Guidelines for Open Recruitment of Primary and Secondary School Teachers

In order to effectively strengthen the construction of the teacher team in our district, according to the provisions of public institutions on open recruitment and the employment needs of units, we are now openly recruiting primary and secondary school teachers for the "dual-track" teachers in the district. In order to ensure the smooth progress of the recruitment work, the "Guanshanhu District 2024 Open Recruitment of Primary and Secondary School Teachers for the District's "Dual-track" Teachers (hereinafter referred to as the "Manual") is hereby formulated.

1. Working principles and procedures

The recruitment work adheres to the principle of "openness, equality, competition and merit", and adopts the methods of combining examination and assessment, information disclosure, process disclosure, and result disclosure. The recruitment work shall be carried out in accordance with the procedures of issuing the recruitment brochure, registration, school preliminary examination, qualification review, written examination, teaching trial, physical examination, assessment, publicity, and employment procedures.

The recruitment work is organized and implemented by the Office of the Coordination Mechanism for Teacher Recruitment in Guanshanhu District 2024 (hereinafter referred to as the "Coordination Mechanism Office") under the leadership of the Guanshanhu District 2024 Teacher Recruitment Coordination Mechanism.

2. Recruitment plan and position 

A total of 47 teachers are planned to be recruited this time. For details of the specific recruitment situation, please refer to the "List of Primary and Secondary School Teacher Positions for Guanshanhu District in 2024 for the Open Recruitment of "Dual-track" Teachers in the District (Annex 1).

3. Recruitment objects and application qualifications

(1) Recruitment targets

Teachers who signed a labor contract with Guiyang Guanshanhu Industrial Investment Human Resources Management Co., Ltd. before August 31, 2022 and are on the job on the day of qualification review.

(2) Qualifications

1. Have the nationality of the People's Republic of China. Support the Constitution of the People's Republic of China, support the leadership of the Communist Party of China, love the motherland, love socialism, abide by discipline and law, have the idea of serving the people, and meet the Putonghua level stipulated in the "Teachers Law of the People's Republic of China", "Regulations on Teacher Qualifications" and other laws and regulations. Physical and psychological conditions, in line with the requirements of the ten standards of professional conduct for primary and secondary school teachers in the new era, have a strong sense of professionalism and responsibility, good conduct, abide by the law, have no criminal records and other illegal records that are not allowed to be employed, have good professional ethics, and love and dedication.

2. Applicants must be over 18 years old (born on or before May 6, 2006) and under 35 years old (born on or after May 7, 1988). The age of those who have a master's degree or above or have the corresponding intermediate or above professional and technical titles for professional and technical positions can be relaxed to 40 years old (born on or after May 7, 1983), and the age of those who have a doctoral degree or above or have the corresponding senior or above professional and technical titles for professional and technical positions can be relaxed to 45 years old (born on or after May 7, 1978).

3. Meet the requirements of the recruitment position, with a bachelor's degree or above recognized by the state.

4. Have a corresponding level of teacher qualification certificate that is consistent with the teaching subject.

5. Have a Putonghua level certificate of Class 2 B or above, of which Chinese teachers must have a Putonghua level certificate of Class 2 A or above.

6. The majors of each post shall be set with reference to the "Professional Catalog", and the professional names listed in the candidates' graduation certificates should be consistent with the professional names required by the positions.

7. Be in good health and have the physical conditions to perform the duties of the recruitment position normally. (3) The following persons are not allowed to apply for the examination

1. Those who do not meet the recruitment targets, application conditions or qualifications required for the position.

2. After being hired, a recusal relationship is constituted.

3. Major incidents of responsibility occurred during the period of office (work) or service, and those who have received party discipline or government sanctions for reasons such as corruption, bribery, or leakage of state secrets, or have been determined to be incompetent (unqualified) in the past three years in annual evaluations.

4. The people's courts designate them as judgment defaulters, or are designated as persons subject to joint disciplinary action for untrustworthiness upon the designation of the relevant government administrative departments.

5. Disobey the management of the school and the company during the teaching period.

6. There is a record of absenteeism without reason.

7. Conduct that violates the teacher's ethics and style. 

8. Those whose health conditions make them unfit to serve as teachers.

9. Those who have been found to have committed fraud or violated rules in the recruitment of civil servants at all levels or in the recruitment of public institutions, and are still within the period for which they must not apply for the examination.

10. Where there are laws, regulations, or other provisions, they must not be hired as staff of public institutions.

4. Recruitment Procedures

(1) Registration

Teachers who meet the registration requirements of the "dual-track system" should submit the original and photocopy of the "Registration Form" and related materials to their school before May 6, 2024.

(2) Preliminary examination by the school

According to the recruitment brochure, the school will review the "dual-track" teachers who have signed up, and post a public announcement in the school for the publicity period of not less than 3 days. If there is no objection during the publicity period and the party (general) branch of the school agrees to the recommendation, fill in the actual performance and recommendation on the "registration form".

(3) Qualification review

The qualification review shall be conducted by means of on-site review. Candidates are requested to go to the designated place at the designated time for qualification screening.

The place of qualification review is: China Resources Primary School.

The qualification review time is from May 9 to May 10, 2024, and the daily review time is 9:00-12:00 in the morning and 13:00-16:30 in the afternoon.

Materials required for qualification review: 1. Original and photocopy of graduation certificate, 2. Original and photocopy of Resident ID Card (including temporary ID card within the validity period) within the validity period, 3. Original and photocopy of Teacher Qualification Certificate and Putonghua Grade Certificate, 4. Original and photocopy of the signed Labor Contract, 5. Completed Registration Form, 6. 3 recent one-inch color photos with the same bottom and front bareheaded (glued to the blank space of the copy of the ID card).

Candidates who have passed the qualification review shall pay an examination fee of 100 yuan in the designated way. Those who fail to pay the fee will be deemed to have given up automatically.

Those who have passed the qualification review will be qualified for the written examination. If the ratio of the number of people who have passed the qualification review to the number of people recruited in the job plan does not reach 3:1, the number of recruitment plans will be reduced or cancelled. If the number of recruitment plans is reduced, the positions reported by the candidates applying for the post will not be adjusted; if the recruitment plan is cancelled, the candidates who apply for the post shall submit a written application and be re-applied for other posts with the consent of the Office of the Recruitment Coordination Mechanism. The time for rereporting is from 16:30 to 17:00 on May 10, 2024. The qualification review runs through the whole process of recruitment, and those who do not meet the qualifications in any link will be disqualified from entering the next link.

(4) Written examination

From May 23 to May 24, 2024 (9:00 to 15:00 every day), the "Admission Ticket" will be collected at the Personnel Department of the Education Bureau of Guanshanhu District, 9th Floor, Building 2, Guizhou Geological Science and Technology Park, with the candidate's ID card. The "Admission Ticket" is an important voucher for candidates to participate in the written test, trial teaching and other recruitment links, and candidates must keep it properly.

The written test is a closed-book examination, and the subject of the written test is "Comprehensive Knowledge of Education". The written test will be held on Saturday, May 25, 2024 from 9:00 a.m. to 11:30 a.m. Please refer to the "Admission Ticket" for the location of the written test.

Candidates must also hold the valid "Second Generation Resident Identity Card" (including the temporary ID card within the validity period) and the "Admission Ticket" before entering the examination room to take the written test. Candidates are not allowed to submit their papers in advance or leave the venue.

The results of the written test will be announced on the website of the People's Government of Guanshanhu District, so candidates are requested to pay close attention and check by themselves.

(5) Trial teaching

According to the order of the written test results from high to low, the ratio of the number of trial teachers to the number of job recruitment plans is not less than 3:1 and not higher than 6:1. If the written test scores of candidates applying for the same position are tied for the last place, they will be determined as trial teaching personnel at the same time.

The list of trial teachers, time, place and content will be notified separately.

After the list of probationers is announced, there will be no replacement.

The minimum passing score is 60 points, and those who do not reach the minimum passing score cannot enter the next recruitment process.

The total score of the candidates is calculated according to the score of 40% on the 100-point scale of the written test and 60% on the 100-point scale of the trial teaching. The results of the written test and the total score of the trial teaching are kept to two decimal places according to the "rounding method", and if the total score of the applicant for the same position is tied, it will be calculated according to the actual score.

(6) Physical examination

Candidates who participate in the recruitment physical examination for each position shall be determined according to the ratio of 1:1 of the number of people to be hired, and the total score from high to low. If there is a tie at the end of the total score of the candidates for the same position, the one with the higher test score will be determined as the physical examination object. If the results of the written test, the results of the trial teaching, and the total score are the same, the trial teaching needs to be reorganized, and the one with the highest score in the new round of trial teaching will be determined as the physical examination object.

In addition to force majeure factors, those who give up their qualifications due to the candidate's own reasons, or those who give up the physical examination and inspection without legitimate reasons, or those who refuse to submit the required materials and report to the employment link within the specified time shall not participate in the open recruitment and talent introduction of public institutions within Guiyang City within five years. Vacancies caused by failing to pass the physical examination or candidates giving up the physical examination will not be filled.

The physical examination shall be conducted in a designated general hospital at or above the county level within the specified time and the physical examination conclusion shall be issued, and other physical examination conclusions and appraisals shall not be recognized. The physical examination shall be in accordance with the General Standards for Physical Examination for Civil Servants (Trial) (No. 1 [2005] issued by the Ministry of Human Resources and Social Security), the Notice on Revising the General Standards for Physical Examination for Civil Servants (Trial) and the Operation Manual for Physical Examination for Civil Servants (Trial) (No. 140 [2016] issued by the Ministry of Human Resources and Social Security), the Notice on Printing and Distributing the Special Standards for Physical Examination for Civil Servants (Trial) (No. 82 [2010] issued by the Ministry of Human Resources and Social Security), and the Notice on Printing and Distributing the Special Standards for Physical Examination for Civil Servants (Trial) (No. 82 [2010] issued by the Ministry of Human Resources and Social Security). Reply to the applicable standards for the recruitment of physical examination and vision items in positions such as network security and law enforcement in public security organs (Guogong Zonghan [2014] No. 24) and the relevant provisions of our province shall be implemented. If the chief examiner believes that further examination is necessary before making a judgment, the Office of the Recruitment Coordination Mechanism may conduct a review after studying and agreeing.

If the physical examination candidate requests a review of the physical examination items that need to be confirmed on the spot, he or she shall apply on the spot and conduct a review on the spot. After the completion of the physical examination, if the candidate has doubts about the results of the physical examination, within the items allowed for re-examination according to the national physical examination standards, the candidate shall submit a written application for re-examination within 3 days of receiving the notice of the physical examination results, and organize the re-examination with the consent of the Office of the Recruitment Coordination Mechanism. Applications for re-examination submitted more than 3 days will not be accepted, and the re-examination can only be carried out once, and the results of the physical examination shall be subject to the conclusion of the re-examination.

If the candidate is pregnant at the time of the physical examination, the gynecological and X-ray examinations will not be carried out temporarily, and the conclusion of whether the physical examination is qualified will not be made.

The cost of physical examination and re-examination shall be borne by the applicant. The time of the physical examination and other matters will be notified separately.

(7) Assessment

Candidates who pass the physical examination are determined to be the assessment objects. The assessment content mainly includes the candidate's political ideology, moral character, ability and quality, law-abiding, study or work performance, integrity and self-discipline, and whether it is necessary to recuse and other contents.

During the assessment, it is necessary to further verify whether the candidates meet the prescribed qualifications and whether they are not allowed to apply for the examination as stipulated in the brochure, and confirm whether the information and materials submitted during registration are true and accurate.

The assessment team is composed of more than 2 people, and the assessment team should listen to opinions extensively, be comprehensive, objective and fair, and write out the assessment materials according to the facts, make assessment conclusions, and put forward employment suggestions.

In the assessment, it is found that the personnel file does not meet the requirements of the special review, or the relevant materials do not meet the requirements and cannot be supplemented within the specified time, or the candidate does not meet the specified qualification conditions, or the candidate is a person who is not allowed to apply for the examination as specified in the brochure, or the information and materials submitted by the candidate when registering are untrue and inaccurate, the assessment is unqualified.

If the assessment is unqualified, the qualification to enter the next recruitment link will be cancelled after being reviewed and confirmed by the Office of the Recruitment Coordination Mechanism.

(8) Publicity

Candidates who have passed the registration, school preliminary examination, qualification review, written examination, trial teaching, physical examination and assessment shall be determined as the personnel to be hired, and the list of personnel to be hired shall be publicized for a period of 7 working days.

If it is verified that there are serious problems affecting employment during the publicity period, the employment qualifications shall be cancelled. If it is difficult to verify for the time being, the employment shall be suspended, and the decision on whether to hire shall be made after the verification and conclusion is made.

(9) Handle employment procedures

In accordance with the provisions of the provincial and municipal interim measures for the open recruitment of new personnel in public institutions, the district human resources and social security bureau shall handle the employment procedures for the proposed personnel who have no problems or reflect the problems that do not affect the employment of the personnel after the expiration of the publicity period, and sign the employment contract with the hired personnel in accordance with the management authority.

The personnel of this open recruitment should report to the employer within the specified time. Those who fail to report in accordance with the regulations shall be disqualified from employment.

(10) Probationary period

The probationary period system shall be implemented in accordance with the provisions of the hired personnel, and the probationary period shall be included in the term of the employment contract. Those who are not competent for their job responsibilities during the probationary period, or who fail to pass the assessment at the end of the probationary period, shall be cancelled;

(11) Service period

The minimum service period of the hired personnel is 5 years, and the hired personnel shall not be transferred out of the jurisdiction before the service period is completed.

5. Work requirements and relevant instructions

(1) Discipline supervision

Conscientiously implement the provisions of the "Interim Provisions on Public Institution Open Recruitment of Personnel" on the recusal system, promptly correct open recruitment behaviors that violate the recusal provisions, criticize and educate relevant personnel, and seriously deal with the relevant responsible persons if they cause a negative impact. The recruitment work is subject to the supervision of the discipline inspection and supervision departments and all walks of life, and the staff and candidates must strictly abide by the relevant regulations and requirements.

(6) The matters not covered in this recruitment work shall be researched and determined by the Office of the Coordination Mechanism for Teacher Recruitment in Guanshanhu District in 2024.
