Municipalities (Montenegrin: opštine / општине, singular: opština / општина) are the first level of administrative divisions in Montenegro. Montenegro is divided into 24 municipalities, including the former capital of the royal family of Cetinje and the capital city of Podgorica. There is a semi-independent municipality in the capital city of Podgorica (Montenegrin: gradska opština / градска општина) with limited autonomy.

1. The capital city of Podgorica (Montenegrin: Glavni grad Podgorica / Главни град Подгорица), is one of the administrative divisions of Montenegro. The municipal administrative centre is Podgorica. The municipality of Podgorica covers an area of 1,441 km² or 10.4 per cent of Montenegro's total area and 185,937 inhabitants 29.9 per cent of the country's population. The municipality is also the political, economic and educational centre of the country.

2. The old capital of the royal family of Cetinje (Montenegrin: Prijestonica Cetinje / Пријестоница Цетиње), is one of the administrative divisions of Montenegro, with the status of "the old capital of the royal family" (that is, the old capital, the ancient capital). The administrative centre of the municipality is Cetinje. The municipality is located in the central and southwestern part of Montenegro. It covers an area of 910 square kilometers and has a population of 16,657.

3. The municipality of Andrijevica (Montenegrin: Opština Andrijevica) is one of the 24 municipalities in Montenegro, located in the northeast of the country, with an administrative center of Andrijevica, with an area of 340 square kilometers and a population of 5,071 people.

4. The municipality of Bar (Montenegrin: Opština Bar / Општина Бар), is one of the 24 municipalities of Montenegro, located in the southwest of the country, with an administrative center of Bar, with an area of 598 square kilometers and a population of 42,048 people.

5. The municipality of Bélane (Montenegrin: Opština Berane / Општина Беране), is one of the 24 municipalities of Montenegro, located in the northeast of the country, with the administrative center of Bellane, with an area of 544 square kilometers and a population of 33,970 people.

6. The municipality of Bijelopolje (Montenegrin: Opština Bijelo Polje) is one of the 24 municipalities of Montenegro, located in the north of the country with the administrative center of Bijelo Polje, with an area of 924 square kilometers and a population of 46,051 people.

7. The municipality of Budva (Montenegrin: Opština Budva), one of the 24 municipalities of Montenegro, is located in the south of the country, with an administrative center of Budva, with an area of 122 square kilometers and a population of 19,218 people.

8. Danilovgrad Municipality (Montenegrin: Opština Danilovgrad), one of the 24 municipalities of Montenegro, is located in the center of the country, with an administrative center of Danilovgrad, with an area of 501 square kilometers and a population of 18,472 people.

9. The municipality of Gusinje (Montenegrin: Opština Gusinje) is one of the 24 municipalities in Montenegro, located in the northeast of the country, with the administrative center of Gusinje, with a population of 4,027 people, 40% of the inhabitants are Bosnian Croats and Albanians.

10. The municipality of Herceg Nova Herceg (Montenegrin: Opština Herceg Novi) is one of the 24 municipalities of Montenegro, located in the west of the country with an administrative centre of Nova Herceg, with an area of 235 km² and a population of 30,864.

11. The municipality of Kolašin (Montenegrin: Opština Kolašin), one of the 24 municipalities of Montenegro, is located in the center of the country, with an administrative center of Kolašin, with an area of 897 square kilometers and a population of 8,380 people.

The municipality of Kotor (Montenegrin: Opština Kotor / Општина Котор) is one of the 24 municipalities of Montenegro, located in the south of the country, with an administrative center of Kotor, with an area of 335 square kilometers and a population of 22,601 people. Kotor is an ancient city located in the depths of the Kotor Flair, the terrain of the ancient city is close to the fjord, backed by the cliff, because it retains the ancient buildings of the 16th ~ 17th century and the complete city wall, and the city wall is a clever use of the cliff terrain, constructed into a three-layer defense system, and included in the United Nations World Cultural Heritage List. In 2019, the ancient city was also voted Europe's Best Tourist Destination of the Year. The fjord pier in front of the ancient city can accommodate large cruise ships of up to 2,000 passengers, and is an important attraction for cruises on the eastern side of the Mediterranean.
