1. Recruitment positions and plans
This time, it is planned to recruit a total of 12 public school teachers. Please refer to Appendix 1 for details of specific positions and planned numbers.
Second, the scope of recruitment, objects and requirements
(1) Basic requirements:
Have the nationality of the People's Republic of China, good ideological and political quality, be physically and mentally healthy, love education, and be willing to engage in educational work.
(2) Household registration requirements:
Unlimited.
(3) Putonghua level requirements:
Those who apply for the position of Chinese teacher are required to have a Putonghua level certificate of Level 2A or above; For those who apply for the post of secondary vocational e-commerce teacher, the Putonghua level is not required for the time being; Those who apply for other teaching positions are required to have a Putonghua level certificate of Level 2 B or above.
(4) Requirements for teacher qualification certificates:
Have a teacher qualification certificate not lower than the corresponding section of the post to be applied for, of which the kindergarten teacher qualification certificate is required to apply for the preschool teacher position.
The following persons who have not yet obtained the teacher qualification certificate that meets the requirements may also apply for the corresponding teaching position, but if they do not obtain the teacher qualification certificate that meets the requirements during the probationary period, the probationary period shall be extended, and those who have not obtained the teacher qualification certificate that meets the requirements within two years shall be dismissed:
1. Persons with the "Certificate of Qualification Examination for Teachers in Primary and Secondary Schools and Kindergartens" issued by the Examination Center of the Ministry of Education;
2. 2024 normal graduates;
3. Those who apply for the position of secondary vocational e-commerce teacher;
4. Persons with master's degree or above.
(5) Professional requirements:
The subject of the major or the teacher qualification certificate (or the "Certificate of Passing the Teacher Qualification Examination for Primary and Secondary Schools and Kindergartens") should be consistent with the subject applied for. The professional requirements are shown in Annex 1.
(6) Academic requirements:
1. Before May 23, 2024, have obtained the academic degree certificate recognized by the state and meets the requirements of the position:
High school and secondary vocational teachers are required to have a bachelor's degree or above.
Junior high school and primary school teachers are required to have a bachelor's degree or above, and teachers with reserve posts in primary and secondary schools in Qujiang District, who have been on the job since September 2022, are not required to have a degree.
The position of preschool teacher requires a bachelor's degree or above, and the kindergarten labor contract teachers in Qujiang District, who have been on the job since September 2022, have been relaxed to a college degree.
The following situations that have not yet obtained the academic degree certificate required for the post can also apply for the examination:
(1) Fresh graduates of ordinary colleges and universities in 2024 can apply for the examination with the electronic registration and filing form of the Ministry of Education's academic certificate and employment recommendation form, but undergraduate students must obtain the academic degree certificate before July 31, 2024, and graduate students must obtain the academic degree certificate before September 30, 2024, otherwise they will not be hired;
(2) Overseas students who can provide the certificate of overseas academic qualifications and degrees issued by the China Service Center for Scholarly Study of the Ministry of Education during the qualification review.
2. Academic degree and major must be the same learning experience.
3. If the academic certificate of the second bachelor's degree student can be verified on the academic information network, he or she can apply for the examination with the second bachelor's degree major. It is not possible to apply for the exam as a minor.
(7) Age requirements:
Bachelor's degree or below, age requirement 30 years old and below (born on or after May 23, 1993); Personnel with a master's degree or above, kindergarten labor contract teachers and primary and secondary school reserve post teachers who have been on the job since September 2022, are required to be 35 years old and below (born on or after May 23, 1988).
(8) The following persons are not allowed to apply for the examination:
Persons who fall under one of the circumstances stipulated in the "Measures for the Recruitment and Inspection of Civil Servants (Trial)" (Zhong Zun Fa [2021] No. 11) shall not be determined as candidates for civil servant recruitment; He is now a full-funded public institution in Qujiang District; Non-2024 fresh graduates who are studying full-time at regular colleges and universities.
3. Recruitment procedures and methods
This recruitment implements the principles of openness, equality, competition and merit-based selection, adheres to the employment standards of both ability and political integrity, and conducts online registration, online qualification preliminary examination, online payment, written examination, on-site qualification review, interview, physical examination, assessment, publicity, employment and other procedures.
(1) Publish recruitment information

(2) Online registration

After registering personal details and true information on the platform within the specified time, the applicant shall register and confirm in time, and once confirmed, it cannot be changed. Registration and registration will no longer be accepted if the system is closed after the deadline. Those who only register and do not select the position to apply for, do not re-select the position after changing their personal information, and do not confirm the position to apply for will be deemed invalid.
Each person is limited to one position. Due to the simultaneous recruitment of the posts in our district and the non-staff posts (3 positions such as primary and secondary school Chinese, primary and secondary school mathematics, and kindergartens), in the case of meeting the conditions for applying for both the posts and the non-staff posts, those who are selected to apply for the posts of non-staff teachers can also apply for the positions of non-staff teachers in the same discipline. Only those who choose to report for the post in the editor can also apply for the supernumerary post, and vice versa.
Applicants who intend to apply for part-time (hereinafter referred to as "part-time applicants") should select "Part-time Position" in the "Category of Position Applied for", and then select "Yes" in the column of "Whether to Part-time Submit Non-staff Position", and finally select the intended non-staff position. Applicants who do not intend to apply for non-staff positions should select "No" in the column of "whether to apply for non-staff positions".
Since the recruitment of the two categories is registered at the same time in the same registration system, and the written test and interview are organized at the same time, and the results of the concurrently applicants are valid on both sides, please carefully select the category of the position you are applying for (in the staff or in the supernumerary) when registering. The announcement of the recruitment of non-staff positions in our district has been simultaneously published in the "Announcement Publicity" column of the Qujiang District Government website.
3. Online preliminary examination of qualifications
(1) Time: 12:00 on May 17, 2024 - 12:00 on May 24, 2024.
(2) During the preliminary examination of qualifications, the recruiting unit shall conduct a preliminary examination of the qualifications of the applicants according to the requirements of the recruitment position, and the applicants can log in to the registration platform to inquire about the results of the preliminary examination of qualifications and the reasons for not passing the preliminary examination. Those who have passed the preliminary examination cannot be re-applied to other positions; Those who have not passed the preliminary examination but are still within the online registration time can register again and accept the preliminary examination of qualifications. Affected by factors such as the number of applicants, the preliminary examination of qualifications may not be completed within the registration time, and candidates should determine the selection position as soon as possible to avoid missing the opportunity to change the application.
4. Online payment confirmation
(1) Time: 12:00 on May 18, 2024 - 17:00 on May 24, 2024.
(2) According to the provisions of Zhejiang Price Fee [2018] No. 21 document, the examination fee of 100 yuan is required to apply for the examination. Applicants who have passed the preliminary examination of qualifications shall confirm the online payment within the specified time and check whether the payment has been completed in time. Those who fail to pay the fee on time will be deemed to have automatically given up their qualifications.
(3) Applicants who belong to subsistence allowance households shall send their second-generation ID card (front and back) within the validity period (front and back) and the photo of the low guarantee or special hardship certificate issued by the civil affairs (poverty alleviation) department at the county (city, district) level to the designated mailbox ([email protected]) before 17:00 on May 23, with the email name "subsistence allowance + name + application position". Such subjects do not pay the fee after the registration is confirmed, and their examination fee will be exempted after review. 5. Announce the reduction of posts
(1) The number of applicants who have passed the preliminary examination of qualifications and paid for each position shall not be less than 3 times the number of planned recruits. For a small number of positions that are indeed difficult to form effective competition, the proportion of examinations can be appropriately reduced; For positions that are less than the proportion of examinations, the number of recruitment plans will be reduced accordingly until they are written off, and the reduced plans will be increased according to the employment needs of other positions and in combination with the registration situation. Whether to appropriately reduce the proportion of examinations and the opinions on the planned transfer shall be studied and decided by the Qujiang District Education Bureau in conjunction with the Qujiang District Human Resources and Social Security Bureau, and the verification and reduction, write-off and transfer of the plan shall be announced.
(2) For the recruitment positions that have been written off by the number of recruitment plans, applicants can change their registration as required within 24 hours from the announcement of the verification plan. If the application is not changed within the time limit, it will be deemed to have given up the registration and the examination fee will be refunded.
6. Download and print the admission ticket
The time to download and print the admission ticket is initially scheduled for May 30 - May 31. Applicants who have successfully registered and paid the fee are requested to log in to the registration platform in time to download and print the admission ticket, and take the written test according to the time, place and relevant requirements stated on the admission ticket. If there is any change in the schedule, a notice will be issued through the "Announcement Announcement" column of the Qujiang District Government website or the registration platform, please pay attention in time.
(3) Written examination
The written test is initially scheduled for June 1, and the specific time, place and related requirements are subject to the admission ticket.
The written examination is in the form of a closed book, and the teaching positions are divided into two subjects: "Subject Professional Knowledge" and "Education and Teaching Theory (including Teaching Materials, Teaching Methods and Public Knowledge)". The maximum score for the written test is 100 points.
After the written test, the Qujiang District Education Bureau, together with the Qujiang District Human Resources and Social Security Bureau, will delineate the written test pass score line according to the written test results, and candidates who do not reach the written test pass score line will not be allowed to enter the on-site qualification review.
(4) On-site qualification review
After the written test, according to the written test results of the candidates for each position, from the high score to the low score according to the ratio of 1:3 to determine the qualification review object, if the last person has a score tie, then the same score all enter the qualification review. If the number of shortlisted qualification review is insufficient, the on-site qualification review object shall be determined according to the actual number.
During the on-site qualification review, candidates must provide ID cards, household registration books, teacher qualification certificates, Putonghua level certificates, academic degree certificates, certificates of normal graduates (Annex 2, certificate of passing the education and teaching ability test of normal students or "Professional Ability Certificate of Teachers for Normal Students" and other certificates or supporting materials related to the registration qualifications).
The qualification review time is initially scheduled for June 13, and the specific list, time and place are subject to the "Announcement and Publicity" column of the Qujiang District Government website and the notice of the registration system, please check it in time. Those who fail to participate in the qualification review at the specified time and place or fail to pass the qualification review will be disqualified from the interview, and the relevant positions will not be filled.
(5) Interview
Those who pass the qualification review are shortlisted for interview. If the shortlisted candidates give up their interview qualifications, the relevant positions will not be filled.
The interview time is initially scheduled for June 15, and the specific time, place and requirements are subject to the interview notice.
The interview method for the teacher position is classroom teaching, which is conducted in a simulated situation without students, focusing on the candidates' ability to control classroom teaching, processing teaching materials and psychological quality, among which preschool teachers also need to take a skills test. The full score of the interview is 100 points, and the passing score is 70 points.
According to the comprehensive results, the candidates' positions will be ranked. If the comprehensive score is the same, the highest score in the written test will be ranked first; The results of the written test and interview are the same, and the rankings are tied.
Comprehensive score = written test score × 40% + interview score × 60%.
(6) Physical examination
According to the ranking in the position, the number of physical examinations will be determined according to the ratio of 1:1 of the final recruitment plan. If the number of physical examination is insufficient, the actual number of participants shall be participated. The medical examination time will be notified separately.
Candidates who do not participate in the physical examination at the specified time and place will be deemed to have given up automatically, and those who fail to pass the physical examination will be disqualified from employment, and the relevant positions can be filled in order according to the ranking in the position from the qualified personnel in the interview.
The physical examination shall be carried out in accordance with the notice of the Ministry of Human Resources and Social Security, the National Health and Family Planning Commission, and the State Civil Service Bureau on revising the relevant contents of the General Standards for Physical Examination for Civil Servants (Trial) and the Operation Manual for Physical Examination for Civil Servants (Trial) (Ministry of Human Resources and Social Security [2016] No. 140) and the Implementation Measures for Physical Examination for Teacher Qualification Accreditation in Zhejiang Province (Trial). For the same physical examination items, the highest standard shall prevail. Candidates are responsible for the medical examination fee and transportation expenses.
(7) Assessment
Among the personnel who have passed the physical examination, the assessment object will be determined according to the ratio of 1:1 of the final recruitment plan according to the ranking in the post. The assessment shall be carried out with reference to the Measures for the Recruitment and Inspection of Civil Servants (Trial) (Zhong Zunfa [2021] No. 11), which will be organized and implemented by the Qujiang District Education Bureau.
All candidates are required to transfer their personnel files to the Qujiang District Education Bureau for review before the specified time. The specific time will be notified separately.
Those who automatically give up the assessment and the assessment conclusion is not suitable for employment will be disqualified, and the relevant positions can be filled in order according to the ranking in the position from the qualified personnel in the interview.
(8) Publicity and employment
The candidates to be hired determined by examination, physical examination and assessment will be publicized on the Qujiang District Government website for 7 working days. After the expiration of the publicity period, if there is no problem or the problem is reflected and does not affect the employment after verification, it shall be hired; Those who report problems that affect employment and have solid evidence will not be hired; If it is difficult to verify the problems reported for the time being, the employment will be suspended, and the decision on whether to hire will be made after the investigation is clarified.
If the candidates to be hired for each recruitment position give up their employment qualifications before the announcement, the relevant positions can be filled in order according to the ranking of the positions from the qualified personnel in the interview; If the employment qualifications are waived or their employment qualifications are cancelled after the announcement, the relevant positions will not be filled.
The allocation of hired personnel is carried out by selecting positions according to the ranking within the post. After the position is determined, the employment procedures shall be handled in accordance with the prescribed procedures. 2024 ordinary college graduates, undergraduate students who have not obtained the academic qualifications and degree certificates required by September 30, 2024 for graduate students who have not obtained the academic qualifications and degree certificates required for the position applied for before September 30, 2024 will be disqualified.
Those who do not go through the employment procedures in accordance with the regulations, and fail to report within the time limit without a legitimate reason, will be disqualified from employment, and the candidate's qualification for similar positions in Qujiang District will be cancelled within three years from the next year.
The initial employment contract is for a period of 5 years (including a probationary period). Those who meet the policy requirements and can be counted as having worked continuously for more than 6 months shall be subject to a probationary period of 6 months, and other personnel shall be subject to a probationary period of 1 year (probationary period). The management of probationary personnel shall be carried out in accordance with the "Notice on Forwarding the Administrative Measures for the Probationary Period of Newly Recruited Civil Servants (Trial)" (Zheren Shefa [2011] No. 240) and other documents.
If the hired person requests to terminate the employment contract during the initial employment period, he or she shall bear the corresponding liability for breach of contract, and the specific liability for breach of contract shall be specified in the employment contract. Employees who have been employed for less than 3 years for the first time shall not be transferred out of the school, and shall not be transferred out of the education system of Qujiang District for less than 5 years.
4. Other matters
1. Those who teach in rural schools after joining the company shall enjoy the allowance for rural special post teachers and the rental subsidy for single young people in rural areas according to regulations.
2. If the applicant provides false information or false materials in the recruitment or cheats in the examination and other violations of discipline and regulations, it shall be dealt with in accordance with the "Regulations on the Handling of Violations of Discipline and Regulations by Personnel Examination Candidates in Zhejiang Province".
