Notice of the application and review of professional and technical personnel's professional titles

In order to implement the series of deployment requirements of the Central Committee, the Provincial Party Committee and the Provincial Government on promoting the reform of the talent evaluation mechanism and deepening the reform of the professional title system by classification, combined with the Ministry of Human Resources and Social Security's "Interim Provisions on the Management of Professional Title Evaluation", "Jiangsu Provincial Professional Title Evaluation Management Measures (Trial)" and the Provincial Department of Human Resources and Social Security's "Notice on Doing a Good Job in the 2024 Annual Professional Title Evaluation" (Su Ren She Fa [2024] No. 21) and other relevant policy documents, The relevant matters related to the evaluation of professional and technical personnel in the city in 2024 are hereby notified as follows:

1. The scope and object of application review

(A) in the city's various enterprises and institutions engaged in professional and technical work, and the employer signed a labor (employment) contract of professional and technical personnel; Liberal professional and technical personnel who are employed in our city.

(2) Professional and technical personnel from Hong Kong, Macao and Taiwan who are employed in our city, as well as foreigners who hold a foreigner's work permit in China, a foreigner's permanent residence ID card or a residence permit for overseas high-level talents in Jiangsu Province.

(3) If the professional and technical personnel of public institutions obtain professional and technical qualifications through application and evaluation, they shall be carried out within the quota of vacant posts approved by the unit (including the vacant posts formed by retirement in the current year); Those who have obtained professional and technical qualifications through examinations, evaluations or initial recognition may not be subject to the restrictions of vacancies, and their employment shall be carried out in accordance with relevant regulations.

If there is no corresponding vacancy in the public institution, if one of the following circumstances is met, the employer can submit a special report and fill in the "Yancheng Public Institution Title Declaration Plan Filing Form" (Annex 3), and declare it after being reviewed and approved by the competent department at a higher level and the competent department for professional titles: (1) If there is a vacancy in the professional and technical position at the previous level (including the vacant position formed by retirement in the current year), it can be adjusted to the next level of professional and technical post to be declared; (2) For units with excess structural proportions, the method of "retreating from two to one" can be adopted (the decimal is calculated according to the "rounding" method); (3) Personnel who have been selected by the organization to work for more than one year since taking up their current positions; (4) Since taking up the current position, he has been comprehensively commended by the government at or above the municipal level (enjoying the treatment of municipal model workers), or has been commended and rewarded at the provincial and ministerial level for outstanding achievements in professional and technical work.

Public institutions that have not yet carried out the establishment and employment of posts shall first complete the establishment of posts and the employment of posts, and then make a declaration in accordance with regulations.

Civil servants (including staff included in units managed with reference to the Civil Servants Law) and retirees must not make declarations. Persons who have received Party discipline, government affairs, or administrative sanctions must not make a declaration during the period of influence.

Second, the application review policy

The evaluation of professional and technical personnel shall be carried out in accordance with the relevant regulations of the Ministry of Human Resources and Social Security and our province and the evaluation standards and conditions of each title series (professional). The declarant shall generally apply for the title review in accordance with the level of the title. The deadline for applying for qualifications (years of service) for professional titles is December 31, 2023, and the deadline for applying for professional titles, such as performance achievements, papers, and academic qualifications (degrees) is March 31, 2024.

(1) Broaden the channels for professional titles

For the middle and primary titles, the national unified examination of economics (including human resource management, intellectual property rights, agricultural economy), accounting, statistics, auditing, health technology, shipping, translation, publishing, communications and other 9 title series (professional), the examination results will be qualified to obtain the corresponding level of professional titles, and the corresponding level of professional title evaluation or recognition will not be carried out. The implementation of the examination and evaluation of the combination of the economy (including human resource management, intellectual property rights, agricultural economy), accounting, statistics, auditing and other four title series (professional), professional and technical personnel must participate in the relevant examinations organized by the state, the results to reach the national or provincial qualification line and within the validity period can apply for the evaluation of senior titles.

The nationally unified examination for elementary, intermediate and senior professional titles in computer technology and software is implemented. For those who have passed the examination and obtained the corresponding level of computer and software professional qualification (level) certificate, the employer can select and appoint the corresponding professional and technical positions according to the relevant provisions of the Guiding Opinions on Deepening the Reform of the Professional Title System for Engineering and Technical Talents issued by the Ministry of Human Resources and Social Security and the Ministry of Industry and Information Technology (Ministry of Human Resources and Social Security [2019] No. 16).

(2) Improve evaluation methods

Since this year, the Provincial Department of Human Resources and Social Security will no longer uniformly organize the assessment and identification of senior professional titles for high-level and urgently needed talents, and the relevant work will be included in the "green channel" for the application and evaluation of professional titles of the senior professional title review committees. For specific requirements, please refer to the declaration notice of senior professional titles in each specialty.

All kinds of enterprises and non-public economic organizations in our city are in urgent need of talents, outstanding moral ability, make great contributions to the high-quality development of our city, and achieve certain economic and social benefits, and the professional and technical work years engaged in meet the relevant requirements of the current corresponding professional title series (professional) intermediate professional and technical qualifications in our province, and their performance, achievements and contributions should be significantly higher than the declaration requirements stipulated in the professional qualifications, recommended by more than 2 peer experts in the field or similar majors with deputy senior titles and above, You can directly apply for the assessment and recognition of the corresponding primary and intermediate professional titles (except for the title of "evaluation by examination").

Overseas returnees, personnel who have been exchanged with party and government organs, or who have been transferred from the army to enterprises and institutions to engage in professional and technical work, may directly apply for the corresponding professional titles when applying for their professional titles for the first time according to their professional level and work performance and with reference to the evaluation standards for similar personnel.

(3) Career development

The evaluation of the application of professional titles for high-skilled talents shall be carried out in accordance with the provisions of the Provincial Department of Human Resources and Social Security's "Notice on Printing and Distributing the Implementation Plan for the Career Development and Reform of Highly Skilled Talents and Professional and Technical Talents in Jiangsu Province" (Su Ren She Fa [2021] No. 132).

For those who have obtained the relevant professional and technical personnel professional qualifications, the offices of the evaluation committees shall follow the spirit of the Notice on Adjusting the Corresponding Catalogue of Professional and Technical Vocational Qualifications and Professional Titles in Jiangsu Province (Su Ren She Fa [2019] No. 183) issued by the Provincial Department of Human Resources and Social Security, and do a good job in effectively connecting the professional title system and the vocational qualification system.

In order to further promote the reform of the talent classification and evaluation mechanism and promote the effective connection between professional and technical qualifications and international vocational qualifications, this year we will explore and carry out the comparative recognition of foreign vocational qualifications in our city, and the professional and technical talents who hold the first and second class foreign professional and technical qualification certificates in the "Yancheng Foreign Vocational Qualifications Catalogue (2024 Edition)" (Annex 10) can apply for the corresponding series (professional) primary and intermediate professional and technical qualification assessment and recognition.

(4) The grassroots line is tilted

The city's education, health, and agricultural system grass-roots institutions of the professional and technical personnel on the job to declare the title review, should be in accordance with the Provincial Department of Human Resources and Social Security "on the development of grass-roots institutions of professional and technical personnel "directional post, directional evaluation, directional use" notice (Su Ren She Fa [2020] No. 152) provisions.

Professional and technical personnel who have obtained intermediate and above titles in our township series can apply for the transfer of intermediate titles of the corresponding series (professional).

Each series (professional) declaration and evaluation must be transferred for 1 year before applying for review, and after the transfer, you must work for more than 1 year to apply for a higher professional title, and the original professional working years are calculated continuously.

(5) Implement entrusted review

The professional and technical personnel of the central salt units, the branches (branches, offices, etc.) of the enterprises stationed in the salt of other cities and the professional and technical personnel of the troops stationed in the salt army, as well as the professional titles of the city that have no evaluation conditions or foreign aid professional and technical personnel to declare the title, shall be reviewed in accordance with the prescribed procedures, and the municipal title office shall coordinate the handling of the entrusted review letter and conduct the entrusted review. The results of the review that are not commissioned in accordance with the prescribed procedures and requirements will be invalid. Among them, the professional and technical personnel of Tibet, Xinjiang and youth can choose to participate in the evaluation of professional titles in the place of dispatch or the place of aid during the aid period. For those who participate in the evaluation of professional titles in the recipient place, the application materials shall be reviewed and approved by the dispatching unit, and the recipient place shall directly organize the review in accordance with the evaluation standards of the region, and there is no need to perform other approval or entrustment procedures. The professional and technical personnel with an aid period of more than 1 year (inclusive) will continue to be valid after returning to our city after the expiration of the aid period.

(6) Continuing education and learning

The participation of professional and technical personnel in continuing education is listed as an important condition for the promotion of professional titles, and shall be implemented in accordance with the Regulations on Continuing Education of Professional and Technical Personnel in Jiangsu Province and relevant policies. The average annual cumulative continuing education of professional and technical personnel shall not be less than 90 hours. Among them, the public courses of continuing education shall not be less than 1/3 of the total class time, and the professional courses of continuing education shall not be less than 2/3 of the total class time.

The study of professional courses can be carried out in the following ways: (1) participation in training courses, seminars or refresher courses; (2) To study, scientific research, production units; (3) receive modern distance education; (4) Participate in academic conferences and lectures at home and abroad; (5) Participate in the vocational skill level certification examination or professional and technical (vocational) qualification examination related to the major and obtain the certificate, and the year of obtaining the certificate shall be deemed to have completed the study; (6) Participate in the study and training of national, provincial and municipal professional and technical personnel continuing education bases; (7) Other forms of continuing education.

(7) Preliminary determination (assessment and identification)

Those who have obtained a nationally recognized technical secondary school degree or above, and whose major is consistent with the major they are engaged in, can apply for the corresponding professional title. If the major studied is inconsistent with the major, after the professional working years are increased by 1 year, the corresponding professional title can be applied for assessment and recognition, and the corresponding sequence (professional) qualification conditions are otherwise provided, and the qualification conditions shall be implemented according to the qualification conditions.

1. Those who engage in professional and technical work after obtaining a doctorate degree can initially determine the intermediate title.

2. Those who engage in professional and technical work after obtaining a graduate degree or a master's degree can be preliminarily designated as an assistant. Where there are other provisions on the professional qualifications for social science research, natural science research, and other professional qualifications for the initial professional titles of graduate students, the professional qualifications shall be implemented.

3. After obtaining a bachelor's degree or bachelor's degree, engaging in professional and technical work for 1 year, the assistant title can be preliminarily determined.

4. After obtaining a college degree, he has been engaged in professional and technical work for 1 year, and he can be initially designated as a member-level title. Where there are other provisions on professional qualifications such as editing and broadcasting, the professional qualifications shall be implemented in accordance with the professional qualifications.

5. After obtaining a technical secondary school degree, he has been engaged in professional and technical work for 1 year, and he can be initially designated as a member-level title. If there are other provisions on the professional qualification conditions for the initial professional title of secondary school education, it shall be implemented according to the professional qualification conditions.

Graduate students and college students who have been engaged in professional and technical work for 3 years after obtaining their academic qualifications shall continue to do a good job in the transition work in accordance with the relevant provisions of the province, and may be assessed and identified as the corresponding intermediate and assistant-level titles.

(8) Recognition of relevant academic qualifications

1. Graduation certificates of full-time education from military academies and academies recognized by the administrative departments in charge of education, and party school diplomas granted by the Central Party School and the party schools of provinces, autonomous regions, and municipalities directly under the Central Government to students in long-term shifts of more than two years of schooling, shall be recognized when participating in the evaluation of professional titles.

2. Graduates of intermediate class, senior class and preparatory technician (technician) class of technical colleges shall be regarded as technical secondary school, junior college and bachelor's degree respectively when participating in the evaluation of professional titles.

3. Full-time college and secondary school graduates (who have not obtained academic qualifications or degrees) can be lowered by one grade according to the graduates of the corresponding national education sequence when participating in the evaluation of professional titles.

4. The study, completion and professional certificates issued by various training courses cannot be used as the basis for academic qualifications, but can only be used as a reference element for them to participate in continuing education or to identify their professional ability.

3. Application review time

(A) the city's intermediate title review committee office should be issued before the end of May annual review notice, clear declaration of title review material requirements and submission time, place, etc., shall not be cross-year review (see the official website of the review committee or the official website of the Yancheng Human Resources and Social Security Bureau "special column" jump to the "Yancheng professional and technical personnel service platform").

(2) The online centralized declaration time for the assessment and recognition of talents in urgent need of enterprises and the initial professional titles directly under the municipal government is from July 1 to August 15, 2024.

(3) The city's primary and secondary school teachers, community health title declaration and review work notice by the Municipal Human Resources and Social Security Bureau, the Municipal Education Bureau, the Municipal Health Commission jointly issued.

Fourth, the application procedure

(1) Public declaration policy

Employers should publicize the policy basis, number of positions, qualifications, and application procedures for applying for professional titles this year through websites, bulletin boards, meetings, documents, etc.

Public institutions should formulate a plan for the declaration of professional titles in advance. According to the provisions of the post setting and the actual work needs, the needs of different majors, grades and the number of positions should be considered as a whole, and the "Yancheng Public Institution Title Declaration Plan Filing Form" (Annex 3) should be filled in and submitted to the competent department at a higher level and the competent department for professional titles for the record. Each unit shall, according to the application plan, determine the recommended application objects through democratic recommendation or open competition.

(2) Individual declaration

1. Professional and technical personnel shall, in accordance with the principle of territorial management and personal voluntariness, declare through their units and submit them to the relevant jury offices in accordance with the prescribed procedures. Personnel of the same unit applying for the same professional title series (specialty) shall be submitted to a unified evaluation committee, and shall not be submitted multiple times.

2. Online declaration

The applicant can log in to the online service hall of the Jiangsu Provincial Department of Human Resources and Social Security to search for "professional title" to declare (https://rs.jshrss.jiangsu.gov.cn/), or declare (https://www.jssrcfwypt.org.cn/) through the title column of the Jiangsu Talent Service Cloud Platform, or jump to the title declaration module of the "Yancheng Professional and Technical Personnel Service Platform" through the "special column" on the official website of Yancheng Human Resources and Social Security Bureau. After the applicant truthfully fills in the relevant application information, he or she downloads and prints the "Professional and Technical Qualification Evaluation Application Form" through the system.

(3) The employer's review and publicity

The applicant himself must make a good faith commitment and sign on the title page of the "Professional and Technical Qualification Evaluation Application Form" to ensure that the content filled in and the application materials provided are true and valid. Signatures other than those signed by the person are invalid.

The applicant's academic qualifications (degrees), qualifications, resumes, performance, scientific research achievements, etc., shall be publicized in a conspicuous position in the work unit, and the publicity time shall not be less than 5 working days, and the publicity results shall be regarded as one of the important application materials.

The employer shall carefully review the legality, authenticity, completeness and timeliness of the application materials, and be responsible for the review results. All copies must be reviewed and stamped by the employer. The examiner of the employer and the legal representative (or authorized person) of the unit shall sign the unit review and recommendation column of the "Professional and Technical Qualification Evaluation Application Form" and affix the official seal of the unit.

The application materials of freelance professional and technical personnel shall be signed and sealed by the personnel agency in the declaration opinion column of the employer, and shall be responsible for the review results.

(4) Review acceptance

1. After the preliminary (assessment and identification) title application materials are reviewed by the unit (competent department), they shall be accepted by the municipal and county (city, district) title offices in accordance with the affiliation.

2. According to the affiliation, the application of intermediate review materials shall be reviewed layer by layer by the county (city, district) title office, the intermediate professional and technical qualification evaluation committee corresponding to the reported major, and the municipal title office. The application materials that have passed the review shall be accepted and summarized by the office of the corresponding intermediate professional and technical qualification evaluation committee according to the reported major.

3. According to the affiliation, the application of senior review materials shall be reviewed layer by layer by the county (city, district) title office, the corresponding municipal industry department of the reported major, and the municipal title office. The senior application materials that have passed the review shall be accepted and summarized by the industry competent department of the corresponding city of the reported major.

The units (departments) responsible for the acceptance and summary of the application materials shall fill in the "Summary Form of the Declaration of Professional and Technical Personnel in Yancheng" (in duplicate, Annex 5), and submit it to the Municipal Professional Title Office for review and recommendation 5 working days before the deadline for submitting materials. At the same time, send the spreadsheet (Excel format) to the e-mail address of the Municipal Title Office: [email protected].

If the application materials do not meet the application conditions and procedures, and are submitted beyond the scope of review and acceptance, they shall be returned in a timely manner and the reasons shall be explained to the applicant; If the declaration conditions are incomplete, non-standardized, or do not meet the prescribed requirements, the content that needs to be supplemented and corrected shall be notified at one time. If the declarant fails to complete the application within the time limit, it shall be deemed to have given up the declaration.

The county (city, district) title management department and the municipal title review committee shall submit the application materials to the professional and technical personnel management office of the Municipal Human Resources and Social Security Bureau in a series (professional), and the centralized acceptance time will be from August 1 to September 30, 2024, and it will not be accepted after the deadline.

(5) Review and payment

After the application materials pass the review, the applicant shall pay the review fee to the relevant professional review committee. The specific payment standards and methods shall be notified by the professional and technical qualification evaluation committees themselves.

(6) Review publicity

Each review committee shall publicize the pre-evaluation and the evaluation results on the website respectively for the proposed review personnel and the review passers, and the publicity period shall not be less than 5 working days. During the publicity period, the clues found through reports and complaints shall be investigated and verified by the units formed by the professional title review committee. In accordance with the management authority, the human resources and social security department shall issue a notice of the review results and issue an electronic title certificate.

5. Requirements for the production of application materials

(1) Preliminary (assessment and identification) paper material requirements: two copies of the "Professional and Technical Qualification Evaluation Application Form", a copy of the ID card, a copy of the academic (degree) certificate, the completion of continuing education hours, a summary of personal work, and the certification materials of no objection to the publicity of the unit (the corresponding performance certification materials shall also be provided for the assessment and identification) and other relevant attachment materials that have been uploaded in the application system. All paper application materials must be reviewed and stamped by the unit and the competent department.

(2) Other (including enterprises in urgent need of talents) paper material requirements: 3 copies of the Brief Form of Professional Title Applicants (Annex 2) and 3 copies of the "Professional and Technical Qualification Evaluation Application Form", which are directly put into the bag; The supporting materials in the list of other materials in the catalogue (Annex 1) shall be bound into a book and bagged. All paper application materials must be reviewed and stamped by the unit and the competent department.

Sixth, the application review requirements

(1) Resolutely eliminate the "four onlys". All localities, all relevant departments, and all offices of the title evaluation committee should fully implement the notice of the General Office of the Ministry of Human Resources and Social Security on further doing a good job in the evaluation of professional titles (Ren She Fa [2022] No. 60) and the Provincial Department of Human Resources and Social Security's "Notice on Further Breaking the Bad Tendency of "Only Papers, Only Academic Qualifications, Only Qualifications, and Only Awards" in the Evaluation of Professional Titles (Su Ren She Fa [2022] No. 156), and firmly establish a clear orientation of "six emphasis". Efforts should be made to eliminate unreasonable restrictive conditions for the evaluation of professional titles, establish and improve the evaluation mechanism of professional titles and morality, improve and innovate the evaluation methods of professional titles, comprehensively implement the system of representative achievements, and persist in identifying talents based on ability, performance and contribution evaluation.

(2) Standardize the management of professional title evaluation. All localities, all relevant departments, and all offices of the professional title review committee should standardize the implementation of the Yancheng Professional and Technical Personnel Title (Professional Qualification) Work Leading Group Office "Notice on Further Standardizing the Management of the City's Professional Title Evaluation" (Yancheng Title Office [2023] No. 3) requirements, strengthen the construction and management of the expert database of the professional title review committee, strictly implement the expert database approval and filing system, and standardize the organization of professional title evaluation.

(3) Strict discipline in the evaluation of professional titles. Juries at all levels shall not expand, increase or decrease the scope of acceptance and evaluation without authorization. Those who violate the relevant policies and regulations, review procedures and disciplinary requirements, or arbitrarily lower the evaluation standards and fail to ensure the quality of the review, will be ordered to make corrections, adjust experts, and declare the review results invalid as appropriate. If the circumstances are particularly serious, the right to review professional titles will be suspended or even withdrawn, and the relevant units and personnel will be held responsible. It is necessary to strictly review the work procedures, and insist on publicizing the declaration before the evaluation, randomly selecting the evaluation experts, and announcing the evaluation results in a timely manner. The review committee and its offices should earnestly perform their duties, improve the review meeting minutes system, the review expert avoidance system, and the review activity confidentiality system, so as to ensure that the review policy is open and transparent, the review process is standardized and orderly, and the review results are fair and just.

(4) Strengthen the supervision of the whole process of professional title evaluation. All localities, relevant departments, and offices of the professional title review committee should strictly follow the requirements of the Provincial Department of Human Resources and Social Security's "Notice on Printing and Distributing the "Jiangsu Provincial Professional Title Evaluation Work Risk Prevention and Control Guide (2022 Edition)" (Su Ren She Fa [2022] No. 155), establish an effective self-restraint and internal supervision mechanism, and take the professional title evaluation work as an important part of preventing and controlling integrity risks, and actively accept the supervision of discipline inspection and supervision organs. For violations of rules and disciplines discovered during the review process or reported by the masses, it is necessary to conduct a careful verification in a timely manner to prevent, control and eliminate the occurrence of violations of discipline and law by judges and staff. The human resources and social security departments of all counties (cities and districts) should strengthen the inspection and guidance of the offices of the subordinate jury, supervise the subordinate jury offices to strengthen the discipline education of the evaluation of professional titles, further strengthen the supervision and restraint mechanism, and effectively standardize the management of professional title evaluation.

(5) Improve the creditworthiness system for the declaration of professional titles. Fully implement the notification and commitment system, and the applicant shall promise to provide relevant certificates, performance results, papers and other materials when submitting the application materials. Implement the "one-vote veto" of academic fraud and professional ethics anomie, and revoke the titles obtained through fraud, black-box operations and other violations of discipline and regulations, and record them in the professional and technical personnel title declaration and evaluation integrity archive, with a record period of 3 years.

(6) Strengthen the collection of historical data on professional titles. All localities and the offices of the jury should attach great importance to the cleaning and collection of historical data, clarify the responsibility of special personnel, carefully deploy and systematically arrange, and steadily advance, on the premise of ensuring information security and personal privacy, promote the cleaning and storage of historical title data, and actively mobilize personnel who hold paper certificates of professional titles in our province to register and log in to the title column (https://www.jssrcfwypt.org.cn/) of Jiangsu Talent Service Cloud Platform to register and register historical title certificates. The electronic certificate is renewed, so that the information of the professional title certificate can be checked by the whole network.
