Zhentai County is located in the northwest of Jilin Province, at the junction of the three provinces (regions) of Jiheimeng, with an area of 4,718.7 square kilometers, 15 townships (towns), 3 streets, and 1 provincial-level development zone, with a total population of 252,000. It has been rated as the hometown of white cranes in China, the hometown of fish and rice in China, the livable town in China, the national health county, the national garden county, and the national greening model county. There are "one river and three rivers" flowing through the territory, and the water resources are abundant. The surface water resources reserve is 10.7 billion cubic meters, and the annual transit water volume of the Nenjiang River is 21.83 billion cubic meters. The groundwater resources contain 377 million cubic meters, and the annual exploitable resources are 276 million cubic meters. There are 79 ponds with a surface water area of more than 100 hectares, and Zhenlai South Lake has been rated as a national beautiful river and lake.
In recent years, Zhentai County has thoroughly implemented General Secretary Xi Jinping's water control idea of "water conservation priority, spatial balance, systematic governance, and two-handed efforts", focused on key areas, and continued to promote agricultural water conservation and efficiency, industrial water conservation and emission reduction, urban water conservation and loss reduction, and the county's water conservation and intensive utilization level has been significantly improved, and in October 2023, it was reviewed and recognized by the Ministry of Water Resources as the sixth batch of water-saving social construction standard counties.
Strengthen organizational leadership and link up and down "a game of chess"
Zhentai County attaches great importance to water conservation and regards it as an important starting point for promoting high-quality economic and social development.
The first is to insist on high-level promotion. Establish a leading group for the construction of a water-saving society with the main leaders of the county party committee and the county government as the double team leader, and the county water conservancy bureau, the county agriculture and rural bureau and other relevant departments as members, and build a water-saving work pattern of "party committee leadership, government leadership, departmental linkage, and social participation", clarify the division of responsibilities, and ensure that responsibilities are consolidated, policies are implemented, and work is carried out.
The second is to strengthen the top-level design. Regularly convene leading group meetings to study water-saving work, formulate and issue the "Zhentai County Water-saving Society Construction Plan", provide a scientific basis for the development and utilization of water resources and conservation and protection of the county, and accelerate the construction of a water-saving society.
The third is to tighten the chain of responsibility. According to the strictest water resources management system, formulate and issue the "Implementation Plan for the Implementation of the Most Stringent Water Resources Management System in Zhentai County" and the "Three Simultaneities" and Water-saving Facilities Project Management Measures for Water Conservation in Zhentai County" and other normative documents, decompose the goals, compact the responsibilities, and form a work pattern of grasping the level at the level and implementing it at all levels.
Coordinate the "three major areas" and promote the "integration" of water conservation
In recent years, Zhentai County has always adhered to the people-centered development philosophy, thoroughly implemented the high-quality development strategy of the Provincial Party Committee's "One Main, Six Doubles" and the Municipal Party Committee's "One, Three, Three, Four", coordinated the promotion of water-saving work in the "three major fields" of agriculture, industry and life, carried out the construction of a water-saving society from beginning to end, persistently promoted the intensive and safe use of water resources, provided solid water security, water security and water support for the high-quality economic and social development of the county, and comprehensively improved the level of water conservation, protection and management.
The first is to promote water conservation and efficiency improvement in agriculture as a whole. Guided by the "largest rice county in Jilin Province", focusing on the development direction of characteristic and modern counties, accelerating the construction of 300,000 mu of high-standard farmland, actively promoting agricultural efficient water-saving irrigation technology, investing 160 million yuan in 9 villages in Heiyupao Town to implement high-efficiency water-saving irrigation area of 81,400 mu, completing the comprehensive reform of agricultural water price of 1.898 million mu since 2018, and investing 3.5 million yuan in 2023 to implement water measurement and metering automation projects in Sifang Tuozi Irrigation District, Moon Pao Irrigation Area and Datun Irrigation District. Promote the transformation of agricultural irrigation from extensive to fine. In 2023, on the basis of the national and provincial investment of 4.36 million yuan, Zhentai County will invest 33.43 million yuan at the same level to renovate 59 water supply projects, drill 27 new water source wells, build 323.7 kilometers of new pipe network, and install 15,400 metering magnetic card water meters. At the same time, 3.9 million yuan of county-level maintenance funds are paid on time and in full every year to effectively guarantee the maintenance of rural water supply projects and provide guarantee for water conservation.
The second is to promote industrial water conservation and emission reduction as a whole. Strictly control new construction, renovation and expansion projects with high water consumption, take measures to strengthen the management of industrial water quotas, strengthen the installation of metering facilities, promote technological innovation of enterprises, optimize the allocation of water resources, promote the technological transformation and renewal of enterprises, eliminate backward and high-water-consuming processes, technologies and equipment, promote industrial water-saving technologies such as recycled water, waste water recycling, and efficient cooling, reduce production water consumption from the source, and maximize the economic and comprehensive benefits of water use. Zhentai County Feihe Dairy Co., Ltd. implements condensate recycling treatment, saving 50 cubic meters of water per day; Carry out boiler tank float valve replenishment level adjustment, saving 20 cubic meters of water per day; Change the backwashing frequency of the resin tank to save 80 cubic meters of water per day.
The third is to promote water conservation and loss reduction in cities and towns as a whole. Strengthen the construction of urban infrastructure facilities, adhere to water supply, drainage, sewage, unified planning, unified management, unified allocation, the leakage rate of urban public water supply pipe network has decreased year by year, consolidate and improve the level of rural water supply security, focus on the urbanization of farmers' water use, and actively promote rural paid water use, metering and charging. Up to now, the county has invested 15.36 million yuan in the transformation of "one household and one meter", and a total of 32,000 smart magnetic card water meters have been installed, with a coverage rate of more than 70%. Vigorously implement the transformation of water plant networking, from 428 to 267, saving nearly 1.5 million yuan in operating costs. Accelerate the transformation of the old pipe network, replace all 3,275 kilometers of PVC pipes with PE pipes, completely solve the problems of aging pipe network and outdated equipment, and effectively reduce the phenomenon of "running and dripping".
Precise force, efficiency improvement "one-stop"
Combined with the county's water resource endowment and the high-quality economic and social development plan of Zhentai County, we will focus on the "one-stop" work of water planning, water management and water prices.
The first is to implement the "water plan". Relying on the carrying capacity of the county's water resources, scientifically and rationally plan the county's development, urban construction and industrial layout. Strengthen communication between departments and industries, optimize the accounting of water use plans, and effectively carry out supervision and assessment of the implementation of water use plans. Strictly implement the approval of annual planned water use targets. Strengthen the review of self-provided water sources and water intake plans, and carry out refined monitoring and management.
The second is to strengthen "water management". Fully implement the requirements of strict and meticulous management of water resources, and improve the level of refinement of water resources management. In accordance with rigid constraint indicators, do a good job in the demonstration of water resources and the management of water intake permits, strictly regulate the excessive or planned water use of water intake units, and reduce unreasonable water volume. Implement separate plans and key monitoring for water users whose surface water consumption is greater than 100,000 cubic meters (groundwater is greater than 10,000), and resolutely curb the occurrence of water intake by enterprises that exceed permits, exceed quotas, and have no water-saving facilities.
The third is to approve the "water price". Improve the mechanism for the formation of urban water supply prices and the dynamic adjustment mechanism, give full play to the role of price leverage, and implement a system of tiered water prices for residential water and progressive price increases for non-residential water use beyond the plan. We will speed up the reform of comprehensive agricultural water prices, establish and improve the incentive mechanism for water conservation, promote the transformation of "one household and one meter" for urban residents, and improve the efficiency and benefits of water use. Strictly pay for the use of water, according to the actual billing, collect all receivables, standardize the collection and management of water resource fees, and the collection rate of water resources fees is 100%.
Raise awareness of water conservation and gather "one heart" for all people
We will make every effort to stimulate the endogenous power of the masses to love water, protect water and save water, effectively improve the consciousness and initiative of the whole people to save water, and take multiple measures to open up the "last mile" of water conservation at the county level.
The first is to practice the concept of water conservation with high-quality service. In order to further promote the implementation of water resources management and water conservation management, the county water conservancy bureau has taken the initiative to serve enterprises in recent years, and assisted water enterprises to promote their work and improve the utilization rate of water resources through the "three services" activities. For large water users in the county, such as water supply companies, Feihe Dairy and other enterprises, the relevant legal knowledge of water resources protection and provincial and municipal water-saving and water-related policy documents are disseminated to them, so as to enhance the awareness of water resources protection and water conservation among business owners. At the same time, it takes the initiative to solve problems for the enterprise in a timely manner and solidly promotes the work. Enterprises that illegally take water shall be educated and punished in accordance with the law, and enterprises shall be urged to improve the water intake filtration and circulation device, strictly control the quality of water withdrawal, reduce the total amount of water intake, and improve the utilization rate of water resources. The county's 3 enterprises, 22 county-level public institutions, and 9 residential communities have been recognized as water-saving carriers, and the coverage rates of water-saving enterprises, water-saving units and water-saving residential communities of public institutions have reached 50%, 50% and 30% respectively, and the typical demonstration effect of water conservation has been continuously amplified.
The second is to unblock information channels and consolidate the effectiveness of water conservation. Through the issuance of questionnaires, soliciting opinions and suggestions from the masses, accepting reports, etc., we should timely understand and grasp the shortcomings and weaknesses in the water-saving work, carefully sort out, find out the reasons, implement reforms, and improve the deficiencies, so as to ensure that the water-saving transformation is improving day by day, serving the masses, and truly improving the satisfaction of enterprises and the masses.
The third is to strengthen publicity and raise awareness of water conservation. Relying on various carriers such as public service advertisements, wall slogans, and WeChat platforms, combined with important time nodes such as "World Water Day" and "China Water Week", we have adopted the forms of "online + offline" and "traditional + emerging" to strengthen the interpretation of water-saving policies and knowledge publicity from multiple angles, levels and channels, and continue to expand the coverage and influence of publicity. Call on the masses, especially party members and cadres, to play an exemplary role, actively participate in water-saving actions, and influence more people and more units around them to jointly devote themselves to the social practice of loving water and protecting water, saving water and cherishing water, and creating a good atmosphere of water conservation, water cherishing and water proximity for the whole people.
Be honest and down-to-earth, and work for a long time. The protection and conservation of water resources is unremitting, and only by not forgetting the original intention and advancing with the times can we achieve practical results.
