In order to accelerate the construction of the characteristic bearing area of Shanghai Science and Technology Innovation Center, by promoting the construction of Wuning Innovation Community and supporting the development of innovation subjects, the "China Wushu" science and technology innovation brand will be launched, and the cultivation and development of new regional momentum and new advantages will be accelerated. Combined with the actual situation of Putuo District, these Opinions are formulated after research.
1. Objects of support
These Opinions apply to universities, institutes, scientific research institutions, and scientific and technological enterprises established in Putuo District in accordance with law, with good credit records, and in line with the regional industrial development orientation, as well as the high-level scientific and technological talents and R&D teams introduced and cultivated.
Second, the way of support
(1) Support the construction of a proof-of-concept center
Support universities, institutes, scientific research institutions and science and technology enterprises to set up proof-of-concept centers around key cultivation and development industries, screen early scientific and technological achievements and future industrial technology concepts, and provide proof-of-concept services such as scientific and technological achievement evaluation, technical feasibility analysis, engineering prototype production, small batch trial production, and commercial evaluation.
The District Science and Technology Commission is responsible for identifying and carrying out annual performance evaluation of the service effectiveness, sustainable development, and social benefits of the proof-of-concept center, and if the evaluation grade is "excellent", no more than 1 million yuan of financial support will be given; If the assessment grade is "good", no more than 500,000 yuan of financial support will be given; If the assessment grade is "qualified", no financial support will be given; If the assessment grade is "unqualified", the qualification will be revoked.
For the proof-of-concept projects declared by the proof-of-concept center, financial support will be given according to the verification funds actually invested in the project, and the maximum amount for a single project shall not exceed 500,000 yuan.
(2) Support the construction of new R&D institutions
Focus on the needs of key cultivation and development of industrial innovation, and support the cultivation and introduction of new R&D institutions. For district-level new R&D institutions whose annual R&D investment accounts for no less than 20% of their main business income or reaches 5 million yuan, or whose main business income has not yet been generated and whose R&D investment accounts for no less than 50% of their total expenditure, a maximum of 1 million yuan of financial support will be given.
(3) Support innovative entities to collaborate in tackling key problems
Support universities, institutes, scientific research institutions, science and technology enterprises and other innovative entities in the region to carry out joint research on key technologies. For joint innovation projects, a maximum of 500,000 yuan will be given to a single project. The support funds will be allocated in two batches, and the first batch of financial support will be given up to 250,000 yuan after the project is established, and the remaining funds will be allocated after the results are achieved during the project implementation period and passed the acceptance evaluation.
(4) Support innovation and entrepreneurship
Focusing on the three leading industries of integrated circuits, biomedicine, and artificial intelligence, and the six key industries of electronic information, life and health, automobiles, high-end equipment, advanced materials, and fashion consumer goods, we will give up to 500,000 yuan of financial support to start-up technology enterprises and R&D teams that meet certain conditions (such as winning awards in innovation and entrepreneurship competitions at the municipal level and above). Start-up technology enterprises and scientific research teams whose office addresses are in "Innovation" can be granted a rent-free period of up to two years in the form of rent and shareholding by the landlord according to the actual situation.
(5) Support the introduction of talents and teams
Support the introduction of high-level R&D teams, with a maximum of 500,000 yuan of team R&D funding and a talent rental subsidy for 30 team members.
Encourage high-level talents or R&D teams to cooperate with enterprises, participate in scientific research projects and achieve industrialization, and give up to 1 million yuan of financial support.
Support R&D teams to participate in district-level innovation and entrepreneurship competitions, and each event can recommend no more than 2 qualified outstanding teams to directly enter the semi-finals.
(6) Support the participation of service organizations
Support professional institutions to provide technology transfer, scientific and technological consulting, achievement mining, value evaluation, achievement docking, technology trading and other services for universities, enterprises, and R&D teams, and assist in the transformation of scientific research achievements, and give up to 500,000 yuan of financial support per year according to service performance.
(7) Support the creation of brand activities
Encourage the development of Wuning Innovation Community brand activities. For events, forums, exhibitions and other activities with a certain influence in related fields, the best will be given financial support of up to 100,000 yuan according to the proportion of less than 50% of the total invested funds.
3. Use management
(1) The District Science and Technology Commission, together with the Talent Office of the District Party Committee, the District Development and Reform Commission, the District Human Resources and Social Security Bureau, the District State-owned Assets Supervision and Administration Commission, and the Zhenru City Sub-center, shall formulate the implementation process according to these Opinions. If there is any duplication and overlap between the provisions of this policy and other policies formulated by Shanghai Municipality and Putuo District, it shall be supported in accordance with the principle of "starting from the highest level and not repeating".
(B) the District Finance Bureau is responsible for the preparation of the implementation of the special fund budget arrangements for the implementation of these opinions, is responsible for the implementation of the relevant support funds in accordance with the procedures for the allocation of funds, in conjunction with the District Audit Bureau in the implementation of the use of special funds to supervise and manage.
4. Supplementary Provisions
(1) Implement the entire process of credit management. Enterprises, institutions, or individuals applying for support under this policy will be subject to credit review, and where there has been serious untrustworthy conduct or illegal conduct in the past three years, their application qualifications will be cancelled. Where enterprises, institutions, or individuals have untrustworthy conduct in the course of enjoying support, and upon verification, they are to be reported to the municipal or district Public Credit Information service platform in accordance with relevant provisions. If the support recipient has any illegal acts such as fraud or fraudulent acquisition of support funds, and upon verification, all support funds will be immediately cancelled and the funds will be recovered, and relevant responsibilities will be pursued in accordance with law.
(2) These Opinions shall take effect on May 1, 2024, and shall be effective until April 30, 2025.
(3) The right to interpret these Opinions belongs to the Science and Technology Commission of Putuo District, Shanghai.
