On April 23, Liu Ting told The Paper that she was beaten a week ago, and since the summer vacation of 2023, Yan, a female classmate in the same class, has led people to beat her many times, and once hit her on the top of her head with the heel of a high-heeled shoe, causing her to receive 3 stitches on her head.
Liu Ting and Yan are both junior high school students at Xiya Middle School in Changsha City, Hunan Province. The Paper learned that many of the suspects involved in the beating of Liu Ting were all under the age of 16.
After the case, the Changsha Municipal Public Security Bureau High-tech Zone Bureau intervened in the investigation. Late at night on April 23, the police reported that the suspects Yan and Huang had been summoned to the case, and that the procuratorate had been requested to intervene in advance, and the case was being further investigated.

On the afternoon of April 23, Liu Ting's father drove his child to the public security organ to "supplement the confession". In the car, Liu Ting was interviewed by The Paper reporter.
Liu Ting, who was wearing a white T-shirt, sat in the back seat, looking a little tired. Her neck and right wrist were still covered with gauze. After being treated in the hospital, she was discharged a few days ago.
The place where Liu Ting was beaten this time was a residence about 4 kilometers away from Xiya Middle School, in the early morning of April 16.
According to Liu Ting and her father Liu Peng (pseudonym), this semester Liu Ting often did not go to school for fear of being beaten by Yan, and usually lived in the residence of a sister (friend).
Liu Ting recalled that at about 2 o'clock in the morning that day, she went out from her room to buy food, and was followed by Yan and many others. When she returned to the room, Yan and the others immediately rushed into the house.
"She (Yan) brought 3 women and 3 men, and later another woman came. Liu Ting said that after Yan entered the house, she asked her if she was "convinced" of the last beating, and she replied "not convinced". Then, another girl, Huang, rushed over and continued to ask questions.
"I saw that the situation was not good, so I said, 'I am convinced.'" They said they didn't believe it. Liu Ting said that at that time, she felt in danger, so she ran to the balcony and called 110 to call the police, "Before I could tell the location on the phone, they grabbed the phone and started beating me."
Liu Ting recalled that Yan was the first to beat her, and later Huang also did it. Yan also deliberately poked her head with a stick from the wound that had been stitched up after the last beating, "so painful that I couldn't stand it."

Liu Ting said that her sister and her boyfriend, who lived in the same room, were also in the room, but they did not dare to call for help and resist because of the large number of people on the other side. At that time, after she was beaten, Yan and others wanted to take her out, and when she got up, she picked up a piece of glass on the ground and held it against her throat, saying, "If you come back again, I will die for you." Yan and Huang continued to beat her again, snatching the glass piece in her hand, and during the pulling, several wounds were cut by the glass shards on her neck. She remembered that Huang still stepped on her face and hair with his feet. She was "a little desperate" and slashed at her right wrist with a shard of glass from her hand, "and then I fainted".
Liu Ting recalled that she later became a little conscious, feeling that Huang poured water on her face, and when she heard the other party say that she was going to strip her naked, she quickly got up and begged for mercy. She later left the house with Yan, Huang and others and walked out of the community. She remembered that the white T-shirt on her body was stained with a lot of blood at that time, and Yan asked her to cover her with a coat. "When I got to the side of the road, she (Yan) asked me to take off my pants. Just when the police car came. ”
At that time, the police were police officers from the Lugu Police Station of the Public Security Branch of Changsha High-tech Zone. After Liu Ting's mother arrived, she took her to the nearby Hunan Aerospace Hospital for treatment.
The hospital's diagnosis certificate showed that Liu Ting had an open injury to her right wrist (partial rupture of the flexor carpi ulnaris muscle), multiple open wounds on her neck, facial contusions, and scalp hematoma.

The two sides used to be friends
Liu Ting said that April 16 was not the first time she was beaten by Yan and others.
14-year-old Liu Ting and 15-year-old Yan are classmates at Xiya Middle School in Yuelu District, Changsha City. Liu Ting said that the two were friends before 2023 and often played together.
After her parents divorced a few years ago, Liu Ting lived with her mother for a long time. Liu Peng admitted to The Paper that as a father, he has neglected the education management of his children over the years.
After the police launched an investigation, some investigators confirmed that Liu Ting and Yan both had a strong rebellious mentality, and often went to eat, drink, and play cards outside the school with a group of people.
"I don't have a problem with her, she just can't get used to me. She heard people say I scolded her. Liu Ting said.
Liu Peng revealed one thing: Yan was sent by his father to a special school in Xiangtan for about ten days of rigorous education, and Yan's father sent a video of sending his child to a special school to Liu Ting. Later, a male friend of Yan's asked about Yan's whereabouts, and Liu Ting sent the video to the other party.

According to the accusation materials provided by Liu Ting, Liu Ting was beaten for the first time in the summer of 2023. That day, near Changsha West Bus Station, Yan accused Liu Ting of scolding her behind her back, and led people to trample, slap, and pull Liu Ting's hair for about half an hour.
Liu Ting said that after the incident, Yan was given a "major demerit" by the school. This statement has not yet been confirmed by the university.
According to the accusation materials, on October 29, 2023, Yan and others asked Liu Ting to come out to play, and Liu Ting thought that the two parties were "reconciled", so she went to a hotel on Yulan Road with the other party, and stayed overnight in the hotel after playing cards together that night. Liu Ting woke up at noon the next day, the others were gone, and her mobile phone was gone. Later, she found out that the photos in her mobile phone were sent to the circle of friends by Yan, and they were also commented on by the other party in abusive language. Liu Ting's mother communicated with Yan's father, and Yan's father lost a new mobile phone.

Liu Ting said that later Yan forced her to "hand back" her new mobile phone, and once brought someone to look for her at home, but she did not open the door. Later, she saw from the surveillance video that Yan had a knife in his hand and two people behind him.
Liu Ting complained that Liu Ting was beaten for the second time on March 29, 2024. That day, near Dingwangtai, Furong District, Changsha City, Liu Ting met Yan and others. She was asked to call a girl out to be "beaten", and she refused to be beaten. "There are three girls besieging me", one of whom is Huang Moumou, who graduated from a martial arts school. Yan "also took my high heels and smashed my head three times."
Photos of Liu Ting's head injuries at the time show that the wound on the top of her head showed blood marks. According to Liu Ting, the wound on her head received three stitches in the hospital.
Afterwards, under the mediation of the Huangni Street community of Dingwangtai Street, Yan's father compensated Liu Ting for 8,000 yuan in medical expenses.
Half a month later, on April 16, Yan brought someone to find Liu Ting again and asked her if she was "convinced" by the last beating...... This is the third time Liu Ting has been beaten.

In the small video, Liu Ting squatted on the ground with her hair disheveled, and the three girls took turns kicking her.
After the video was released, someone left a message below saying, "I saw your scuds", someone asked "Who is this", and Yan replied directly by saying Liu Ting's name.

Are Liu Ting's above-mentioned accusations and the situation reported by her father true? The Paper was unable to contact Yan and others for verification. In order to understand the relevant situation, on the evening of April 25, the surging news reporter called Yan's father, but he refused to be interviewed.

The medical examiner evaluated Liu Ting's injuries. According to Liu Peng, he saw the appraisal report at the police and his daughter's injuries were identified as minor.
On April 19, local public security, education, and other departments held a meeting to hear the opinions of the victims' families. After research, the case was "upgraded" and investigated by the Criminal Investigation Brigade of the Public Security Bureau of the High-tech Zone.

The Paper learned that after police investigation and verification, Yan and other three girls, who had beaten Liu Ting, were all born in 2009 and under the age of 16. Among them, Yan is over 15 years old, while Huang and Huang are both 14 years old.
According to the age of criminal responsibility stipulated in the Criminal Law of the People's Republic of China, the age of "shall bear criminal responsibility" is 16 years old. Persons between the ages of 14 and 16 are subject to criminal liability only if they commit the following eight categories of major criminal offenses: intentional homicide, intentional injury causing serious injury or death, rape, robbery, drug trafficking, arson, explosion, and disseminating dangerous substances.
Minors between the ages of 12 and 14 may also be prosecuted for criminal responsibility, but there are strict provisions: "Committing the crime of intentional homicide or intentional injury, causing death or causing serious injury by particularly cruel means, resulting in serious disability", and must be prosecuted with the approval of the Supreme People's Procuratorate.
In Liu Ting's case, intentional injuries resulting in minor injuries – clearly do not fall within the scope of the eight categories of major criminal offences, and the perpetrators are all under the age of 16, so the suspects in this case have not reached the age of criminal responsibility.

On the evening of April 24, Liu Peng told reporters that the police officially informed him of the handling of the case on the same day: Yan and Huang, two suspects, will be sent to a specialized school to receive one year of correctional education.
Liu Peng said that another suspect, Huang Moumou, was not sent to a specialized school, and he did not understand it for a while, but after the police explained, he "figured it out" and "my daughter and I are satisfied with the results of the public security's handling."
