In order to further test and improve the ability of emergency rescue and coordination and cooperation for emergencies, on the morning of May 7, the 2024 joint drill of the East Sichuan Cooperation Zone and the theme activity of commemorating the 77th "5.8 World Red Cross Day" hosted by the Sichuan Red Cross Society, undertaken by the Chengdu Disaster Preparedness and Relief Center of the Red Cross Society of the Red Cross Society of China and the Red Cross Society of Nanchong City, and co-organized by the Nanchong Emergency Management Bureau and the Nanchong "120" Emergency Medical Rescue Command Center, were held in the Colorful Waterfront Wetland Park in Gaoping District.
Eleven rescue teams and volunteer associations from Nanchong, Guang'an, Dazhou and Bazhong participated in the joint exercise. The drill simulated a sudden rainstorm in the upper reaches of Nanchong, and the water level rose sharply, causing a town in Nanchong to suffer serious flooding, many houses collapsed, and many people were trapped in the collapsed houses, and they were in urgent need of rescue and transfer.
After the simulated disaster occurred, the city quickly activated the emergency response plan. Under the guidance of the Sichuan Provincial Red Cross Society, emergency meetings in Nanchong, Guang'an, Dazhou, and Bazhong were held through video conferences, and the East Sichuan Red Cross Flood Relief Joint Headquarters was established, and rescue teams and volunteer associations quickly rushed to the affected areas.
Due to the complex environment of the affected area, the Nanchong Red Cross Emergency Rescue Team took the lead in sending search and rescue robot dogs to detect in the rubble. After ensuring safety, rescuers and search and rescue dogs followed up and quickly rescued many injured people from the rubble. One injured person was trapped in a closed environment, and rescuers mechanically dismantled the floor slab to finally rescue the injured person.
After discovering that some people were trapped in the Jialing River, the rescue team members drove assault boats and rescued the people one after another through live bait rescue, isolated island rescue, and O-type rescue according to the actual situation at the scene. Once the casualty were placed in a safe area, volunteers bandaged them and performed CPR.
Affected by the floods, some people's domestic water supply has been seriously affected. The China Red Cross (Sichuan) Water Supply Rescue Team quickly dispatched and set up temporary water supply equipment in a short period of time to provide qualified domestic water for the masses.
In this exercise, all departments worked closely together, and all links were coordinated and coherent in place, which met the disposal requirements of rapid detection, timely rescue, effective treatment and proper rescue, improved the level of coordination and cooperation between various departments, fully demonstrated the emergency rescue ability, tested the operability of the emergency rescue plan, and made the joint exercise a complete success.
