Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has adhered to the principle of governing the Party by system and in accordance with regulations, vigorously strengthened the construction of intra-Party laws and regulations, made significant progress and remarkable results, and strived to form a system of intra-Party laws and regulations with the Party Constitution as the foundation and the norms and regulations as the backbone, covering all aspects of the Party's leadership and construction, with scientific content, strict procedures, complete supporting facilities and effective operation, and formed a relatively complete system of intra-Party laws and regulations.
Intra-Party regulations use seven types of names: Party Constitution, Guidelines, Regulations, Regulations, Measures, Rules, and Rules, and Regulations are the third most effective intra-Party regulations after the Party Constitution and Guidelines. Intra-party regulations make comprehensive provisions on important relationships in a certain field or important work in a certain aspect of the party, and play an important role in connecting the upper and lower levels. With the comprehensive promotion of the construction of the party's internal laws and regulations, the construction of the party's internal regulations pays more attention to standardization and systematic, and the content field is more comprehensive. Summarizing the experience of the construction of intra-party regulations in the new era is of great significance for further adhering to the rule of the party according to rules and promoting the comprehensive and strict governance of the party.
Pay attention to top-level design and overall planning. The construction of intra-party regulations focuses on the overall situation of party building, coordinates all fields and elements of intra-party regulations with a long-term vision, and realizes the scientific, standardized and systematic construction of intra-party regulations. In the new era, the formulation and revision of regulations have become more scientific and standardized in terms of legislative quality and top-level design.
The formulation of intra-party regulations is based on the party constitution, and the purpose is to further implement the requirements of the party constitution, which is the fundamental principle and basic experience of the construction of intra-party regulations. Since the 18th National Congress of the Communist Party of China, our party has issued three "five-year plans" for the formulation of intra-party laws and regulations, and the outlines of the three five-year plans are closely linked, and a number of important intra-party laws and regulations have been formulated and revised according to the overall deployment of the 18th, 19th and 20th national congresses of the party on party building, and the basic framework of the intra-party laws and regulations covering the main areas of party building and party work and meeting the needs of governing the party and governing the party. At the same time, our party adheres to the guidance of planning, clarifies the key points of regulations, pays attention to practice and improvement, better reflects the principle of top-level design, and the party regulations can be more abundant and sound.
The systematization of internal party regulations is becoming more and more obvious. Since the 18th National Congress of the Communist Party of China, the construction of intra-party laws and regulations has formed a "1+4" intra-party legal system guided by the Party Constitution, covering the Party's organizational regulations, the Party's leadership regulations, the Party's own construction regulations, and the Party's supervision and guarantee regulations. In July 2021, the Laws and Regulations Bureau of the General Office of the Central Committee of the Communist Party of China issued the "Intra-Party Laws and Regulations System of the Communist Party of China", pointing out that "among the current effective intra-Party regulations, there are 1 Party Constitution, 3 Guidelines, 43 Regulations, 850 Regulations, 2034 Measures, 75 Rules, and 609 Detailed Rules", preliminarily establishing an intra-Party legal system. On this basis, as the basic backbone of intra-party regulations, the systematic characteristics of intra-party regulations in the practice of legislative regulations have become increasingly prominent. Our party has formulated or revised the party's organizational laws and regulations represented by the "Regulations on the Work of the Central Committee of the Communist Party of China" and the "Regulations on the Organization and Work of the Communist Party of China"; the party's leadership laws and regulations represented by the "Regulations on the United Front Work of the Communist Party of China" and the "Regulations on the Political and Legal Work of the Communist Party of China"; the regulations on the party's self-building represented by the "Regulations on the Request for Instructions and Reports on Major Matters of the Communist Party of China" and the "Regulations on the Selection and Appointment of Party and Government Leading Cadres"; the "Regulations on the Supervision of the Communist Party of China within the Party" and the "Regulations on the Supervision of the Communist Party of China" Regulations of the Communist Party of China on the Disclosure of Party Affairs (for Trial Implementation)" as the representative of the Party's supervision and safeguard regulations, and the systematization level of the Party's internal Party regulations has been continuously improved.
The coordination and cohesion with national laws and other hierarchical party regulations have been improved. Our Party has promoted the construction of comprehensive law-based governance, combined the rule of law with the rule of law, and continuously promoted the effective convergence of the construction of internal Party regulations and national laws. On the one hand, our party leads the construction of intra-party regulations with the rule of law thinking and rule of law standards, and continuously improves the quality of intra-party regulations. On the other hand, the creation and revision of intra-party regulations pay more attention to the organic convergence and coordination with national laws, and the joint force of the rule of law has gradually taken shape. It has effectively realized the organic unity of the relevant regulations on intra-party supervision and the relevant laws on state supervision in the implementation.
At the same time, in order to avoid duplication of regulations and form a joint force of intra-party laws and regulations to govern the party, we pay more attention to the convergence of intra-party regulations and other high-level intra-party regulations. For example, centering on strengthening the party's work style and implementing the requirements of the party constitution, the "CPC Integrity and Self-Discipline Guidelines" have been formulated to give play to its leading role at the macro level; the "Several Regulations of the CPC Central Committee and the State Council on the Strict Economy, Suppressing Extravagance and Waste in Party and Government Organs" promulgated on May 25, 1997, and the "Regulations on Strict Economy and Opposition to Waste in Party and Government Organs" have been formulated, and the "Guidelines for Honesty and Self-discipline of the Communist Party of China" have been clarified in the new era At the same time, there are also the "Regulations on the Administration of Domestic Official Reception of Party and Government Organs" and the "Measures for the Management of Office Buildings of Party and Government Organs" to ensure their effective implementation.
Persist in being problem-oriented, focusing on the reality of governing the party in accordance with regulations. The practice of the construction of intra-party regulations in the new era proves that the construction of intra-party regulations must adhere to the problem-oriented, focus on the actual situation of governing the party according to regulations, focus on the weak links in the construction of intra-party regulations, and implement targeted policies. "Accelerating the completion of the shortcomings of laws and regulations in party building in the spirit of reform and innovation" is General Secretary Xi Jinping's requirement for the construction of internal party regulations, and it is also an ardent expectation for the construction of internal party regulations.
On the one hand, focusing on solving the problem of the lack of intra-party regulations faced by the strict governance of the party and the party, we have focused on planning and formulating a number of relevant intra-party regulations in the five-year plan, which has basically made up for the shortcomings of governing the party according to regulations. On the other hand, based on the self-construction of intra-party regulations, we will continue to promote the revision and improvement of intra-party regulations, and strengthen the weaknesses of governing the party according to regulations. For example, the Regulations of the Communist Party of China on Inspection Work (Trial) was implemented in 2009 in a "trial" manner, and after accumulating rich practical experience, our Party officially promulgated and implemented the relatively mature Regulations on Inspection Work of the Communist Party of China in 2015, and revised it twice in 2017 and 2024 to make it mature and perfect. Similarly, the three revisions to the "Regulations on Disciplinary Punishment of the Communist Party of China" have also made various provisions more in line with the reality of comprehensively and strictly administering the party.
Establish a long-term mechanism for the construction of intra-party regulations. The construction of intra-party regulations adheres to the same frequency resonance with the development needs of the times and the requirements of party building, and makes overall use of methods such as formulation, revision, repeal, and interpretation. According to the current situation of the intra-party regulations and the needs of the situation and tasks, a number of intra-party regulations that do not conform to the requirements of the times and have outdated content have been abolished in a timely manner, thus maintaining the vitality of the intra-party regulations. For example, the three revisions to the Regulations on Disciplinary Actions of the Communist Party of China in 2015, 2018 and 2023 demonstrate the determination of the Party Central Committee to promote the comprehensive and strict governance of the Party, and carry out Party discipline study and education throughout the Party, making the role of the Regulations on Disciplinary Actions of the Communist Party of China in the governance of the Party increasingly prominent.
