First, the declaration conditions
1. The enterprise is registered in Fengxian District, and the production sites (including R&D institutions) are all in Fengxian District, with normal tax payment and legal personality.
2. The industrial positioning of the enterprise is in line with the advanced manufacturing industry and strategic emerging industries supported by Shanghai and Fengxian District, and priority is given to the development of beautiful health, new energy, advanced materials, digital intelligence economy and other industries.
3. The enterprise has strong economic and technical strength and good economic benefits. In principle, the sales (operating) income of the reporting enterprise in the previous year shall not be less than 100 million yuan.
4. The management of the enterprise attaches great importance to technological innovation, has a strong sense of market and innovation, and can create good conditions for the construction of the technology center. With a high level of technology, rich practical experience of technical leaders, as well as a certain scale of technical personnel, enterprise research and experimental development personnel in principle not less than 20 people, including a bachelor's degree or above or intermediate technical title of scientific and technological personnel reached more than 50%, to ensure that the enterprise technology center of scientific and technological personnel have a certain proportion and structural level.
5. The enterprise technology center has relatively perfect research, development, and testing required instruments, equipment and sites, and has strong technological innovation capabilities and high investment in research and development, and the proportion of scientific and technological activities in the company's sales revenue is not less than 3%. In principle, the original value of enterprise technology development instruments and equipment shall not be less than 3 million yuan.
6. The applicant must have independent intellectual property rights and establish an intellectual property management system, and within three years before the application year, the enterprise shall obtain no less than 5 intellectual property rights (including patents, software copyrights, and exclusive rights of integrated circuit layout design) through independent research and development, of which the invention patent shall be valid for three years or the utility model patent authorized from January 1, 2023 to the declaration date.
7. Enterprises should have clear medium and long-term development goals, development plans and measures for the adjustment of product structure and technical structure, and should form three continuous rolling development ladders of new product development (cultivation point), new product production (growth point) and new product scale production (growth point), so as to maintain the output value rate of new products in the leading position in the same industry.
8. Those who have a significant impact on the industrial development of Fengxian District, or whose R&D (innovation) capabilities have reached the domestic leading and international advanced level, and have won the national project, can appropriately relax the application conditions and give priority to support.
9. In the past two years, the company has no major violations of laws and disciplines.

3. Declaration requirements
1. The project application adopts a combination of online application and offline acceptance;
2. Online declaration: The applicant needs to log in to the "Fengxian District Industrial Development Support Policy Declaration Service Platform" for online registration, and fill in the special report after verification. Upload materials according to the requirements of the application materials;
3. Offline acceptance: The applicant project unit shall submit written materials to the economic authorities such as the towns and development zones (group companies) to which it belongs, and the competent departments shall conduct a preliminary review of the application materials of the enterprise and issue a "Recommendation Letter for Project Declaration" (Annex 6). After the preliminary examination and sealing, the application materials (in duplicate) shall be submitted to the Economic Committee of Fengxian District, Shanghai;
4. The written materials are "1-14 items of application materials", which are printed (copied) on both sides of A4 paper and bound into a book on the left side of the order; Ordinary paper materials are used as covers, and rubber rings, folders, etc. are not used for binding with prominent edges. The "Fengxian District Enterprise Technology Center Application Document Bag (Annex 7)" is printed and pasted on the document bag, and the whole set of written information is sorted according to the "Fengxian District Enterprise Technology Center Application Data Catalog" (Annex 7) and packed into the bag.

Fourth, the way of support
Those identified as district-level enterprise technology centers will be given 400,000 yuan of financial allocation support. The support method is to allocate 200,000 yuan in the current year, and then allocate 200,000 yuan after the two-year acceptance of the capacity building project of the technology center.
