In accordance with the Regulations on Civilian Personnel of the Chinese People's Liberation Army and relevant policies and regulations, the relevant matters related to the open recruitment of professional and technical civilian personnel of the Rocket Force in 2024 are hereby announced as follows:

1. Recruitment positions

Relevant units of the Rocket Force are engaged in equipment maintenance, material and equipment storage, logistics support, automobile driving, and other work. Please refer to the attachment for the specific recruitment plan.

2. Recruitment objects

Social personnel (including retired soldiers) who meet the qualifications for the recruitment position.

The following persons are not allowed to apply for the examination:

(1) Those who have received criminal punishment for committing a crime;

(2) expelled from the Communist Party of China;

(3) Those who have been dismissed from public office;

(4) They have been lawfully listed as targets of joint disciplinary action for untrustworthiness;

(5) Those who are found to have committed fraud or other serious violations of recruitment discipline in the recruitment of civil servants, staff of public institutions, and civilian personnel of the military;

(6) In the past 3 years, after being announced as a target for civilian personnel in the military, they have voluntarily given up their qualifications for employment;

(7) Those who have been dismissed (unilaterally terminated the employment contract) by the military employer, government agency or public institution for less than 5 years;

(8) Laws and regulations stipulate that civil servants shall not be recruited.

In addition, applicants are not allowed to apply for posts in employers where military personnel who have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close relationship by marriage as a leading member, nor are they allowed to apply for a post in which a military personnel have a husband and wife relationship, a direct blood relationship, or a collateral blood relationship within three generations, and a post in which both parties in the same employer are directly subordinate to the same leading personnel or have a direct leadership relationship between superiors and subordinates, as well as human resources, discipline inspection and supervision, auditing, finance, and human resources, discipline inspection and supervision, auditing, finance, and military personnel holding leadership positions. III. Application Requirements

Applicants shall meet the basic requirements stipulated in the Regulations on Civilian Personnel of the Chinese People's Liberation Army and meet the following qualifications:

(1) Political conditions. It shall comply with the relevant provisions on the political evaluation of civilian personnel recruited and hired by the military.

(2) Qualifications. In principle, applicants for positions of level 3 to level 5 of professional skills shall respectively obtain the vocational qualifications of senior skills, intermediate skills and primary skills of the corresponding profession (type of work). Among them, for intermediate skills and primary skills vocational qualifications, employers can conduct a comprehensive investigation based on the applicant's academic background, major, work experience, etc., and those who have the ability required by the post can be determined to meet the corresponding qualifications.

(3) Academic qualifications. Should have the corresponding academic qualifications required by the position.

(4) Age requirements. Applicants must be over 18 years old and under 35 years old (born between June 1988 and May 2006).

(5) Physical condition. They shall meet the requirements for the standard physical examination of civilian personnel recruited and hired as stipulated in the "Standards for Physical Examination of Officers and Civilian Personnel in the Selection and Promotion of the Army".

(6) Household registration requirements. They should meet the corresponding household registration requirements required for the recruitment position.

(7) Other conditions. They should meet other application requirements determined by the employer according to the needs of the position.

Applicants should obtain academic and vocational qualifications no later than July 31, 2024.

IV. Recruitment Procedures

(1) Publish recruitment information. The Rocket Force publishes announcements through the military talent network (http://www.81rc.mil.cn or http://81rc.81.cn) and publicizes the plan for recruiting positions.

(2) Online registration and preliminary examination. The registration period is from 08:00 on May 6 to 18:00 on May 12. Applicants log in to the "2024 Registration System for Civilian Personnel for Professional and Skilled Positions for Social Recruitment" on the military talent network, fill in personal information truthfully and upload relevant supporting materials in accordance with the registration process and requirements, select the employer and the recruitment position, apply for the preliminary review of the registration qualifications after confirmation, and pay attention to the review in a timely manner. When choosing a position, you need to confirm whether you meet the corresponding conditions one by one, and if you are not sure, you can contact the employer for consultation.

The employer will conduct a preliminary review of the information filled in by the applicant through the registration system of the military talent network to confirm whether it meets the application conditions, and generally feedback the preliminary examination results within about 2 days. Those who apply for the preliminary examination of the qualifications and pass the preliminary examination cannot modify the registration information or change to other positions; those who fail to pass the preliminary examination of the qualifications within the registration time can be changed to other positions. If the preliminary examination of the qualifications is not passed from 18:00 on May 12 to 18:00 on May 14, the registration information cannot be modified or changed to other positions, but the relevant supporting materials can be modified and improved as required and submitted for review again. The deadline for the preliminary examination of qualifications is 18:00 on May 14, and candidates who fail to pass the preliminary examination of qualifications will not be arranged to participate in the theoretical examination and other follow-up recruitment procedures.

The scope of the preliminary examination of qualifications includes identity information, education level, major, professional qualifications, household registration, political outlook, work experience, etc., and applicants need to provide ID cards, household registration pages, party member identity certificates, graduation certificates, driver's licenses, vocational skill qualification certificates, employment contracts, labor contracts, Supporting materials such as social security payment (the supporting materials are in JPG file format, and if there are multiple materials under the same conditions, they need to be combined into one, and the file size should be controlled between 100KB and 500KB).

The families of military martyrs and other personnel who meet the preferential treatment policy of extra points in the theoretical examination can upload an application for extra points together with the preliminary examination materials of the qualification conditions (mainly explaining the relevant bonus points), and provide relevant supporting materials, mainly including: martyr certificate, certificate of military sacrifice in the line of duty, certificate of military death, retired military certificate, employment contract, labor contract, commendation and award certificate, proof of performance of relevant tasks, and relevant materials that need to prove the relationship between the candidates (such as marriage certificate, birth medical certificate, Certificates issued by relevant units, etc.), and the theoretical test results that have passed the preliminary examination by the employer will enjoy extra points. Among them, if the applicant is an active soldier, a retired soldier of the current year, and the spouse and child of an active duty cadre who has been converted into a civilian personnel, he only needs to fill in the identity category in the column of "military martyrs' families and other personnel" in the registration system, and there is no need to upload proof of the relationship with the relevant military personnel. Based on the name and ID number of the applicant, the employer verifies and confirms the type of relationship between the applicant and the relevant military personnel through the military human resources information system. Relevant military personnel are requested to check the relevant information of the candidates in the "spouse situation" and "important social relations" columns in the military human resources information system through the human resources department of their units, and if there are any errors or omissions, they must contact the employer to submit relevant certification materials offline before May 20 to prove the type of relationship with the applicants. Those who fail to fill in the identity category in the column of "Military Martyrs' Families and Other Personnel" in the registration system, or fill in the identity category that does not match the actual situation, or fail to submit relevant supporting materials within the time limit, will be deemed to not meet the conditions for bonus points.

The specific bonus policy is: (1) 10 points will be added for the spouses and children of military martyrs, the spouses and children of military personnel who have sacrificed their lives in the line of duty, and the brothers and sisters of unmarried military martyrs. (2) 5 points will be added for active duty soldiers, retired servicemen of the current year (2024), spouses and children of servicemen who have died of illness on the job, and spouses and children of active-duty cadres who have been converted to civilian personnel, social workers who have worked in the military for 5 years or more (as of May 2024), and retired servicemen who have served for 5 years or more (as of May 2024). (3) 5 points will be added to those who participate in operations, military operations with combat backgrounds, or non-war military operations approved by the Central Military Commission or the organs and ministries of the Central Military Commission, and whose outstanding performance is assessed by the dispatching employer. Among them, 15 points are added for those who belong to the spouses and children of military martyrs and military personnel who have died in the line of duty, and brothers and sisters of unmarried military martyrs, and 10 points are added for those who belong to the spouses and children of active duty soldiers, retired servicemen who have died of illness in the current year (2024), and active duty cadres who have been converted into civilian personnel. If the candidates meet the above provisions at the same time, the extra points of the theoretical test results will not be cumulative, and will be determined according to the highest situation.

There is no registration fee for civilian personnel applying for the 2024 Rocket Force professional skills category.

The qualification review runs through the whole process of recruitment. If it is found that the applicant does not meet the qualifications for the examination, the employer will cancel the examination, assessment and employment qualifications.

(3) Theory test. In late May, the employer organizes a theoretical examination, and the candidates go to the military talent network to print the admission ticket, and take the theoretical examination with the admission ticket and resident ID card. The time and place of the theory test are subject to the employer's telephone, text message, email and other notices, please keep the relevant contact information unblocked, and candidates can also call to consult the application unit. After the end of the theoretical examination, the list of finalists will be determined according to the recruitment ratio of the post plan, and the list of finalists will be determined from high to low according to the results of the theoretical examination (including policy bonus points).

(4) Skills assessment. From the end of May to the beginning of June, the employer or its superior unit will review the original supporting materials such as the identity and household registration, academic qualifications, professional qualifications, political outlook, and work experience of the shortlisted personnel, and organize the skill assessment in accordance with the regulations. After the skill assessment results are confirmed, the employer will inform the candidates of the assessment results on the spot. Those who are not shortlisted and those who are unqualified in the qualification review will not participate in the skill assessment.

(5) Determine the pre-selected objects. The full score of the theory test and skill assessment is 100 points, and the total score is converted according to the 100-point system, of which the theory test score (including policy bonus points) accounts for 40% and the skill assessment score accounts for 60%. According to the ratio of 1:1.2 of the planned number of candidates, the employer shall determine the pre-selection targets according to the total scores of the theoretical examination and the skill assessment from high to low, among which, if the skill assessment score is less than 60 points, it shall not be regarded as the pre-selection object;

(6) Physical examination. Medical examinations are conducted at designated medical institutions. If the applicant has any doubts about the results of the physical examination, he or she may apply for a re-examination through the employer to the medical institution within 3 days of receiving the results of the physical examination. Among them, for the items that can be affected by taking drugs or other treatment methods, the medical institution that undertakes the examination will not re-examine, and the conclusion of the physical examination shall be subject to the conclusion of the initial examination.

(7) Political evaluation. The political evaluation of the pre-selected candidates shall be organized and carried out in accordance with the relevant provisions on the political evaluation of personnel recruited and recruited by the military. The political evaluation is mainly to assess one's political and ideological performance, focusing on supporting and implementing the party's theories, lines, principles, and policies, abiding by national laws and regulations, political positions, political attitudes, and realistic performance in major issues of principle and major political struggles, abiding by political discipline and political rules, moral quality, religious beliefs, social interactions, honesty and trustworthiness, and going abroad (outside the territory), as well as the political background, violations and crimes of family members, spouses' parents, and brothers and sisters who do not live together.

(8) Determine the target to be hired. For the pre-selected candidates who have passed the physical examination and political assessment, the employer shall determine the list of candidates to be hired according to the ranking of the total results of the examination and assessment according to the planned number of candidates for the recruitment position, and publicize it through the military talent network and accept social supervision, and the publicity time shall be 5 working days.

(9) Examination and approval of employment. Candidates who have no objections to the announcement or reflect problems that do not affect their employment shall be approved and hired according to their authority. After the newly hired personnel have passed the examination and approval, the employer shall promptly notify them to come to work and sign an employment contract in accordance with regulations. The term of the initial employment contract shall be implemented in accordance with the relevant provisions on the management of employment contracts for civilian personnel of the armed forces, and the starting date shall be calculated from the date of registration.

Newly hired personnel who fail to obtain the academic qualifications and professional qualifications required for the recruitment position within the specified time, as well as those who fail to pass the probationary assessment, will be disqualified.

5. Tips

According to the relevant policies and regulations, the employment management and welfare benefits of professional and technical civilian personnel are different from those of management and professional and technical civilian personnel, and the employment system and employment contracts are signed. The theoretical examination and skill assessment of professional skills for civil servants in this open recruitment do not specify the counseling book, do not hold or entrust any institution to hold counseling training courses, and do not charge any fees, please be vigilant and do not be deceived. Each employer has set up a recruitment consultation hotline, which can be viewed from the job plan.
