly recruit traffic police auxiliary personnel from the public, and the relevant matters are hereby announced as follows:

Recruitment plan

There are 15 traffic police auxiliary officers (male).

Recruitment conditions

(1) Support the leadership of the Communist Party of China, support the Constitution of the People's Republic of China, abide by national laws and regulations, have good political quality, moral sentiments, and psychological quality, and have good conduct;

(2) Household registration in Gansu Province;

(3) Full-time college degree or above (retired servicemen are relaxed to high school education);

(4) The height shall not be less than 1.75 meters;

(5) Voluntarily engage in public security organs' work as auxiliary police personnel, have the spirit of loyalty, dedication, and hard-working, and obey organizational assignments;

(6) Be physically and mentally healthy, with a correct visual acuity of not less than 4.8 in both eyes, no obvious scars, birthmarks, no tattoos, no disabilities, no hard of hearing, no stuttering, no color blindness, no serious infectious diseases and chronic diseases;

(7) Have the ability to work in line with the requirements of the position;

(8) In-service personnel who have signed an employment contract with the relevant unit shall provide a letter of termination of the contract issued by the original employing unit after passing the inspection;

(9) Personnel who meet the following conditions will be given priority in recruitment:

1. Spouses and children of public security martyrs and people's police who have sacrificed their lives in the line of duty;

2. Be an advanced element in the face of righteousness and courage;

3. Retired soldiers;

4. Graduates of political, legal, and public security colleges;

5. Personnel with other preferential employment circumstances as stipulated by laws, regulations and relevant national regulations.

(10) Those who have any of the following circumstances shall not apply for the examination:

1. Participating in illegal organizations, cults, or engaging in other activities endangering national security;

2. Family members or persons with primary social connections who are serving a prison sentence or are under investigation;

3. Those who have received criminal punishment (including exemption from criminal responsibility) or are suspected of violating the law or crime and have not yet been clarified;

4. Fabricating or disseminating information that is detrimental to the reputation of the state, opposes the Party's theories, lines, principles, and policies, or violates national laws and regulations;

5. Those who have been punished for drug use, soliciting prostitution, or gambling;

6. Those who have been administratively detained, judicially detained, or taken into custody and education;

7. Where a lawyer's or notary's practice certificate has been revoked;

8. Those who have been dismissed from public office, expelled from the military, or dismissed or dismissed in violation of discipline or regulations;

9. Leaving their posts without authorization before the contract period for engaging in auxiliary police work has expired;

10. Have a negative personal credit record;

11. Other situations where it is not suitable to engage in auxiliary policing work.

Recruitment Procedures

The recruitment work adheres to the principle of "openness, fairness, competition, and merit", and is carried out in strict accordance with the procedures of announcement, on-site registration and qualification review, written examination, qualification review, interview, physical fitness assessment, physical examination, political inspection, publicity, and signing of labor contracts.

(1) On-site registration and qualification review

1. Time and place of registration

Time: May 16-18, 2024 (9:00-12:00 a.m., 14:30-17:30 p.m.)

Location: Gansu Longxing Human Resources Development Co., Ltd. (Room 1206, Tower A, Nanguan Cross Min'an Building, No. 159 Qingyang Road, Chengguan District, Lanzhou City).

2. The materials to be provided for on-site registration are as follows:

(1) Fill in the "2024 Chengguan District Supplementary Recruitment of Traffic Police Auxiliary Personnel Registration Form";

(2) One recent 1-inch color photo with red background and bareheaded;

(3) The original ID card and household registration booklet;

(4) Original full-time college degree or above;

(5) Retired servicemen need to provide "Retirement Certificate" or "Non-commissioned Officer Transfer Certificate" and other supporting materials. Those who provide false materials or conceal them will be disqualified.

3. Qualification review: The qualifications of the candidates will be strictly reviewed on the spot, and the height of the candidates will be measured.

4. Payment of fees: 150 yuan for those who have passed the qualification examination.

(2) Written examination

1. Written test time: 9:00-11:00 a.m. on May 25, 2024

3. The content of the written test: The content of the written test is the basic knowledge of public and road traffic safety, which is carried out in a closed-book manner and implements a 100-point system.

(3) Qualification review

According to the ratio of the number of planned recruitment positions 1:3, according to the order of the written test results from high to low, determine the list of personnel to enter the on-site qualification review, and candidates who enter the review should bring:

1. ID card (original and 2 copies), household registration booklet (original or color scanned copy and 2 copies) (for collective households, the first page of the collective household registration and the page of the person, and if there is no collective household, the original of the first page of the collective household can bring a copy stamped with the official seal of the archived unit);

2. College degree or above need to submit the graduation certificate and the "Electronic Registration and Filing Form of Academic Certificates of the Ministry of Education" within the validity period (log in to the China Higher Education Student Information Network and generate it according to the prompts, website: http://www.chsi.com.cn) (original and 2 color copies), and provide the graduation certificate for high school diploma (original and 2 color copies);

3. Retired servicemen need to provide supporting materials such as "Retirement Certificate" or "Non-commissioned Officer Transfer Certificate" (original and 2 color copies) for on-site qualification review;

4. 4 recent 1-inch color photos with red background bareheaded.

If the number of qualification reviewers is less than twice the number of recruits, the scope of qualification reviewers will be increased according to the score from high to low. The time and place of qualification review will be notified separately.

(4) Interview

The qualification review through the personnel into the interview process, the use of structured interview, the implementation of a 100-point system, the full score of 100 points, the interview time is 5 minutes, mainly to examine the candidate's logical thinking ability, organization and coordination ability and language skills. (5) Determination of comprehensive results

Comprehensive score = written test score × 60% + interview score × 40%.

(6) Physical fitness assessment

According to the ratio of 1:2 of the number of recruits planned for the position, the list of physical fitness assessment personnel will be determined according to the ranking of high scores to low scores in comprehensive scores. Participants in the physical fitness assessment must bring their admission ticket and ID card.

1. The time and place of the physical fitness assessment will be notified separately.

2. Physical fitness assessment content: The physical fitness assessment shall be conducted in accordance with the "Physical Fitness Assessment Items and Standards for the Recruitment of People's Police by Public Security Organs" (Gongzheng Fa [2024] No. 60), with a total of 3 items: 10 meters× 4 round-trip runs, 1000-meter runs, and vertical jumps. If the three qualified candidates on the body side of the first record do not reach the proportion of the physical examination of the number of recruits, they will be supplemented according to the comprehensive score from high to low and enter the physical examination procedure.

(7) Physical examination

According to the ratio of 1:1.5 of the number of recruits, the list of personnel entering the physical examination will be determined in the order of the comprehensive results from high to low. Those who participate in the physical examination must bring their admission ticket and ID card.

1. The time and place of physical examination will be notified separately.

2. The physical examination shall be carried out in accordance with the Notice on Revising the General Standards for Physical Examination for Civil Servants (Trial) and the Operation Manual for Physical Examination for Civil Servants (Trial) (Ministry of Human Resources and Social Security [2016] No. 140). Those who fail to pass the physical examination or give up their physical examination qualifications will be compensated in order from high to low according to the comprehensive score, and the cost of the physical examination shall be borne by the candidates.

(8) Political investigations

Those who have passed the physical examination are determined to be the objects of inspection. On the basis of the relevant provisions on the management of auxiliary police, with reference to the "Measures for the Political Investigation of the Recruitment of People's Police by Public Security Organs", combined with the requirements of the position to be hired, conduct an inspection in terms of political quality, moral character, ability and quality, compliance with discipline and law, and form a written inspection conclusion. The investigation highlights the political criteria, focusing on understanding the political beliefs, political positions, political consciousness and political performance of the subjects. Those who fail to pass the examination will be compensated in equal amounts according to the order of the comprehensive score from high to low.

(9) Publicity

The personnel to be hired who are qualified for political investigation shall be publicized within 5 working days, and the problems reflected in the publicity shall be verified to be true, and the employment qualifications shall be cancelled if they do not meet the recruitment conditions; If it is difficult to verify for the time being, the employment may be suspended, and the decision on whether to hire may be made after the investigation is clarified; If there is no relevant situation that affects the employment, enter the employment process.

(10) Employment

If it is determined that it is hired personnel, it shall organize and carry out pre-job training for no less than 15 days, and those who pass the training shall sign a labor contract and arrange to work in the Chengguan Traffic Police Brigade, and those who fail to pass the training shall be cancelled from employment. After signing the labor contract, a probationary period of 2 months shall be implemented, and those who pass the probationary period shall go through the formalities for regularization, and the labor contract shall be terminated if they are not qualified. The initial employment contract is signed for a period of 2 years. The minimum service period is one year, and those who voluntarily resign before the minimum service period are required to compensate for the relevant training costs, and report this untrustworthy behavior to the Examination Center of the Gansu Provincial Department of Human Resources and Social Security and the Civil Service Administration.

Miscellaneous

1. This recruitment examination does not specify the examination tutorial materials, and does not hold or entrust any institution to hold training courses.

2. During the recruitment process, candidates should pay attention to announcements, notices, announcements and other relevant information in a timely manner, if they are absent from the examination due to failure to pay attention to the announcement information in time, the consequences shall be borne by the applicants.

3.
