Regarding the settlement of individual self-built houses on state-owned land in the urban area of Zhaoping County

Notification of problems left over from the history of real estate registration

Residents and friends:

Hello everyone! In order to properly solve the historical problems of real estate registration of individual self-built houses on state-owned land within the urban area of Zhaoping County, effectively safeguard the legitimate rights and interests of the people, and promote social harmony and stability, in accordance with the spirit of the "Notice of the Ministry of Natural Resources on Accelerating the Resolution of Several Historical Problems of Real Estate Registration" (Natural Resources [2021] No. 1) and the "Notice of the Department of Natural Resources of Guangxi Zhuang Autonomous Region on Issuing Guiding Opinions on Accelerating the Resolution of Historical Problems of Real Estate Registration" (Gui Natural Resources [2021] No. 54), Our county plans to issue the "Opinions on Accelerating the Settlement of the Historical Problems of Individual Self-built Houses on State-owned Land in the Urban Areas of Zhaoping County" to clarify the scope, type, time limit and method of solving the historical problems of real estate registration. In order to further improve the awareness of the society and allow more people to obtain the real estate property certificate as soon as possible, the relevant matters are hereby notified as follows: 1. The scope of handling is all state-owned land and individual self-built houses involving the historical legacy of real estate registration within the urban area of Zhaoping County. Buildings that are included in the scope of expropriation or demolition by government planning, and that have major potential safety hazards, are not included in the scope of handling problems left over from the history of real estate registration. 2. Type of application (1) The "Housing Ownership Certificate" has been handled and there is no "State-owned Land Use Certificate"; (2) The land area registered in the "Housing Ownership Certificate" is greater than the land area registered in the "State-owned Land Use Certificate"; (3) After the implementation of the "Land Management Law of the People's Republic of China" on January 1, 1987 and before the implementation of the "Decision of the State Council on Deepening Reform and Strict Land Management" (Guo Fa [2004] No. 28) on October 21, 2004, the original illegal occupation of state-owned construction land within the urban area to build houses; (D) in violation of the provisions of the existence of unauthorized additions, over-height, over-occupation of land, etc.; (5) The use or rights of the houses and land that were originally registered separately are inconsistent; (6) The land occupied by the individual self-built house is inconsistent with the scope of registration and issuance of the State-owned Land Use Certificate; (7) The re-transfer of individual self-built houses is inconsistent with the newly approved plan. 3. Time limit for handling This time limit for solving the problems left over from the history of real estate is preliminarily determined to be the deadline for August 10, 2024. Fourth, there are real estate registration of the historical problems of the state-owned land individual self-built house applicant or the right holder please fill in the "Hezhou Zhaoping County State-owned Land Individual Self-built Housing Historical Legacy Disposal Application Form" (see Annex 1 for details), and submit the form and related materials to the Zhaoping County Jiangbin New District Tea Building Government Affairs Service Center on the second floor of the Natural Resources Bureau Examination and Approval Office window, contact: Director Shen or Deputy Director Qin, contact number: 0774-6691256.
