Notice on in-depth energy efficiency diagnosis of key energy-using units

To all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, the Development and Reform Commission of the Xinjiang Production and Construction Corps, the Jiangsu Provincial Department of Industry and Information Technology, and the Shanxi Provincial Energy Bureau:
In order to fully implement the spirit of the 20th National Congress of the Communist Party of China and conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, in accordance with the relevant requirements of the "14th Five-Year Plan" Comprehensive Work Plan for Energy Conservation and Emission Reduction (Guo Fa [2021] No. 33) and the Action Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in (Guo Fa [2024] No. 7), implement energy-saving regulations, policies and standards, carry out energy efficiency diagnosis of key energy-using units, support special actions for energy conservation and carbon reduction in different fields and industries, and promote energy-saving and carbon-reduction transformation and energy-using equipment renewal. The relevant matters are hereby notified as follows.
First, the main objectives
By the end of 2024, all regions will establish energy-saving management files for key energy-using units with an annual comprehensive energy consumption of 10,000 tons of standard coal and above, complete energy-saving monitoring of more than 60% of key energy-using units, find out the energy efficiency level of key energy-using units and their main energy-using equipment, and update the reserve list of energy-saving and carbon-reduction transformation and energy-using equipment renewal projects on a rolling basis.
By the end of 2025, all regions will establish energy-saving management files for key energy-using units with an annual comprehensive energy consumption of 5,000 tons of standard coal and above, so as to achieve full coverage of energy-saving supervision of key energy-using units, further improve the management level of energy conservation and carbon reduction of key energy-using units, and continue to improve the reserve list of energy-saving and carbon-reduction transformation and energy-using equipment renewal projects.
Second, key tasks
(A) the establishment of key energy-using units of energy-saving management files。 Update the list of key energy-using units in the fields of industry, construction, transportation, and public institutions. Sort out the energy consumption, energy consumption structure, green electricity and green certificate transactions, main products and production lines, main energy-using equipment, energy management measures, energy-saving transformation plans, energy management personnel and other information of key energy-using units, and establish energy-saving management files for key energy-using units in accordance with unified coding rules。 Guide key energy-using units to set up energy management positions and hire energy management personnel in accordance with regulations, so as to improve the management level of energy conservation and carbon reduction。
(2) Mapping out key areas and industry energy efficiency levels. Benchmark the mandatory national standards for energy consumption limits and the "Energy Efficiency Benchmarking Level and Benchmark Level in Key Industrial Areas (2023 Edition)", "Benchmarking and Benchmark Levels in Key Areas of Clean and Efficient Utilization of Coal (2022 Edition)", "Energy-saving Design Standards for Public Buildings", "Energy Consumption Quota Standards for Public Institutions" and other standards and policy requirements, and map out the energy efficiency levels of key areas such as industry, construction, transportation, and public institutions in the region, as well as key industries such as steel, nonferrous metals, building materials, petrochemicals, chemicals, and data centers. Find weak points and outstanding problems in energy utilization.
(3) The energy efficiency level of the main energy-using equipment。 Benchmark the mandatory national standards for energy efficiency of products and equipment and the "Advanced Level of Energy Efficiency, Energy Conservation Level and Access Level of Key Energy-using Products and Equipment (2024 Edition)", find out the operation and management and energy efficiency level of major energy-using equipment such as boilers, motors, transformers, fans, pumps, air compressors, heat exchangers and other major energy-using equipment in operation of key energy-using units, and sort out the application potential of high-efficiency energy-saving equipment and advanced energy-saving technologies.
(4) Form a reserve for energy-saving and carbon-reduction transformation and energy-using equipment renewal projects. According to the energy-saving management files of key energy-using units, combined with the energy efficiency level of key areas and industries, and major energy-using equipment, establish and update the list of energy-saving and carbon-reduction transformation and energy-using equipment renewal projects on a rolling basis, form a transformation plan, and clarify the transformation time limit。
3. Implementation
(1) Strictly implement the reporting system for the energy utilization of key energy-using units。 In accordance with the "Measures for the Management of Energy Conservation of Key Energy-using Units" (Order No. 15 of 2018 of the National Development and Reform Commission) and other relevant provisions, supervise and guide key energy-using units to prepare and submit energy utilization status reports in a timely manner, review the energy utilization status reports of key energy-using units, and submit the review results step by step.
(B) the implementation of energy conservation supervision and law enforcement in accordance with laws and regulations. In accordance with the "Measures for Energy Conservation Supervision" (Order No. 33 of the National Development and Reform Commission in 2016), the "Measures for the Review of Energy Conservation of Fixed Asset Investment Projects" (Order No. 2 of the National Development and Reform Commission in 2023) and other relevant provisions, strengthen coordination and cooperation with industry and information technology, market supervision and other departments, coordinate energy conservation supervision, comprehensive administrative law enforcement, market supervision and law enforcement, special equipment supervision and other means, strengthen the supervision and inspection of the implementation of energy-saving regulations and standards by key energy-using units, and carry out special supervision on the implementation of energy-saving review opinions.
(3) Carry out third-party energy audit and diagnostic services according to local conditions. All regions should actively adopt a service model that combines government guidance and market leadership, give full play to professional forces such as industry associations, research institutions, and energy-saving service enterprises, and support and guide key energy-using units to carry out third-party energy audits and energy efficiency diagnoses. Encourage qualified regions to coordinate existing funding channels, and increase support for key energy-using units to carry out third-party energy audits and energy efficiency diagnoses。
(4) Strengthen the construction and operation of online monitoring systems for energy consumption. Strengthen the construction and operation of the online monitoring system for the energy consumption of key energy-using units, improve the timeliness and accuracy of data, and strengthen the support and guarantee for energy efficiency diagnosis. Give full play to the advantages of power grid enterprises' power data, actively carry out energy consumption monitoring and analysis based on power data, broaden the sources of energy consumption data, and enrich energy efficiency diagnosis methods.
Fourth, the work requirements
(1) Strengthen organization and implementation. The National Development and Reform Commission has strengthened the coordination, guidance, tracking and scheduling of energy efficiency diagnosis of key energy-using units。 Provincial energy conservation authorities should refine the work measures, increase the implementation efforts, organize the implementation in an orderly manner, strengthen the coordination and cooperation with the regional industry and information technology, housing and urban-rural construction, transportation, market supervision, energy and other departments, and fully mobilize industry associations, research institutions, energy-saving service enterprises and other parties to promote the implementation of energy efficiency diagnosis of key energy-using units.
(2) Clarify the time limit for work. By the end of August 2024, all regions will establish energy-saving management files for key energy-using units with an annual comprehensive energy consumption of 50,000 tons of standard coal and above, and complete the energy efficiency level mapping of corresponding units and their main energy-using equipment. By the end of December 2024, all regions will establish energy-saving management files for key energy-using units with an annual comprehensive energy consumption of 10,000 tons of standard coal and above, and complete the energy efficiency level mapping of corresponding units and their main energy-using equipment. The energy-saving management files of key energy-using units in various regions shall be dynamically updated on an annual basis。
(3) Strengthen the application of results. All regions shall implement the budget management of fossil energy consumption of key energy-using units in combination with the energy efficiency diagnosis of key energy-using units, update the reserve list of energy-saving and carbon-reduction transformation and energy-using equipment renewal projects on a quarterly basis, and relevant projects shall be included in the national major construction project database for reserve。 The National Development and Reform Commission and relevant departments will strengthen the reserve of energy-saving and carbon-reduction transformation and energy-using equipment renewal projects。 In principle, the central budget investment for energy conservation and carbon reduction (energy conservation and carbon reduction direction in key industries and key areas) will only support projects that are included in the reserve list of energy-saving and carbon-reduction transformation and energy-using equipment renewal projects, and priority will be given to projects that establish energy-saving management files.
(4) Strict supervision and management. The National Development and Reform Commission schedules and analyzes the energy-saving management files, energy-saving monitoring, energy efficiency diagnosis, energy-saving and carbon-reduction transformation and energy-using equipment renewal project reserves of key energy-using units in various regions on a quarterly basis, and incorporates the relevant results into the evaluation and assessment of energy-saving target responsibilities of provincial-level people's governments.
(5) Strengthen publicity and promotion. All regions should regularly carry out energy conservation and carbon reduction policy interpretation and business training, actively carry out energy conservation and carbon reduction transformation and energy-using equipment update supply and demand docking, and help key energy-using units improve the level of energy conservation and carbon reduction management. Typical cases and advanced practices in energy efficiency diagnosis, energy-saving and carbon-reduction transformation, and energy-using equipment renewal will be publicized and promoted through activities such as National Ecology Day and National Energy Conservation Publicity Week.
