On the same day, the Special Committee on Health Care Reform, a multilateral consultation mechanism for health care reform under the direct control of the President of the Republic of Korea, was formally established and held its first meeting.

According to reports, professors at major medical schools in South Korea submitted their resignations en masse on March 25 to protest the government's medical reform policy, including the expansion of medical school enrollment. According to the Civil Code of Korea, resignation automatically takes effect one month after the date of submission of the resignation.

However, South Korea's Deputy Minister of Health and Welfare, Park Minshou, said on the 22nd that national university professors are national civil servants, and private university professors are also subject to the "National Civil Servants Act", so the "Civil Code" does not apply to the resignation of medical school professors. However, the National Medical College Professors' Emergency Response Committee, which is involved in more than 20 medical schools in South Korea, reiterated on the 23rd that the resignation will take effect on April 25 as scheduled, which is not affected by the government's policy on accepting resignations.

On the other hand, the Special Committee on Healthcare Reform was formally established on the 25th and held its first meeting. Lu Ranhong, chairman of the committee, said after the meeting that the committee will strengthen the basic medical system, and will discuss the mechanism of medical system and system reform under the broad framework, and did not discuss the plan for the enrollment scale of specific medical schools.

According to reports, the special committee on health care reform will be mainly responsible for refining the "four major essential medical service package policies" proposed by the government. The core content of the policy is to strengthen local medical services, expand medical human resources, build a safety net to prevent medical accidents, and optimize the price of medical services. The committee is composed of 6 government members and 20 civil councillors for a one-year term. Among them, the non-governmental committee members are further divided into 10 people recommended by the supplier (i.e. the medical community), 5 people recommended by the demand side and 5 experts. According to the report, some people questioned the effectiveness of the consultation mechanism because the Korean Medical Association and the Korean Association of Intern Residents, which have a large influence in the medical community, announced that they would not participate in the committee's activities.
