The report pointed out that 2023 is the first year for the full implementation of the spirit of the 20th National Congress of the Communist Party of China, and it is also the year for the current Standing Committee to comprehensively advance the work and improve quality and efficiency. Over the past year, under the strong leadership of the county party committee, the Standing Committee of the County People's Congress has held high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly studied and implemented the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, conscientiously implemented the spirit of General Secretary Xi Jinping's important speeches and important instructions on Shanxi's work, adhered to the organic unity of the party's leadership, the people being the masters of the country and governing the country according to law, and played the "six cards" around Strategic deployment, focusing on six key tasks, performing duties and responsibilities in accordance with the law, taking the initiative to take action, enhancing the effectiveness of work, and contributing to the county's high-quality economic and social development and the construction of democracy and rule of law.
The report summarized the work of the county people's congress in the past year from five aspects: first, adhere to the party's leadership, firmly grasp the political direction, and implement the deployment of the county party committee to demonstrate new responsibilities. The second is to carry forward the spirit of the rule of law, promote the rule of law in the county, and promote grassroots governance to present new highlights. The third is to keep in mind the first priority and the overall situation of the service center, and help achieve new results in high-quality development. Fourth, deputies have deepened their performance of their duties, practiced whole-process people's democracy, and improved their role. Fifth, we will continue to consolidate the foundation and improve the level of performance of duties, and the construction of the four organs will show a new image.
The report pointed out that 2024 marks the 75th anniversary of the founding of the People's Republic of China and the 70th anniversary of the establishment of the people's congress system. The Standing Committee of the County People's Congress will be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and under the strong leadership of the Xingxian County Party Committee of the Communist Party of China, we will thoroughly study and implement the spirit of General Secretary Xi Jinping's important speech and important instructions on Shanxi's work, fully implement the spirit of the Seventh Plenary Session of the 17th County Party Committee and the Economic Work Conference, adhere to the organic unity of the party's leadership, the people being the masters of the country, and governing the country according to law, and focus on continuing to play the "six cards" with high quality and six key tasks, based on the perspective of the people's congress, strengthen the rule of law thinking, practice and develop the whole process of people's democracy with new achievements and new results, and contribute to the writing of a new chapter in the high-quality development and modernization of Xingxian County. First, we should keep in mind the new entrustment, learn and understand new ideas, and set the direction and see action while stressing politics with a clear-cut stand. The second is to benchmark new tasks, implement new measures, and take responsibility for good deeds in the overall situation of center-based services. Gao Xiuzhong, president of the county people's court, made a report on the work of the Xing County People's Court. The report pointed out that in 2023, under the correct leadership of the county party committee, under the strong supervision of the county people's congress and its standing committee, under the careful guidance of the higher courts, and with the care and support of the county government, the county CPPCC and other sectors of society, the Xingxian County People's Court will closely focus on the work deployment of the county party committee, strictly and impartially administer justice, practice justice for the people, and resolutely shoulder the rule of law responsibility of serving and ensuring the all-round and high-quality development of Xingxian County, and a total of 2,668 cases of various types were accepted and 2,621 cases were closed, an increase of 14.60% and 15.41% year-on-year, respectively. In 2024, the Xingxian County People's Court will closely focus on the decision-making and deployment of the county party committee and the work requirements of the higher courts, strengthen the party's political construction, do a deep and practical active judiciary, always stand firmly on the position of the masses, strengthen strict and fair justice, adhere to the courage of self-revolution, closely focus on the theme of "justice and efficiency", serve the overall situation and the people's justice, ensure Chinese-style modernization with modern services for trial work, and provide solid and powerful judicial services and guarantees for accelerating the construction of a beautiful and happy Xingxian County.
Zhao Peng, chief procurator of the county people's procuratorate, made a report on the work of the county people's procuratorate. The report pointed out that in 2023, under the correct leadership of the county party committee and higher-level procuratorial organs, under the strong supervision of the county people's congress and its standing committee, and with the care and support of the county government, the county CPPCC and all walks of life, the Xingxian County People's Procuratorate will closely focus on the "six cards" proposed by the county party committee. Provincial and municipal procuratorates affirmed that 13 collectives and individuals were commended by superiors, and the quality and efficiency of procuratorial work were significantly improved. In 2024, the Xingxian County People's Procuratorate will thoroughly implement Xi Jinping Thought on the Rule of Law and the spirit of General Secretary Xi Jinping's important instructions on political and legal work and procuratorial work, thoroughly implement the "Opinions of the Central Committee of the Communist Party of China on Strengthening the Legal Supervision of Procuratorial Organs in the New Era", focus on digital procuratorial empowerment of legal supervision, coordinate high-quality development and high-level security, prevent and resolve risks, improve people's livelihood and well-being, maintain social stability, highlight "handling every case with high quality and efficiency", and continue to play the "six cards" with high-quality services and make greater procuratorial contributions to the realization of the chapter of Chinese-style modernization and rejuvenation of the county!
The meeting also voted to approve the election method (draft) for the fifth meeting of the 17th People's Congress of Xingxian County, and voted to approve the voting method (draft) for the people's livelihood projects in Xingxian County in 2024.
