Recently, the reporter walked into the Qujiang District Standardized Crop Straw Collection and Storage Center located in Quanwang Town, Qujiang District, and saw that in the open workshop, the brand-new straw baler, straw crushing and returning machine and straw silage machine and other straw collection and storage related agricultural machinery were neatly arranged. "This is a straw collection and storage center that we built in accordance with provincial standards this year, with a storage area of 1,100 square meters." Zhu Weidong, head of the ecology and energy department of the Rural Revitalization and Development Center of the Qujiang District Agriculture and Rural Bureau, said that the center will be officially opened soon to meet the needs of surrounding farmers for rapeseed straw recycling.
It is understood that the center is strategically located, adjacent to the surrounding 3,500 acres of green farmland, and within 5 kilometers of a number of professional straw base material, fertilizer and feed utilization enterprises, can achieve the overall annual average annual consumption of crop straw 10,000 tons of target.
As a provincial-level major grain-producing county, Qujiang District is facing the challenges of diverse crop straw types and huge yields. To this end, the district took the opportunity of the creation of a pilot county for the full quantitative utilization of straw in the country to actively promote the comprehensive utilization of straw in "full, full, global and scientific", and achieved a comprehensive utilization rate of 98.14% and a straw leaving rate of 25.28% in 2023.
In order to further improve the utilization rate of straw from the field to 30%, Qujiang District has recently formulated and implemented the "2024 Implementation Plan for Comprehensive Utilization of Crop Straw in Qujiang District (Trial)". The program starts from three aspects: off-field assistance, collection, storage and transportation, and industrialization, and builds three "1+" crop straw utilization systems, so as to realize the whole process, whole chain, and full closed-loop management of straw comprehensive utilization.
In terms of off-field assistance, Qujiang District has built a "1+2+3" system to dredge the first blockage point of comprehensive utilization of straw. Including the implementation of 1 set of straw harvesting standards, to encourage and guide agricultural mechanics to adopt low stubble harvesting methods. Secondly, according to the different conditions of the plains, mountainous areas and towns in the reservoir area, two different subsidy standards for straw leaving the field are set at 20 yuan/mu and 15 yuan/mu respectively. In addition, the three types of agricultural machinery and equipment involved in the comprehensive utilization of straw are added to the district-level agricultural machinery purchase subsidy, and the cumulative subsidy amount can reach 50% of the total amount of the purchased machine. Up to now, nearly 40 large-scale straw balers, straw crushers and silage machines have been purchased in the whole district, and they have enjoyed corresponding subsidies.
At the same time, Qujiang District is establishing a "1+7+N" high-quality straw collection and storage system. These include 1 provincial standardized straw collection and storage center and 7 regional crop straw collection and storage centers. Each regional storage center will receive a subsidy of 30,000 yuan per year. In addition, a number of village-level straw collection and storage outlets will be set up in key villages to further improve the collection and storage network. At present, Qujiang District has completed the site selection of 276 collection and storage outlets, and will increase or decrease according to the actual situation.
In terms of the main body of straw comprehensive utilization, Qujiang District has introduced and cultivated "1+10" high-level straw comprehensive utilization subjects, that is, cultivating 1 large-scale straw utilization subject with an annual utilization of more than 1,000 tons, and building a total of 10 straw comprehensive utilization subjects. "Since the beginning of this year, Suyuan Environmental Protection Technology Co., Ltd., with a total investment of 108 million yuan, has settled in Qujiang, and the project is expected to comprehensively utilize 150,000 tons of straw after completion." Zhu Weidong introduced that they also encouraged the existing 10 companies to use the main body to expand production and increase the use of straw to 43,000 tons.
It is predicted that the straw resources produced by the main crops in Qujiang District will reach 149,000 tons this year. Among them, early rice and wheat are mainly planted by large households, and they are basically directly crushed and returned to the field during harvesting. In order to achieve efficient utilization, the district will focus on the comprehensive utilization of straw in the part of individual households such as rapeseed, and vigorously promote the comprehensive utilization of straw in winter and late rice. According to the relevant person in charge of Qujiang District Agriculture and Rural Bureau, next, they will continue to implement the three "1+" systems for the comprehensive utilization of straw to promote the efficient use of crop straw.
