On April 29, the Aerospace Information Industry Innovation and Development Conference, one of the series of forums of the "Artificial Intelligence Theme Day" of the 2024 Zhongguancun Forum Annual Conference, was successfully held in Zhongguancun International Innovation Center. With the theme of "Satellite-Ground Integration, Thousands of Miles at the Same Frequency", the conference invited experts, scholars, and executives of leading and innovative enterprises to gather together to discuss the innovation and development of the commercial aerospace and satellite application industry in the era of space-ground integration. At the meeting, the fund guideline, action plan, satellite town layout, innovation research institute and open platform partnership plan were released.

The conference was hosted by the Beijing Municipal Science and Technology Commission, the Zhongguancun Science and Technology Park Management Committee, the People's Government of Haidian District, Beijing, and the Beijing Economic and Technological Development Zone Management Committee. 1. Take the lead in releasing the guidelines for joint funds in the commercial aerospace field, covering 33 directions

Zhang Yulei, deputy director of the Beijing Municipal Science and Technology Commission, Zhongguancun Management Committee, and executive deputy director of the Beijing Municipal Science and Technology Commission, issued the "2024 Beijing Natural Science Foundation Commercial Aerospace Joint Fund Guide" to strengthen the forward-looking, strategic and systematic layout of basic research from many aspects, and promote the leading development of commercial aerospace basic research, which is also the first attempt to make a cross-regional joint fund layout.

The Beijing Natural Science Foundation and Haidian District, Fengtai District, Beijing Economic and Technological Development Zone, as well as five enterprises, including Baicaibang, Tianbing Technology, Invision Ruida, Galaxy Power, and Zhongke Aerospace, jointly funded the joint fund in the field of commercial aerospace with a total of 30 million yuan in 2024. The Joint Fund in the Commercial Aerospace Field focuses on key scientific issues in the fields of overall design of reusable rockets, rocket propulsion technology, satellite networking and communication, and aerospace remote sensing and monitoring, and sets up a total of 33 guidelines, including 14 key project guidelines and 19 frontier project guidelines. The funding for key projects is 1 million yuan, and the funding for frontier projects is 300,000 yuan.

2. Released the action plan for building a commercial aerospace innovation highland in Haidian District to achieve the goal of "double hundred and double thousand".

Tang Chao, deputy director of the Management Committee of Zhongguancun Science City and deputy head of Haidian District, issued the "Action Plan for Building a Commercial Aerospace Innovation Highland in Haidian District (2024-2028)", proposing to promote the high-quality development of commercial aerospace as the main line, focusing on core links such as satellite manufacturing, satellite supporting, satellite networking, satellite operation, and communication and remote application, and fully implementing five major actions: strategic force traction action, industrial chain quality improvement action, application scenario acceleration action, scientific and technological innovation leading action, and innovation ecological optimization action.

By 2028, we will strive to build an internationally competitive commercial aerospace innovation highland and become an important strategic force in the construction of a space power. To achieve the goal of "double hundred and double thousand", build 1 million square meters of industrial space, cultivate 100 specialized and special new enterprises, the number of satellites in orbit exceeds 1,000, and the scale of the commercial aerospace industry exceeds 100 billion.

3. Build a "satellite town" and enhance the brand influence of "Star Valley".

The "Action Plan" clearly states that it will strive to build a "Star Valley" industrial space brand of "one city, one town and multiple parks", with the Aerospace City as the core in the north, radiating Yongfeng and Cuihu groups, and plans to build a new "satellite town" of more than 200,000 square meters integrating R&D and pilot test in Xibeiwang Town, customize the construction of a small batch demonstration line for satellite whole satellites, improve the level of intelligent, standardized and mass production of satellites, and accelerate the formation of an international leading whole satellite research and development capacity.

At the same time, it will focus on the development of satellite applications and data resource services in the south, interact with resources such as central enterprises and universities along Zhichun Road and Yongding Road, and form a linkage with the north to jointly build a million-square-meter "Star Valley" industrial space brand.

4. Initiated the establishment of the Xingchen Future Space Technology Research Institute to drive the construction of satellite constellations

Facing the needs of commercial aerospace giant constellation construction, with the support of Beijing Municipal Science and Technology Commission, Zhongguancun Management Committee, Haidian District and Beijing University of Aeronautics and Astronautics, Beijing Xingchen Future Space Technology Research Institute was initiated by Huanyu Foundation, Zhongguancun Science Service Company, Zhongguancun Science City Company and Zhongke Xingtu to carry out cross-application basic research and characteristic constellation demonstration research.

The institute adopts the innovative model of "mission-oriented PI system", carries out applied basic research on the core variables of the commercial aerospace field, solves the common technologies of the industry, and forward-looking layout of space computing power constellations, etc., forming a positive cycle of "mission traction", "technological innovation" and "industry driven", and injecting new impetus into the development of the commercial aerospace field in the mainland.

5. Launch the commercial aerospace open platform partner program to create a new ecosystem of synergy and linkage

Haidian District launched the "Commercial Aerospace Open Platform Partnership Program", inviting central enterprises and scientific research units with aerospace testing service capabilities to join. At the conference site, the two levels of the city and the city jointly joined the Materials Department of the China Academy of Space Technology, the Beijing Institute of Satellite Environmental Engineering, the Beijing Oriental Institute of Metrology and Testing, the Beijing Institute of Aerospace Control Instruments of the China Academy of Aerospace Electronics, the Aerospace Long March Rocket Technology Co., Ltd. (Yongfeng Park), the Aerospace Information Innovation Institute of the Chinese Academy of Sciences, the National Space Science Center of the Chinese Academy of Sciences, The first batch of eight central academies of central enterprises, including the Space Application Engineering and Technology Center of the Chinese Academy of Sciences, jointly launched the plan, giving full play to the role of the central academies of central enterprises as the main force and deepening resource sharing and opening-up.

In addition, the conference also released the "Global and China Satellite Internet Panorama Research Report (2024)", and combined with the focus of industry attention such as all-space interconnection, mobile phone direct connection to satellite, communication and remote integration, satellite application scenarios, etc., invited Fu Kun, vice president of the Aerospace Institute, Li Lianghai, chief engineer of the Ninth Academy of Aerospace Science and Technology and other industry experts to conduct in-depth exchanges to discuss the opportunities and challenges of the development of the aerospace information industry in the construction of space-ground integration.
