The plan is open to the selection of 6 civil servants below the first-level chief clerk and other equivalent ranks, mainly to the relevant positions of the Provincial Party Committee and the Ministry of Social Work (see the position table for details).
2. Scope and conditions of registration
(1) Scope of applicants
1. Civil servants below the section level who have been registered as civil servants in organs at or below the municipal level in this province and are on the job.
2. Staff below the section level who have been registered for reference in the administrative organs (units) of the Civil Servants Law at or below the provincial and municipal level and below, and are on the post.
Eligible civil servants below the section level (with reference to the Civil Servants Law) who meet the requirements of the central and provincial-level organs at or below the municipal level (including vertical management units, dispatched units, etc.) can also apply for the examination.
Applicants should also meet the relevant policy requirements of strict cadre personnel discipline during the current round of institutional reform.
(2) Eligibility for registration
Applicants should meet the following qualifications:

2. Have good professional quality, good conduct, outstanding performance, and recognized by the masses.
3. Have more than 2 years of work experience at the grassroots level and more than 3 years of work experience as a civil servant or staff member of a management organ (unit) with reference to the Civil Servants Law, and there is no basic competency or below in the annual evaluation in the past 3 years.
Grassroots work experience refers to working in county (city, district, banner), township (town, street) party and government organs (including public institutions managed with reference to the Civil Servants Law), village (community) party organizations or village (neighborhood) committees, as well as all kinds of enterprises and public institutions. The experience of demobilized military cadres working in military regiments and units below the equivalent regimental level, and the experience of retired soldiers serving active duty in the army, can be regarded as grassroots work experience. Work experience in municipalities (counties) directly under the Central Government is regarded as grassroots work experience. The starting time of grassroots work experience is calculated according to Document No. 59 [2010] issued by the Department of Human Resources and Social Security, and the interruption time due to changes in work units can be accumulated.
The selection and transfer of students should meet the requirements of grassroots training.
4. Generally, they shall work for more than 2 years in the organ at the same level.
They should meet the minimum number of years of service in the organ at the same level, and if there are no provisions, they must have worked in the organ at the same level for more than 2 years.
5. Have the working ability and work experience required by the open selection position.
Applicants are generally under the age of 35 (born after May 1988). The age of applicants for the current section-level principal leadership position or the first-level principal staff rank is relaxed to under 40 years old (born after May 1983).
6. Have a bachelor's degree or above.
7. Have the physical condition and psychological quality to perform duties normally.
8. Meet other qualifications required by the open selection position.
9. Other conditions stipulated by laws and regulations.
The number of years of work experience is calculated as of May 2024.
(3) Circumstances in which registration is not allowed
In any of the following circumstances, they must not participate in the open selection:
1. Expelled from the Communist Party of China.
2. They have been lawfully listed as targets of joint disciplinary action for untrustworthiness.
3. Suspected violations of discipline or law are being reviewed and investigated by the relevant specialized organs and no conclusion has yet been reached.
4. Receiving admonitions, organizational dispositions, Party discipline and government sanctions, or other such influences before the period has expired or has been used at the end of the period.
5. Newly hired township civil servants who have worked in township organs for less than 5 years (including probationary period).
6. In accordance with relevant provisions, working in hardship and remote areas and in targeted units that have not yet completed their service period, or have other restrictive provisions on transfer.
7. Those who are still on probation or have been promoted to a leadership position for less than 1 year.
8. Other circumstances stipulated by laws and regulations.
Applicants must not apply for positions that constitute the circumstances listed in the first paragraph of Article 74 of the Civil Servants Law after taking office, nor may they apply for positions in employers where persons with whom they have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close relationship by marriage serve as a leading member.
The time limit for the influence period, probationary period, promotion time, etc., in the case of non-registration, is calculated until May 16, 2024, and the length of service is calculated until May 2024.
III. Procedure
(1) Publish an announcement
On May 16, 2024, the announcement of the open selection of civil servants and the position list were released on the Anhui Pioneer Network (www.ahxf.gov.cn), the Anhui Provincial Personnel Examination Network (www.apta.gov.cn), and the WeChat public account of the Social Work Department of the Anhui Provincial Party Committee. (2) Registration and qualification review
1. Online registration. The open selection is carried out in a combination of individual voluntary and organizational recommendations, and the registration website is the Anhui Provincial Personnel Examination Network. The time for applicants to submit their registration applications is from 9:00 on May 18, 2024 to 16:00 on May 21, 2024. When registering, you should carefully read the "Registration Instructions" and sign a letter of commitment to good faith, fill in the registration form as required, and upload your electronic photo. Each applicant is limited to one position, and the application materials submitted should be true, accurate and complete, consistent with the application conditions and the requirements of the position applied for.
2. Eligibility. The qualification review will be conducted online in the Anhui Provincial Personnel Examination, which will be from 9:00 on May 18 to 18:00 on May 22, and will be divided into two stages: "pre-examination" and "review".
(1) Pre-trial. The Social Work Department of the Provincial Party Committee shall conduct a preliminary examination of the qualifications of the applicants in a timely manner in accordance with the prescribed application conditions and job requirements. Applicants should pay attention to the results of the pre-screening at any time. Those who have passed the pre-examination cannot be re-applied to other positions; Those who fail to pass the pre-examination should be re-reported to other positions before 12:00 on May 22.
(2) Review. If the applicant passes the pre-examination, the applicant must download and print the automatically generated "2024 Civil Servant Open Selection Registration Form" (hereinafter referred to as the "Registration Form") from the Anhui Provincial Personnel Examination Network, and shall not be changed. In accordance with the cadre management authority, the applicant shall submit the registration form to the organization and personnel department of the appointment and removal organ for review. The Party committee (Party group) of the appointment and removal organ or the department in charge of civil servants shall earnestly perform the duty of gatekeeping, fully consider the candidate's political quality, professional quality, work performance, and consistent performance, and for those who meet the requirements for registration, earnestly review the information filled in the registration form on the basis of the applicant's file records and relevant supporting materials, sign the application opinion, and affix the Party committee (Party group) seal; Those who do not meet the qualifications for registration shall not agree to or recommend registration. Applicants must convert the approved and stamped registration form into an electronic picture (color picture, jpg format, size of 1000*1414 pixels, size of 1MB) before 12:00 on May 22, and upload it through the registration system. The Social Work Department of the Provincial Party Committee shall review the stamped registration form uploaded by the applicants, and those that have not been uploaded will not be reviewed.
If the applicant only fills in the application online or passes the pre-examination but fails to upload the stamped registration form within the specified time, it will be deemed to have given up the registration.
The qualification review runs through the whole process of open selection. If it is found that the applicant does not meet the qualifications for the examination, the Social Work Department of the Provincial Party Committee may cancel his or her qualification or terminate the selection process, and will no longer be a candidate for selection.
3. Payment confirmation. Applicants who have passed the qualification examination (both pre-examination and re-examination are qualified) should log in to the Anhui Provincial Personnel Examination Network before 12:00 on May 23 to pay the written examination fee (40 yuan/person) through the third-party payment platform (Yibao). Those who fail to pay the fee on time will be deemed to have given up their registration.
After the deadline for registration, if the ratio of the number of applicants to the number of positions is not 3:1, the number of positions will be cancelled or reduced accordingly. Applicants who have been cancelled can apply for other positions from 10:00 to 16:00 on May 24.
Applicants should download and print the admission ticket from the Anhui Provincial Personnel Examination Network from May 31 to June 1.
(3) Examinations
The exam is divided into a written test and an interview, focusing on the ability to analyze and solve problems under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, with a full score of 100 points. The written test score and interview score are combined into the comprehensive test score according to the ratio of 6:4. The written test score, interview score, and comprehensive test score are all kept to two decimal places according to the "rounding" rule.
1. Written test. The written test will be held from 8:30 a.m. to 11:30 a.m. on June 2, 2024 (Sunday), and the examination venue will be located in Hefei. Applicants must take the written test with their valid ID and admission ticket. After the completion of the written examination, the Social Work Department of the Provincial Party Committee shall study and determine and publish the passing score of the written examination.
2. Interview. The interview is organized by the Social Work Department of the Provincial Party Committee under the guidance of the Organization Department of the Provincial Party Committee. Applicants can log on to the Anhui Pioneer Network and the WeChat public account of the Social Work Department of the Provincial Party Committee to view the interview announcement.
The interview candidates are determined from the personnel above the qualified score line of the same position according to the written test scores from high to low, and the ratio to the number of positions is generally 3:1. If there are more than one applicants with the same written test score, the last candidate will be determined as the interview candidate.
Before the interview, the Social Work Department of the Provincial Party Committee will review the qualifications of the interview candidates. The qualification review materials include the applicant's valid identity certificate, the original registration form, the original academic (degree) certificate and the certificate of grassroots work experience. Those who fail to pass the qualification review will be disqualified from the interview. If there is a vacancy in the number of candidates for interview, it shall be filled in equal amounts within the specified time.
Interviews are conducted in a structured manner. In addition to on-site interviews, online remote interviews and video interviews can be conducted as needed. There are 7 interview examiners, including no less than 6 external examiners, who are selected by the Organization Department of the Provincial Party Committee.
If the actual number of interviews is less than or equal to the planned number of positions, the interview score must reach 75 points or the average score of the actual interviewers in the examination room on the day before proceeding to the next link.
(4) Physical examination and inspection
The Social Work Department of the Provincial Party Committee is responsible for organizing the physical examination and inspection work, and is carried out in the order of physical examination first and then inspection. The Social Work Department of the Provincial Party Committee determines the physical examination and inspection objects according to the order of the comprehensive examination scores from high to low (if the comprehensive examination scores are the same, they are sorted in the order of the written test scores): if the number of positions is planned to be 1-2 people, the difference is 1 person. If there is a vacancy in the candidates to be selected, it shall be filled in equal amounts according to the comprehensive results of the examination, and the total number of replacements shall not exceed two.

The Ministry of Social Work of the Provincial Party Committee shall uniformly organize and conduct physical examinations in designated physical examination institutions, and the physical examination standards shall be implemented with reference to the general standards for physical examinations for civil servants. (5) Publicity and formalities
1. Publicity. 2. Procedures. If there is a vacancy in the candidates to be selected, it shall be filled in equal amounts according to the comprehensive results of the examination, and the total number of replacements shall not exceed two.
1. Physical examination. Applicants shall provide a health examination form issued by a designated physical examination medical institution or a general hospital at or above the county level in the past 6 months.
2. Investigation. The Provincial Health Commission sent 2 or more staff members to form an inspection team to conduct a comprehensive investigation of the morality, ability, diligence, performance, and integrity of the inspection object, as well as the suitability of the political and professional quality and the selection of positions, highlighting political standards, and in-depth investigation of political loyalty, political determination, political responsibility, political ability, political self-discipline, etc., focusing on the study of political theory, system execution, ability to perform duties, work performance and the degree of public recognition, and strictly control the political, conduct, ability, style, and integrity. Resolutely put an end to the entry of personnel who are not qualified in political quality, have improper moral character, and fail to pass the integrity and conduct. The inspection team will also check the cadre (personnel) files, verify the registration forms of civil servants or staff of administrative organs (units) with reference to the Civil Servants Law, and other circumstances that need to be verified (such as violations of discipline and regulations, social credit records, etc.). The organ (unit) to which the subject of the investigation belongs shall actively support and cooperate with the work of the investigation group, and objectively and truthfully reflect the actual situation of the subject of the investigation.
If the applicant voluntarily gives up the selection qualification, it must be submitted within 3 working days after the end of the inspection, and if the applicant gives up the qualification, it will be recorded in the integrity record of the applicant.
(5) Publicity and formalities
1. Publicity. According to the inspection situation and job requirements, the Provincial Health Commission shall collectively discuss and select the candidates to be selected in accordance with the principle of cadre management authority and the appropriate personnel and posts, not only the selection of people, and shall be publicized on the Anhui Pioneer Network, the official website of the Provincial Health Commission and the unit where the candidates are to be selected, and the publicity period shall be 5 working days.
2. Procedures. At the expiration of the publicity period, if there is no problem or the problem does not affect the appointment, it shall be reported to the Organization Department of the Provincial Party Committee for approval, and the probation and transfer procedures shall be handled; Those who report serious problems and have solid evidence will be disqualified from the selection. The Provincial Health Commission may set a probationary period for the candidates to be selected according to the needs of the position, which is generally not more than 3 months. During the probationary period, the personnel salary relationship and treatment of the candidates to be selected in the original work unit remain unchanged.
If there is a vacancy in the candidates to be selected during the publicity and probationary period, the Provincial Health Commission shall put forward a recommendation on whether to fill it, and it shall be carried out in accordance with the provisions after being reviewed and determined by the Organization Department of the Provincial Party Committee.
