He used to be a member of the Standing Committee of the Hai'an County Party Committee and the executive deputy county magistrate of Nantong City, a member of the Standing Committee of the Tongzhou Municipal Party Committee, the secretary of the Discipline Inspection Commission and the secretary of the Party Working Committee of Sutong Bridge Industrial Park, the executive deputy mayor of Tongzhou City, the secretary and director of the Party Group of the Nantong Earthquake Bureau, the secretary of the Party Group and the deputy director of the Nantong Planning Bureau, the director of the Nantong Municipal Administration of Work Safety, the secretary of the Party Committee and the director of the Nantong Emergency Management Bureau, and the second-level inspector of the Nantong Emergency Management Bureau.
