Carry out car trade-in and promote car renewal consumption. In order to implement the decision-making and deployment of the Party Central Committee and the State Council and the deployment requirements of the Municipal Party Committee and the Municipal Government, and effectively and orderly promote a new round of large-scale equipment renewal and consumer goods trade-in in the city, this plan is formulated in accordance with the "Action Plan for Promoting the Trade-in of Consumer Goods" and the "Implementation Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in in Tianjin" formulated by 14 ministries and commissions including the Ministry of Commerce.

1. General requirements

By 2025, we will strive to accelerate the elimination of passenger cars with emission standards of China III and below, further increase the market share of high-efficiency and energy-saving household appliances, increase the recycling volume of scrapped vehicles by 50% compared with 2023, and increase the recycling volume of waste household appliances by 15% compared with 2023; By 2027, the recycling volume of end-of-life vehicles will double compared to 2023, the transaction volume of used cars will increase by 45% compared to 2023, and the recycling volume of waste household appliances will increase by 30% compared to 2023.

Second, key tasks

(1) Carry out car trade-in

(4) Strengthen supervision and implementation.
