Zhang Yuansong, born in June 1971, is a native of Yuanling County, Hunan, and has worked in Huaihua for a long time since joining the work in 1992.
In his early years, Zhang Yuansong taught in Huaihua Traffic Vocational and Technical School, and after leaving the school in 1994, he successively served as a cadre in the office of the county-level Huaihua Science and Technology Research Institute and a cadre in the office of the county-level Huaihua Municipal Party Committee.
In 1998, after the establishment of Huaihua City, Zhang Yuansong successively served as the director of the Supervision Office of Hecheng District, Huaihua City, the member and deputy secretary of the Party Committee of Yazuiyan Township, Hecheng District, and the deputy secretary and director of the Party Group of the Hecheng District Price Bureau.
In July 2002, Zhang Yuansong was transferred to the Standing Committee of the Xinhuang County Party Committee and the Propaganda Minister of Huaihua City, and later reappointed as the Organization Minister of the County Party Committee. In 2009, she joined the Huaihua Municipal Party Committee and served as Deputy Secretary-General and Deputy Director of the Office of the Huaihua Municipal Party Committee.
Three years later, she served as the deputy secretary of the Jingzhou County Party Committee and the county magistrate of the county people's government in Huaihua City. In December 2015, Zhang Yuansong served as a member of the Standing Committee of the Jingzhou Miao and Dong Autonomous County Party Committee and secretary of the county party committee.
In July 2021, Zhang Yuansong was transferred to the deputy secretary-general of the People's Government of Huaihua City, Hunan Province. Just two months later, in September 2021, Zhang Yuansong was promoted again and was appointed as a member of the Standing Committee of the Huaihua Municipal Party Committee and the head of the Propaganda Department of the Municipal Party Committee in Hunan Province. According to local media reports, on the morning of April 26, a teleconference on Huaihua's "anti-pornography and anti-illegal" work was held. Zhang Yuansong attended and delivered a speech as a member of the Standing Committee of the Municipal Party Committee, director of the Propaganda Department of the Municipal Party Committee, and head of the Municipal Working Group for "Eliminating Pornography and Fighting Illegal Publications".
On the day Zhang Yuansong was investigated, Xu Zhongjian, secretary of the Huaihua Municipal Party Committee, presided over a meeting of the Standing Committee of the Municipal Party Committee to inform Zhang Yuansong that he was suspected of serious violations of discipline and law and was currently undergoing disciplinary review and supervision investigation by the Provincial Commission for Discipline Inspection and Supervision.

On April 13, the Hunan Provincial Commission for Discipline Inspection and Supervision announced that Lei Shaoye, Secretary of the Party Group and Director of the Hunan Provincial Department of Industry and Information Technology, is suspected of serious violations of discipline and law, and is currently undergoing disciplinary review and supervision investigation by the Hunan Provincial Commission for Discipline Inspection and Supervision. Lei Shaoye served as deputy secretary of the Huaihua Municipal Party Committee, acting mayor, and later mayor in December 2017, secretary of the Huaihua Municipal Party Committee in April 2021, secretary of the Party Leadership Group of the Hunan Provincial Department of Industry and Information Technology in April 2022, and director of the department the following month.

On March 25, Yi Pengfei, a former vice chairman of the Hunan Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), was sentenced to life imprisonment and was also the mayor of Huaihua City, Hunan Province. After trial, it was ascertained that from 2003 to 2023, the defendant Yi Pengfei took advantage of his positions as deputy director of the former Hunan Provincial Development Planning Commission, mayor of Huaihua City, mayor of Loudi City, secretary of the Chenzhou Municipal Party Committee, and vice chairman of the Hunan Provincial Committee of the Chinese People's Political Consultative Conference, as well as the facilitation of the formation of his authority and status, to provide assistance to relevant units and individuals in matters such as project contracting, enterprise management, and job promotion, and illegally accepted property totaling more than 81.4 million yuan, directly or through others.
Last year, the Hunan Provincial Party Committee inspected Huaihua City. From March 9 to June 9, 2023, the 12th Inspection Team of the Hunan Provincial Party Committee inspected Huaihua City.
