It clarified 38 items for village (resident) organizations to perform their duties in accordance with the law, 29 items for assisting in government services, and 7 items for negative matters, clarifying the boundaries of village-level organizational affairs. Adhere to the principle of "power follows responsibility, expenses follow the matter", establish and implement a system of access to the work of village-level organizations, change the tendency of community administration and institutionalization, and truly "loosen the constraints and reduce the burden" for grassroots cadres, so that grassroots work will change from "busy with affairs" to "grasping services" and return to the true nature of serving the masses. In accordance with the requirements of "unified standards, unified specifications, unified styles, and unified management", 2,963 unqualified mechanism brands were touched. Among them, 1,382 mechanism brands were cancelled, 560 were merged, 292 were added, and 729 were replaced, and the village party organizations, villagers' committees, village affairs supervision committees, village collective economic organizations and party-mass service centers, and new era civilization practice stations were retained, effectively reducing the burden on the grassroots. It is clarified that 25 certification items should not be issued by basic-level mass autonomous organizations, and 11 copies of the guidelines (sample forms) for certification matters of basic-level mass autonomous organizations, relying on the integrated government affairs service platform and data exchange and sharing platform, establish mechanisms for the sharing and application of government affairs data and basic-level governance data resources, and no longer ask the parties for relevant proofs for all data and information that can be queried or verified online; For data and information that has not been shared and shared, government functional departments or units are to coordinate inquiries and verifications to fundamentally change the phenomenon of "community universal seals".
