In order to implement the national strategy of carbon peak and carbon neutrality and strive to promote the construction of "three forces and three districts", recently, Luohu officially released the "Ten Measures to Support the Development of Green and Low-carbon Industries in Luohu District, Shenzhen" (referred to as "Luohu Ten Low-carbon Measures"), focusing on four aspects: green enterprises, green consumption, green services and green applications, and put forward a total of 16 specific contents of ten measures.

In terms of supporting enterprises to settle down
🌳 Support the settlement of green and low-carbon enterprises
For newly relocated or newly established enterprises in key areas such as safety, energy conservation and environmental protection, new energy, and intelligent networked vehicles, the revenue scale of Natong in the first year is 50 million yuan or more, and the second and third years of enterprises with positive year-on-year growth in revenue will be given graded support every year. Up to $2 million per year.
In terms of green consumption support
🌳 Support the consumption of new energy vehicles and the development of circular economy
👉 Support the sales of new energy vehicles and used cars. For the newly relocated or newly established brand automobile sales enterprises or second-hand automobile sales enterprises, they will be supported according to a certain proportion of Natong's sales, and if the sales of Natong reach a certain growth rate in the second and third years, they will be given support in proportion. Up to $3 million per year.
👉 Support second-hand jewelry trading and gold buyback business. For the second-hand jewelry trading platform operators whose platform transaction volume reaches 2 billion yuan or more for the first time in the previous year, a reward of up to 1 million yuan per year will be given. A one-time reward of 100,000 yuan will be given to the gold repurchase enterprises that are included in the "four up" warehouses for the first time and achieve a certain proportion of positive growth in revenue in the next year, and a maximum of 5 million yuan will be given to the gold repurchase enterprises with sales of 500 million yuan or more in the previous year, with a year-on-year growth rate of 10% or more.

Encourage the application demonstration of carbon footprint labeling certification, and give a one-time reward of no more than 10,000 yuan per certificate to enterprises that have passed the carbon footprint certification of the Guangdong-Hong Kong-Macao Greater Bay Area in the previous year, with a maximum of 50,000 yuan per year for the same enterprise.
In terms of green service support
🌳 Support from green service organizations
Encourage the development of various carbon management service institutions such as carbon testing, carbon measurement, and carbon verification. For newly introduced or newly established enterprises whose revenue reaches a certain standard, a maximum of 300,000 yuan will be given according to the revenue level, and a one-time reward of up to 300,000 yuan will be given every year if the year-on-year growth rate of Natong's revenue is 10% or more in the second and third years.
🌳 Support for green finance projects
For enterprises and projects listed in the municipal green finance public service platform, if they obtain new green loans issued by banks, they will be given a subsidy of up to 100,000 yuan according to a certain proportion of the loan scale, and the subsidy period is one year.
🌳 Support for the compilation of green standards
Encourage leading or participating in the compilation of standards in green and low-carbon fields such as energy efficiency of data centers, carbon measurement, and technical requirements for carbon footprint labeling and evaluation in the Greater Bay Area, and give support of up to 1 million yuan per year to enterprises and other organizations that led or participated in the formulation and revision of international, national, and industry standards in the green and low-carbon field in the previous year.
In terms of green application support
🌳 Support new energy infrastructure projects
👉 Distributed photovoltaic project support. Distributed photovoltaic projects that have been connected to the grid for one year and have an installed capacity of 300 kilowatts or more will be subsidized according to the actual power generation of the previous year, and the support for the same project shall not exceed a certain proportion of the actual construction investment of the project, and the maximum annual support for the same enterprise shall be 1 million yuan.
👉 Super fast charging station project support. For super fast charging stations that have been completed and put into operation for more than one year (the maximum DC output power of the host is not less than 600 kilowatts, and at least one supercharging terminal of 480 kilowatts and above is configured), a one-time subsidy will be given according to the power of the overcharging equipment, with a maximum of 120,000 yuan per year for the same enterprise.
👉 Integrated energy solution support. Enterprises are encouraged to provide comprehensive energy solutions, and for projects with an actual construction investment of 5 million yuan or more and have obtained the title of national, provincial and municipal demonstration or pilot projects (excluding pilot projects of municipal near-zero carbon emission zones), a certain proportion of the actual construction investment will be up to 3 million yuan per year.
🌳 Support for the development of virtual power plants
👉 Encourage resource aggregators to build resource aggregation platforms and access to the Shenzhen Virtual Power Plant Management Center to participate in power grid regulation and control. Eligible enterprises will be given one-time support according to a certain proportion of the actual construction investment of the project, with a maximum of 500,000 yuan. This subsidy is not combined with the municipal subsidy.
👉 Encourage industrial and commercial users of 10 kV and above to actively participate in market-oriented demand response. After the construction of the new power load management system is completed, the users who complete the demand response on the Guangdong Provincial Electric Power Trading Center, Shenzhen Virtual Power Plant and other platforms will be given a one-time reward of up to 100,000 yuan according to a certain proportion of the flexible peak avoidance demand response compensation income settled by the platform.
🌳 Supporting green buildings
If the project has passed the completion acceptance record of the construction project, and has obtained the national, provincial and municipal ultra-low energy consumption building or (near) zero carbon and zero energy consumption building label, the project construction unit will be supported, with a maximum of 2 million yuan.
🌳 Support the development of near-zero carbon pilots
For projects that have passed the acceptance of the pilot projects at the higher level and have been awarded the title of near-zero carbon emission zone by the ecological environment department at or above the municipal level, a one-time support will be given to the project implementation entity according to a certain proportion of the actual investment of the project, with a maximum of 500,000 yuan.
