On May 9, the Standing Committee of the Beijing Municipal People's Congress launched a special supervision to promote the reform and upgrading of the development of Zhongguancun National Independent Innovation Demonstration Zone. At the kick-off meeting held on the same day, the special supervision work plan was announced, and the relevant persons in charge of the Municipal Science and Technology Commission, Zhongguancun Management Committee and other departments reported the relevant work at the meeting.
It is reported that from the second half of 2021, the Municipal Science and Technology Commission and the Zhongguancun Management Committee, together with relevant committees and bureaus, will join forces with various districts and economic development zones to continue to promote the reform and upgrading of branch parks. At present, preliminary results have been achieved in seven aspects, including promoting the reform of the management mechanism of the branch park, actively planning the optimization and adjustment of space, strengthening the overall planning and focusing layout of the industry, improving the gradient cultivation service system of enterprises, improving the software and hardware service level of the park, continuously optimizing the innovation and entrepreneurship ecology, and continuing to promote open and collaborative cooperation.
Based on high-tech and future industrial development
According to the relevant person in charge of the Municipal Science and Technology Commission and the Zhongguancun Management Committee, based on the needs of high-tech industries and future industrial development trends, according to the consideration that the layout of one branch park generally does not exceed 3 leading industries and the layout of one subdivision does not exceed 3 branches in principle, the development direction of the leading industries in the branch park is determined, and the branch park is guided to form a differentiated development trend based on its own resource endowment.
Encourage the branch park to expand and strengthen the new generation of information technology industry. Create a new highland for the artificial intelligence industry, introduce the source of artificial intelligence and general artificial intelligence policies, and lay out and build an artificial intelligence large model industrial agglomeration area in Haidian Park, forming an industrial layout with Haidian Park as the core and radiating Yimanor, Chaoyang Park and other areas. At present, 107 large models have been filed and launched across the country, and 47 have been implemented in Zhongguancun. With Haidian Park and Yimanor as the core, we will further promote the development of the integrated circuit industry. Policies to support the development of the Internet 3.0 industry were introduced, and the first Zhongguancun Internet 3.0 Industrial Park was completed in Chaoyang Park.
At the same time, accelerate the innovation and development of the pharmaceutical and health industry. The implementation of the medical and health collaborative innovation action plan, the urban area has introduced more than 20 industrial supporting policies, and formed the overall layout of "north research and south production" in Haidian Park, Changping Park, Daxing Park and Yi Manor. Support Daxing Park to build the "China Medicine Valley" brand, and build Zhongguancun Synthetic Biology Manufacturing Industry Cluster in Changping Park.
Accelerate the agglomeration and development of high-end manufacturing and new energy and new material industries. The commercial aerospace action plan was introduced to support the construction of "Rocket Street" and "Satellite Town" in Haidian Park, and to build a development pattern of "South Arrow and North Star". The urban area will jointly promote the construction of the autonomous driving demonstration area of Yimanor, and the ministry and urban areas will jointly build a general technology platform for humanoid robots. In conjunction with Yanqing District, the UAV action plan was issued to plan the layout of the characteristic industrial park. Support Changping Park to build an "Energy Valley", Daxing Park to accelerate the cultivation of hydrogen energy industry, Fangshan Park to build a new energy storage industry cluster, and promote the layout of the whole industrial chain such as production, storage, transportation, processing and application. Support Shunyi Park to continue to cultivate third-generation semiconductor materials and aerospace materials, and support Fangshan Park to strengthen the industrialization of OLED materials, graphene and new chemical materials.
Soft and hard services are grasped with both hands
It is reported that the urban area will work together to build a high-quality characteristic industrial park, issue and implement the guidance and management measures for the construction of characteristic industrial parks, and evaluate the first batch of 23 Zhongguancun characteristic industrial parks, covering 11 branches such as Haidian Park, Changping Park and Yi Manor, and the annual output value of the park will exceed 700 billion yuan.
We will explore the innovation chain, industrial chain and park chain, promote the cooperation between Daxing Park and Fangshan Park, Daxing International Hydrogen Energy Demonstration Zone and Fangshan Hydrogen Energy Industrial Park, and jointly carry out R&D, service and investment promotion around the upstream and downstream cooperation of the hydrogen energy industry.
Strengthen the infrastructure construction of the park, improve medical and educational facilities, increase the protection of public services, and provide a total of 24,000 sets of housing for talents in each branch park in 2023, and the first international research hospital in the country will be completed and opened in Changping Park.
In addition, we will continue to optimize the innovation and entrepreneurship ecology, focus on building a financial support system, promote the establishment of the first phase of the Zhongguancun Independent Innovation Special Fund with a scale of 5 billion yuan by the Social Security Fund, and set up four new 10-billion-level government direct investment industry funds around artificial intelligence, biomedicine and other fields. Actively build a high-level talent highland, and continue to carry out the selection of new scientific and technological stars, the training of scientists and entrepreneurial CEOs, etc.
Build a world-leading science and technology park
As the first national high-tech zone and the first national independent innovation demonstration zone in the mainland, Zhongguancun has become a banner of innovation and development in the mainland.
On April 25, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the Beijing Municipal People's Government jointly issued the "Zhongguancun World-Leading Science and Technology Park Construction Plan" (hereinafter referred to as the "Construction Plan"), which clarified the overall requirements for Zhongguancun to build a world-leading science and technology park, and proposed that it will become an important benchmark for the development of the world's science and technology parks by 2027; By 2035, the world's leading science and technology park will be built in an all-round way.
In order to build a world-leading science and technology park, it is inseparable from the continuous promotion of openness and collaboration. At the meeting, the relevant person in charge of the Municipal Science and Technology Commission and the Zhongguancun Management Committee said that in terms of promoting the collaborative innovation of Beijing-Tianjin-Hebei, it has taken the lead in establishing the Beijing-Tianjin-Hebei National High-tech Zone Alliance, promoted the inauguration and operation of the Zhongguancun Science and Technology Park in Xiong'an New Area, and promoted the construction of cooperation parks such as Tianjin Binhai-Zhongguancun Science and Technology Park and Baoding/Zhongguancun Innovation Center. Zhongguancun enterprises have set up more than 10,000 branches in the Tianjin-Hebei region.
In terms of deepening international cooperation and exchanges, 16 measures have been introduced for foreign-funded R&D centers, and international platforms such as Steinbeis China Headquarters and P4 Precision Medicine Innovation Center have been introduced to the park. Successfully bid to host the 2025 World Congress of the International Association of Science and Technology Parks (IASP), and jointly held the first International Basic Science Conference, China-Italy Innovation Cooperation Week and other international activities with Huairou and Shijingshan.
At the same time, we should do a good job in organizing the Zhongguancun Forum and give full play to the influence of a national platform for global scientific and technological innovation exchanges and cooperation. Each branch of the 2024 Zhongguancun Forum Annual Conference actively hosted more than 20 activities in various sectors. For the first time, a work system for attracting investment and attracting intelligence through urban linkage was established, and promotion activities were carried out in 7 districts, and an international project landing docking mechanism was established for each branch park with the help of cutting-edge competitions and technology trading conferences.
