Party members are the body cells of the party, and the work of recruiting party members is a regular and important task in party building. The recruitment of party members in violation of regulations, undermining the party's advanced nature and purity, and bringing serious hidden dangers to the party's self-building, must be given disciplinary punishment.

According to Article 89 of the Regulations on Disciplinary Punishment of the Communist Party of China, there are two main ways of conduct: one is to use deception or other means to develop a person who does not meet the requirements for Party membership into a Party member. Specifically, this includes situations where the perpetrator conceals the true circumstances of the applicant not meeting the requirements for Party membership from the Party organization, or helps the applicant tamper with or falsify application materials so that the applicant meets the requirements for Party membership. The subjective aspect of such conduct is generally intentional. The second is the act of recruiting Party members in violation of the relevant regulations, which mainly refer to the Party Constitution and the "Detailed Rules for the Work of the Communist Party of China on the Recruitment of Party Members" and other procedural provisions. In this act, the target of development includes both those who meet the requirements for Party membership and those who do not meet the requirements for Party membership. The subjective aspect of such conduct may be both intentional and negligent.

Recruiting party members in violation of regulations is by no means a trivial matter, and engaging in the recruitment of party members not only violates party discipline and damages the seriousness of the work of developing party members in one place and one region, but more importantly, once it spreads into a trend, it will bring tremendous lethality to the advanced nature and purity of the party member contingent and the cohesion and combat effectiveness of the party organization. Party members and cadres who employ fraud or other means to develop people who do not meet the requirements for Party membership into Party members, or who issue Party membership certificates for non-Party members, should be given corresponding sanctions and punishments in accordance with disciplinary punishment regulations; For those Party organizations and their responsible persons who are derelict in their duties in training and inspection, and who are not strict in their examinations, they should also be held accountable in accordance with the Accountability Regulations and the detailed rules for the development of Party members.
