Based on resource advantages, select the right industry for development. Luming Township's poor ecology, weak industry, and single development model restrict the economic and social development of Luming. In order to explore the road of industrial development, Luming Township conducted in-depth research and analysis, determined the development idea of "increasing greenery and increasing income", and explored a green development path of "agriculture and photovoltaic complementation" for rural revitalization. Since 2022, Luming Township has coordinated the promotion of the construction of photovoltaic industry clusters, made every effort to promote the construction of rooftop distributed photovoltaic, composite photovoltaic and small photovoltaic power stations in the jurisdiction, relying on innovative models such as "photovoltaic + ecology" and "photovoltaic + breeding", breaking through the constraints of land and other development factors, realizing the organic unity of economic, ecological and social benefits, expanding the income channels of the masses, and developing and expanding the village collective economy.
Relying on project implementation to promote full photovoltaic coverage. In the next step, Luming Township will continue to strive for project funds to implement photovoltaic projects in Xionglipo Village, Sangmuqing Village and Dawu Nai Village, so as to achieve the goal of having photovoltaic power stations in all villages.
Strengthen the joint agriculture and benefit agriculture to help development and increase income. Photovoltaic power stations are "three points under construction and seven points are under management". After the completion of the project, Luming Township will use the income of photovoltaic power generation to establish a poverty alleviation mechanism, develop village-level public welfare posts, increase investment in industrial development, carry out public welfare undertakings such as poverty alleviation and poverty alleviation, and help students in difficulty, so as to increase the income of low-income groups and continue to give full play to the benefits of the power station. A number of rooftop distributed photovoltaic projects such as the "East-West Cooperation and Hand in Hand to Rejuvenate the Village" photovoltaic project not only revitalized the idle roofs of the village collective, but also broke through the constraints of land, forest land approval and other factors, with an annual income of more than 10% of the investment, and is expected to generate 340,000 yuan of income for the village collective every year, and the composite photovoltaic power generation project in Xiaoying Village is expected to save 27,200 tons of standard coal and reduce carbon dioxide emissions by 70,000 tons per year, forming a hematopoietic development of "capital into assets and assets into income", and effectively solving the problem of weak village collective economy. In addition, the income from the electricity sales of the photovoltaic project of the beef cattle farm in Luming Village is used by the whole township as a whole, and the seven villages in the township participate in the dividends, and part of the income funds is used as a guarantee for families without labor, with 89 households and 230 people, and the other part is used to support the low-income groups with the ability to work in the township to develop industries and develop village-level public welfare posts, benefiting 637 households and 2,277 people from low-income groups such as poverty alleviation households and "three types" of monitoring objects. By vigorously developing the photovoltaic power generation industry, the collective economic income of the seven villages in Luming will reach more than 100,000 yuan in 2023, a year-on-year increase of 42.94%, and it is expected to double in 2024.
In the next step, on the basis of fully tapping the potential of the township's distribution capacity, Luming Township will deepen cooperation around new energy and new business formats such as road photovoltaic, water surface photovoltaic, and micro wind power, and make every effort to build a demonstration township for new energy to promote collective income increase in villages, so as to achieve a win-win situation between economic development and environmental protection, and provide strong support for consolidating and expanding the achievements of poverty alleviation and continuing to promote rural revitalization.
