The circular pointed out that the 20th National Congress of the Communist Party of China (CPC) made strategic arrangements for comprehensively strengthening the party's discipline building. The circular demanded that party committees (leading party groups) at all levels should shoulder the political responsibility of comprehensively and strictly administering the party, conscientiously grasp the implementation of the "Regulations," resolutely investigate and deal with all problems of violating party discipline when they are discovered, and earnestly safeguard the rigidity and seriousness of discipline.
