In the past few days, the construction of the 5,000-ton high-purity rare earth metal production line project of Baotou Recycled Rare Earth Alloy Co., Ltd. is in full swing. Since the start of construction in February this year, the project to build a new 5,000-ton rare earth metal production line and ancillary facilities has been in full swing, and the main construction of the plant has been completed. The raw materials of the project are all recovered and extracted from the waste, becoming the first project in the country to let the rare earth "go home", using the rare earth oxide-fluoride system molten salt electrolysis process technology to prepare rare earth metals, the average yield of rare earth metals and their compounds produced has reached more than 95%, which is the leading level in China. After the project is completed and put into operation, the output value is expected to be nearly 2 billion yuan, and the profits and taxes will be about 100 million yuan. The products are widely used in emerging high-tech industries such as optical fiber communications, aerospace, nuclear industry, military, superconductivity, etc., which can promote the in-depth development and comprehensive utilization of rare earth elements, develop high-end rare earth functional materials and other high value-added products, and help Baotou City to build the construction process of "two rare earth bases".

At the same time, the first hydrogen-based mineral phase conversion and beneficiation project in the autonomous region, Baotou Xinshidai Mining Co., Ltd., Baiyun Obo Mining Area, the hydrogen-based mineral phase conversion project of depleted oxide ore, adopts domestic advanced technology and production equipment, and can realize a significant increase in the production capacity of industrial energy-saving motors, 3C products, new energy and other fields.

Stimulating innovation provides a strong driving force for the development of new quality productivity

In recent years, Baiyun Obo has unswervingly taken the innovation-driven development strategy as the basic strategy, and promoted the innovation-driven development from the "greatest consensus" to the "strongest action". Continuously expand the collaborative platform. Make full use of Baotou Beijing Science and Technology Innovation Base and Baiyun Obo Qingdao Science and Technology Innovation Base to carry out scientific and technological investment, strengthen the exchange of scientific and technological achievements, introduce scientific and technological enterprises, and promote the implementation of scientific research projects. Continuously expand the team of science and technology correspondents, cultivate enterprise specialists, rely on the science and technology correspondent workstation, do a good job in enterprise science and technology services, and connect resources through the linkage between the top and bottom, match the needs of enterprises, and help enterprises innovate and develop. Implement the policy of benefiting enterprises, focus on the "four ones" special action, and promote the industry-university-research cooperation, technical research, achievement transformation, and scientific research projects of enterprises in our district. According to the "7 Measures for Science and Technology Innovation in Baiyun Obo Mining Area", corresponding project financial support will be given to eligible enterprises, and they will be encouraged and supported to carry out scientific and technological innovation activities to ensure the high-quality completion of the established goals and tasks.

Attract talents to provide strong support for the development of new quality productivity

Once upon a time, it was difficult to attract and retain talents due to factors such as remote location and poor natural conditions in the Baiyun Obo mining area. With the comprehensive promotion of "double recruitment, double introduction and optimization" in recent years, as well as the continuous improvement of the mechanism of attracting talents, gathering talents, retaining talents, and using talents, a large number of key projects have landed in Baiyun Obo mining area, attracting more and more outstanding talents to settle in Baiyun Obo for development and bright value. Since 2021, more than 600 outstanding talents have come to Baiyun Obo and have taken on heavy responsibilities in different fields such as institutions, schools, hospitals, and enterprises.

Taking into account the construction of the leadership team and the cadre team, since 2023, a total of more than 100 cadres have been promoted (adjusted), and at the same time, fresh blood has been actively introduced, and a total of 150 talents of various types have been recruited for organs and institutions since 2021.

We have introduced 20 primary and secondary school teachers to effectively alleviate the shortage of subject teachers in primary and secondary schools. 18 urgently needed medical personnel were introduced, the salary level of medical staff was raised, the reform of the hospital salary system was implemented, and the enthusiasm of medical staff was improved. Support and help enterprises to introduce high-level and urgently needed talents (undergraduate, intermediate titles, senior workers or above or urgently needed talents) 163 people, use market-oriented thinking to gather 277 industrial workers, and accurately cultivate 19 basic scientific research talents and high-quality technical talents for enterprises in the form of "order classes".
