The last headhunting of the Wa people was in 1959, in Ximeng County, a friend from Yunnan told me that the specific location was in Yue song Village, Ximeng County, also a village near Myanmar, and the person who was hunted was a girl who was said to have a bit of dementia. However, between the Han and Shengfan, they still competed with each other for territory, water or cash crops, causing many bloody conflicts. Lan Dingyuan, a famous Fujian official during the Kangxi Dynasty, came to Taiwan to serve and wrote the book "Eastern Collection", and put forward the following suggestions: Killing people in life is a common affair in Taichung. In the Shigang District of Taichung City, there is a "Monument to the Demarcation of the Boundary" from the Qianlong period, which records: "Each earthen ox is two feet long, one zhang wide at the bottom, eight feet high, and six feet wide at the top." Each ditch is fifteen feet long, one foot wide and two feet wide, and six feet deep, and the people are forever forbidden to overstep their private reclamation

The incident that occurred in qianlong in the thirty-first year (1766) of Houlongxi at Qihuzhuang (located in the west of Maoli, in present-day Erhu Township, Xihu Township, Miaoli County) can be used to illustrate the relationship between the Qing government's demarcation policy of "familiar fans" and "raw fans" outside the boundary, Han Chinese who crossed the border and reclaimed privately, and local governments.

In 1874, 54 Ryukyu crew members encountered a typhoon and landed in southeastern Taiwan, where they were killed by the local Shengfanpaiwan people due to poor communication. Japan blamed the Qing court in this way, and the Qing government replied: "The people who are born outside the country are left to your country to deal with whether they are guilty or not." ”

  The Japanese side then sent troops to Tainan, the "borderless boundary", and there was also the intention of gradually encroaching on Taiwan behind it. The Qing court heard the news and urgently dispatched 6,500 people of the Huai Army to Taiwan to support, fortunately, after the Japanese army came to power, there were many sick people, unable to fight for a long time, so they withdrew after receiving the Qing Dynasty's casualty pension of 500,000 taels, and the two sides negotiated peace.

At that time, Shen Baozhen and Liu Mingchuan, sent by the Qing Dynasty, were very clear in their judgment of the situation. In order to consolidate their territory and avoid the rumor among the great powers that the land was not part of the Qing Dynasty, they lifted the sea ban on mainland Han people going to Taiwan; the Han people who were already in Taiwan also had a mountain ban to prevent them from entering the central mountainous areas for reclamation, which was also lifted at this time.

  This series of active policies is called "Kaishan Fufan", of which "Kaishan" refers to the construction of roads, and today there are two major roads on the east coast of Taiwan Island, namely the Suhua Highway in the north and the Nanhui Highway in the south, both of which were built by Shen Baozhen and were called North Road and South Road.
