May 12 this year is the 16th National Disaster Prevention and Mitigation Day in the mainland, May 11 to 17 is the Disaster Prevention and Reduction Publicity Week, in order to widely popularize disaster prevention and mitigation knowledge and self-rescue skills, and improve disaster prevention and response capabilities, the Office of the Natural Disaster Emergency Management Committee of Kunming Yangzonghai Scenic Area organized a publicity activity with the theme of "Everyone Stresses Safety, Everyone Knows How to Respond to Emergencies - Strive to Improve Grassroots Disaster Prevention and Avoidance Capabilities" in Kunming University of Media and Communication. District leader Li Shaowen, relevant personnel of the Municipal Emergency Management Bureau, the Municipal Earthquake Prevention and Disaster Reduction Bureau, and the Municipal Government, as well as all towns and streets in the district, all member units, and Kunming University of Media and Communication participated in the event.
At the event site, the relevant person in charge of the Public Service Department of the Municipal Earthquake Prevention and Disaster Reduction Bureau explained to the teachers and students of the school in simple terms and rich examples how to avoid danger, self-rescue and mutual rescue knowledge in different locations and environments when the earthquake came. The atmosphere of the lecture was warm, and there was active interaction on and off the stage, and bursts of applause rang out from time to time.
After the lecture, as the simulated alarm sounded, the earthquake emergency evacuation drill officially began. Kunming University of Media and Communication immediately launched the "Emergency Rescue Plan of Kunming University of Media and Communication". As the alarm sounded, the emergency evacuation drill began. The students in the dormitory reacted quickly and immediately took refuge under the table and under the bed, squatting and holding their heads, urgently avoiding danger and preparing for evacuation. After confirming the safety of the external environment, teachers and students covered their mouths and noses with wet towels and evacuated the teaching building in an orderly, rapid and safe manner according to the preset safety route. After receiving the alarm, the fire and rescue brigade immediately organized forces to search and rescue the injured and dispatched fire trucks to extinguish the fire. During the drill, the teachers were quickly in place, tightly organized, and the students were fast and not chaotic, orderly, and it took only 5 minutes for more than 4,000 teachers and students to evacuate to the specified safety area in a safe and orderly manner.
All aspects of the exercise are closely connected, the command and dispatch are orderly, the command procedures are clear, the emergency response is in place quickly, the participating units conscientiously perform their duties, cooperate closely and coordinate operations, and all the participants are full of energy, obey orders and obey commands, and achieve the expected purpose and effect of the exercise.
The event also invited lecturers from the Provincial Emergency Center to demonstrate and explain the operation essentials and precautions of emergency rescue skills such as "Heimlich First Aid Method" and "Cardiopulmonary Resuscitation" to teachers and students. Through on-site demonstration and practical operation, teachers and students realized the importance of the golden 4 minutes, mastered the first aid knowledge and skills such as cardiopulmonary resuscitation and Heimlich first aid, and enhanced their self-rescue and mutual rescue capabilities.
Subsequently, the fire and rescue brigade conducted on-site teaching on how to use portable dry powder fire extinguishers, demonstrated the correct use of fire extinguishers and precautions to teachers and students through explanations and demonstrations, and invited teachers and students to come forward for practical operations. In order to get close to the real scene and allow students to immersively learn emergency safety knowledge from the multiple experiences of "looking, feeling and practicing", the fire and rescue brigade also set up a "smoke escape tent" to simulate the real smoke fire field, and the teachers and students on the scene entered the tent in turn to carry out the escape experience and strengthen the learning effect of emergency knowledge. Finally, the fire rescue brigade showed the teachers and students fire fighting and rescue equipment, such as fire fighting and rescue, communication, earthquake rescue, and water rescue, so that the teachers and students could feel the rich fire safety culture and enhance their interest in learning fire safety knowledge.
In this activity, Yang Zonghai let teachers and students out of the classroom through the combination of theory and practice, deepened the understanding and application of self-rescue and escape, medical emergency and other knowledge, and effectively enhanced the safety awareness and self-rescue and mutual rescue ability of teachers and students. In the next step, the District Self-Disaster Committee Office and the District Emergency Management Bureau will continue to carry out the "Five Advances" publicity activities for disaster prevention and mitigation, send the knowledge of emergency avoidance, self-help and mutual rescue to tens of millions of households, further stimulate the enthusiasm of the whole society to participate in disaster prevention and mitigation, and improve the people's ability to prevent and respond to risks.
