Entry and exit are more convenient
In order to further facilitate the entry and exit of mainland people, the National Immigration Administration will implement six policies and measures to facilitate the entry and exit management of enterprises and enterprises from May 6. These include:
- In 20 cities, including Beijing, the "full online application" for the renewal and reissuance of entry documents has been implemented on a pilot basis.
- The business endorsement to Hong Kong and Macao implements "smart speed" and "nationwide general application".
- The visa policy for talents in Hong Kong and Macao has been expanded from the mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area to Beijing and Shanghai.
- Extend the period of stay in Hong Kong and Macao for holders of business endorsements to Hong Kong and Macao. For Mainland residents holding a business endorsement to Hong Kong or Macao, the duration of each stay in Hong Kong or Macao will be extended from the current 7 days to no more than 14 days.
- Mainland residents who go to Macao for exhibitions, medical treatment or performing arts and other activities may apply for a one-year multiple-entry "other" endorsement.
- Persons participating in the "Hengqin and Macao Tour Groups" are allowed to travel to and from Hengqin and Macao multiple times.
Alipay, WeChat Pay and other non-bank payment institutions
Customer reserves shall not be misappropriated or occupied
On May 1, the Regulations on the Supervision and Administration of Non-bank Payment Institutions came into force, further bringing non-bank payment institutions and their business activities under the track of rule of law for supervision, which is the first administrative regulation in the field of supervision of non-bank payment institutions.
Non-bank payment, in simple terms, refers to a payment service that is not provided through a bank, but through another institution. For example, we often use Alipay, WeChat payment, etc.
The Regulations stipulate that:
- Payment institutions shall complete systems such as for business management, and have business systems, facilities, and technologies that meet requirements. It is clarified that payment institutions shall not embezzle, occupy or borrow customer reserves, and shall not forge or alter payment instructions.
- Payment institutions shall draft the terms of the agreement in accordance with the principle of fairness to protect users' right to know and the right to choose. Strengthen the protection of user information, and clarify relevant requirements for information processing, information confidentiality, and information sharing.
- Payment institutions are required to clearly mark the price of the services provided and charge reasonable fees.
The mainland will be implemented for Ecuador
Free Trade Agreement Tariff Concessions
The Free Trade Agreement between the Government of the People's Republic of China and the Government of the Republic of Ecuador will enter into force on 1 May.
In order to fulfill the commitments related to tariff concessions under the Agreement, the Customs Tariff Commission of the State Council issued an announcement that from May 1, 2024, the agreed tariff rates will be implemented under the Agreement for some imported goods originating in Ecuador.
Promote the safety assessment of cosmetics
The "Several Measures to Optimize the Management of Cosmetics Safety Assessment" came into force on May 1 to promote the implementation of the cosmetics safety assessment system. Stipulate:
- Formulate and publish technical guidelines for the identification and assessment of safety risk substances in cosmetics, and guide cosmetics companies to identify and assess the hazards of safety risk substances that may exist in cosmetics.
- Formulate and publish relevant technical guidelines such as physical and chemical stability testing, preservative challenge testing, packaging material compatibility testing and evaluation, etc., to provide reference for cosmetics companies to carry out relevant tests or evaluations.
For the first time, the names of social organizations were uniformly regulated
The "Measures for the Management of the Names of Social Organizations" came into force on May 1. The Measures make uniform provisions on the management of the names of social organizations:
- Social organizations can only register one name, and the name of the social organization is protected by law.
- The field of industry (institution) in the name of a social organization shall be indicated on the basis of the national economic industry classification standards, discipline classification standards, and the social organization's main operations.
- Misleading words such as "first", "supreme", and "national level" must not be used in the field of industry (business), except where they have other meanings.
- The name of the social group shall end with the words "association", "chamber of commerce", "society", "research society", "promotion association", "federation", and so forth.
Strengthen the disclosure of information related to the sustainable development of listed companies
Since May 1, the "Guidelines for Sustainability Reporting of Listed Companies" issued by the three stock exchanges in Shanghai, Shenzhen and North respectively have been implemented, adopting a combination of mandatory disclosure and voluntary disclosure to establish a sustainable development information disclosure framework for listed companies. The Guidelines make it clear that:
- During the reporting period, companies that continue to be included in the sample samples of SSE 180, STAR 50, SZSE 100 and ChiNext indices, as well as companies listed both domestically and overseas, should disclose their 2025 Sustainability Report for the first time by 2026 at the latest.
- If the company voluntarily discloses the 2024 Sustainability Report, the content of the report should be consistent with the requirements of the guidelines.
The Measures for the Implementation of the Regulations on the Administration of Geographical Names will come into force
Measures for the Implementation of the Regulations on the Administration of Geographical Names shall come into force on May 1.
"Measures" stipulates the content, organization and implementation of the geographical name program, and clarifies the special provisions of not using personal names, enterprise names and trade names as geographical names.
