On April 3, 2023, in Hechi, Guangxi, a man riding an electric bicycle was driving on the road when the electric bicycle suddenly spontaneously combusted, but fortunately there were no casualties. On February 8, 2022, a resident of a community in Putuo District brought a lithium battery into his home to charge, and the lithium battery malfunction ignited the room, causing three deaths. The lithium battery that caused the fire was a modified ultra-60V lithium battery.

According to the Regulations of Shanghai Municipality on the Safety Management of Non-Motorized Vehicles
Article 12: Units and individuals are prohibited from engaging in the following conduct:
1️⃣ Assembled non-motorized vehicles;
2️⃣ Install batteries, motors and other power devices on non-motor vehicles, and install seats, umbrellas, canopies (compartments), and high-decibel audio;
3️⃣ Change the size of the exhaust device of the non-motor vehicle, replace the battery that does not meet the factory rated voltage, or replace the power device such as the motor without authorization;
4️⃣ Remove or alter the silencer, speed prompt, speed limit, and exhaust gas treatment devices of non-motor vehicles;
5️⃣ Other additions and modifications that change the technical parameters of non-motor vehicle stereotypes and affect the safety of non-motor vehicle traffic.
It is forbidden to sell non-motor vehicles that are assembled, added or modified.
Article 41: Whoever violates the provisions of Article 12 of these Regulations by engaging in commercial activities of assembling, adding, or modifying non-motor vehicles, or selling non-motor vehicles that have been assembled, installed, or modified, shall be fined between 2,000 and 20,000 RMB by the market regulation departments.
