Late at night on May 10, Beijing time, the emergency special session of the United Nations General Assembly overwhelmingly passed a resolution affirming that the State of Palestine meets the membership status of the United Nations as stipulated in the Charter of the United Nations and should be admitted as a member of the United Nations, and recommended that the Security Council reconsider Palestine's application for "membership" to the United Nations. Fu Cong, China's permanent representative to the United Nations, said in his speech after the vote that China welcomes this historic resolution.

Fu Cong pointed out that the Palestinian-Israeli conflict has been repeated for decades, and generations of Burroughs people have lost their homes and been displaced under occupation, which is a wound that is constantly torn and bleeding in the world today. The establishment of an independent state is the long-cherished aspiration of the Palestinian people, and formal membership in the United Nations is a crucial step in this historical process. Palestine deserves the same status as Israel, and the Palestinian people deserve the same rights as the Israeli people. It is the common responsibility of the international community to support and advance the process of independent statehood of Palestine and to provide a strong guarantee for the implementation of the two-state solution and the realization of lasting peace in the Middle East. Regrettably, the application of the State of Palestine to become a full Member of the United Nations was ruthlessly vetoed by the United States in the Security Council on 18 April. The United States' repeated use of its veto power on the Palestinian-Israeli issue and its unreasonable obstruction of the international community's efforts to resolve the long-standing historical injustice suffered by Palestine are inconsistent with the responsibilities of a responsible major country.

Fu Cong said that the emergency special session of the General Assembly adopted a resolution by an overwhelming majority, reaffirming the right of the Palestinian people to self-determination, including independent statehood, confirming that the State of Palestine is eligible to become a full member of the United Nations, and suggesting that the Security Council reconsider the application of the State of Palestine to join the United Nations. China welcomes this historic resolution, which reflects the aspirations of the international community. China participated in the co-sponsorship of the resolution. China supports the Security Council's reconsideration of the application of the State of Palestine as soon as possible, as called for in the General Assembly resolutions.

Fu Cong said: The resolution makes further arrangements for the participation of the Palestinian State in United Nations activities and relevant meetings, and grants the Palestinian State new rights and privileges. China understands that these are special arrangements in a situation where there is no choice but to do so, and they are a remedy for the long-standing historical injustice suffered by Palestine and a correction to the abuse of the veto power by the United States. China believes that the adoption of these special arrangements within the scope permitted by the Charter of the United Nations will help the international community to listen more fully to the voice of Palestine and to engage in dialogue and negotiations between Palestine and Israel on a relatively equal footing. The resolution makes it clear that the arrangement is exceptional and does not constitute a precedent. China believes that the relevant arrangements will not be permanent and that one day the State of Palestine will become a full Member of the United Nations and will enjoy full and equal rights in the United Nations on an equal footing with other Member States.

Fu Cong stressed: The crux of the long-delayed resolution of the Palestinian-Israeli issue lies in the failure to implement the "two-state solution." Israel, as the occupying Power, has been eroding the foundations of the two-state solution for many years, and the ongoing conflict, which has been going on for more than seven months, is more likely to destroy the prospects of the two-state solution once and for all. China urges Israel to stop its collective punishment of the people in Gaza, to stop advancing its military offensive against Rafah and to earnestly remove all restrictions on the entry of humanitarian goods into Gaza. In the West Bank, Israel should cease all settlement activity and effectively curb the escalating settler violence. China will continue to play a constructive role and make unremitting efforts to promote an immediate ceasefire, revitalize the two-state solution, and achieve peaceful coexistence between Palestine and Israel and long-term peace and stability in the Middle East at an early date.
