In October 2019, the Ministry of Water Resources and the Ministry of Finance jointly launched the pilot project of water system connectivity and comprehensive improvement of rural water systems. Through the establishment of competitive projects and expert technical review, the list of the first batch of 55 pilot counties for water system connectivity and comprehensive improvement of rural water systems was announced in 2020. Only 3 counties (cities and districts) in Hubei Province were selected, and Dongbao District was on the list.
In 2020, Dongbao District will invest 584 million yuan to build a "demonstration area for comprehensive improvement of rural water systems in hilly areas of the Jianghan Plain", with the water system of Jiudugang River and Pailou West River in Zilingpu Town as the context, implement the parallel management of water shorelines, and strive to build a comprehensive water control demonstration model integrating flood control, ecology and landscape. It mainly focuses on the four key tasks of restoring the basic functions of rural rivers and lakes, restoring the spatial form of rivers, improving the quality of water environment and restoring water ecology, and builds 8 cultural landscape nodes such as "red octagonal", "colorful lotus pond" and Siping amusement park. At the same time, a number of beautiful villages with smooth rivers, clear water, green banks and beautiful scenery have also been built, which has comprehensively improved the quality of life of the masses and effectively boosted rural revitalization.

Pailou West River in Dongbao District is a secondary tributary of the Han River, with a total length of 12.4 kilometers and an area of 29.54 square kilometers, covering 2,829 households and 8,854 people.
In 2023, the Development and Reform Bureau of Dongbao District will take the lead in organizing and compiling the "Comprehensive Management and Overall Development Plan for the River Basin of Dongbao District, Jingmen City", which will clarify the implementation path of comprehensive management and overall development of the river basin in the whole district.
Fang Wenjuan, a member of the party group of the Dongbao District Water Conservancy and Lake Bureau, said that since June 2023, Dongbao District has focused on the governance goal of "ecological West River and Fumei archway" in the small watershed, based on the reconstruction of the water system and focusing on improving the water power of the basin, implementing water source guarantee and water conservancy construction, comprehensively protecting water resources, improving water ecology, enhancing the water environment, and ensuring water security, and striving to build a "model area for sustainable governance of small watersheds with hills" in the province.
Since the implementation of the comprehensive management of small watersheds, Pailou Town has organized the masses to participate in more than 80 activities such as night talks of the Bay Group and red building meetings in five villages in the basin, collected and adopted 152 opinions, renovated the environment in front of and behind the houses of 2,860 households, 31 kilometers of rivers and 22 kilometers of roads, and organized 15 enterprises in the basin to take the lead in forming a joint patrol team of villages and enterprises to carry out joint defense and management every week. At the same time, the evaluation was carried out, and the selection activities such as "the most beautiful rural road", "the most beautiful river section", "the most beautiful courtyard" and "the most beautiful 'small three gardens'" were carried out in the bay group, so as to drive the whole basin to carry out cleaning and beautification actions on the riverbank, road and courtyard.

Fang Wenjuan said that in order to further promote the concept of river basin co-governance, it is necessary to fully mobilize the enthusiasm of residents in the river basin. To this end, they and the masses jointly drafted the "Pailou West River Basin Villagers Joint Creation Convention" and the "Pailou West River Basin Management and Protection Convention"; every Friday was designated as the "Small Watershed Environmental Improvement Day"; optimized the allocation of public welfare posts, implemented the point system management, and extensively mobilized the masses to participate in river management, road cleaning and other affairs.
