One

The person in charge of Lai Qingde's office is Pan Mengan.

Born in Pingtung County in 1963, Pan Mengan graduated from Chung Hsing University with a bachelor's degree, obtained a master's degree from Sun Yat-sen University's Institute of Public Affairs Management, and studied EMBA at the University of Honolulu. He used to serve in Pingtung County Community College and served as a representative of Checheng Township in Pingtung County.

In 1998, he was elected as a member of the Pingtung County Council. In 2000, he served as Chen Shui-bian's election as executive deputy director general of Pingtung County. In 2001, he served as the executive director of Su Jiaquan's Pingtung County Mayor's Campaign, Pingtung County Mayor, and the director of the "Legislator" Joint Campaign Center. In 2002, he was successfully re-elected as a member of the Pingtung County Council.

In 2004, he was elected to the legislature and was re-elected in 2008 and 2012. In 2014, in the first "nine-in-one election", he was elected as the county magistrate of Pingtung County. In 2018, in the second "nine-in-one election", he was re-elected as the county magistrate of Pingtung County.

On April 25, 2024, Pan Mengan was appointed by Lai Qingde as the secretary general of Lai Qingde's office. Pan Meng'an, who has won three legislators and two county mayoral elections, is very powerful, and now he has been appointed as the secretary general of Lai's office, which is about to let go of the rhythm of the frontier.

The head of the defense department is Gu Lixiong.

Born in 1958, Gu Lixiong is a lawyer, obtained a bachelor's degree in law from National Taiwan University, went to the United States to study and obtained a master's degree in law, and after returning to Taiwan, he engaged in the profession of lawyer, and served as the chairman of the Taipei Bar Association, a partner lawyer of the International Law Firm, and once became Chen Shui-bian's royal lawyer.

After Tsai Ing-wen came to power, Gu Lixiong really entered the officialdom, took office as the chairman of the Party Property Handling Committee, made extraordinary moves, and put the blue camp to death, because of his outstanding performance, he was valued by Tsai Ing-wen and Lai Qingde, then the head of the administrative agency, and was later transferred to the chairman of the Financial Supervision and Administration Commission, on May 18, 2020, just two days before the start of Tsai Ing-wen's second term, Gu Lixiong was transferred to the head of the "Security Council" (Taiwan Regional Security Committee).

The head of the "security council" is close to the core of power and is a remarkable position. The Security Committee is a full-time body for handling security, responsible for the day-to-day work of the Security Council, and is responsible for the work of security assistants or advisers to the leaders of the Taiwan region.

On April 25, 2024, Gu Lixiong was appointed by Lai Qingde as the head of the defense department. Gu Lixiong is a civilian who governs the army, it doesn't matter if he is not familiar with military affairs, the important thing is to show the ruthlessness in dealing with the party property of the blue battalion and turn the blue troops into dark green, which is probably the task that Tsai Ing-wen, Lai Qingde and Lao Mei jointly gave to Gu Lixiong.

The head of the foreign affairs department is Lin Jialong.

Lin Jialong was born in Yunlin County in 1964, and after graduating from National Taiwan University, he went to the United States to study and received a doctorate from Yale University, and later returned to Taiwan to teach. In 2000, he served as an advisory committee member of the Security Council, and at the same time, founded the "Taiwan Think Tank". In 2003, he served as the spokesperson of the Taiwan administration. In 2004, he was appointed Head of the Information Department of the Executive Body. In 2010, he served as the director general of Su Jiaquan's Taichung mayoral campaign headquarters. In 2012, he was elected to the legislature.

In April 2013, he announced his candidacy for the 2014 Taichung mayoral election, and was successfully elected as the mayor of Taichung City in the first "nine-in-one" election in 2014. In 2018, in the second "nine-in-one" election, he lost to the blue camp general Lu Xiuyan and failed to be re-elected as mayor of Taichung, but after stepping down as mayor of Taichung, he was immediately promoted to the head of the transportation department. In April 2021, Lin Jialong resigned as the head of the transportation department due to the derailment of the "Taroko" train.

In 2022, hoping to be nominated by the green camp and running for mayor of Taipei City in the third "nine-in-one" election, he was poured cold water by Tsai Ing-wen, then chairman of the green camp, and failed to do so, but then Tsai Ing-wen gave him a candy to eat. On January 30, 2023, Lin Jialong was appointed as the secretary-general of Tsai Ing-wen's office.

When Lai Qingde arranged the personnel after 520, he didn't give Lin Jialong's news for a long time, probably because he wanted to dry Lin Jialong. After You Xikun stepped down from the head of the legislature, Lin Jialong became the boss of the "Orthodox Congress". Seeing that the good positions were all arranged, and Lin Jialong had not been arranged, the younger brother of the "Zhengguo" jumped out, saying that Lai Qingde and Zhuo Rongtai were "ugly to eat", and they were upset for the boss Lin Jialong.

Tsai Ing-wen is retiring from his post and not retiring power, afraid that he will be counterattacked by Lai Qingde if he has no power, and the security, defense, foreign affairs and other departments still have to be grasped in his hands, and the heads of these departments are of course his own people, and Lin Jialong is his own person, because he is not familiar with foreign affairs, he can just turn the foreign affairs department into an executive department, and he does not have to think about such really important things as the strategic line.

On April 16, 2024, when Tsai Ing-wen met with a New Zealand bipartisan delegation visiting Taiwan, she announced that Lin Jialong would be the head of the foreign affairs department.

On April 25, 2024, Lai Qingde announced that Lin Jialong was appointed as the head of the foreign affairs department. In this new position, it is difficult for Lin Jialong to make a difference, and no one may want him to do anything, as long as he stays well.

The person in charge of the "safety meeting" is Wu Zhaoxie.

Wu Zhaoxie was born in Changhua County in 1954, graduated from National Chengchi University with a bachelor's degree, joined the Kuomintang during his college years (mid-1970s), studied in the United States after graduating with a bachelor's degree, and successively obtained a master's degree and a doctorate, and worked as a teaching assistant at Ohio State University in the United States, and then returned to Taiwan for development.

Since 1999, he has successively served as researcher, director and deputy director of National Chengchi University. In 2002, he was appointed Deputy Secretary-General of Chen Shui-bian. In 2004, he became the head of the "Mainland Affairs Council." In 2007, he was appointed as the "Representative to the United States".

On May 20, 2016, on the day Tsai Ing-wen took office, he served as the head of the "Security Council". On February 23, 2018, he was appointed as the head of the foreign affairs department, and his term of office will be until May 19, 2024, and he has been working for more than 6 years.

On April 16, 2024, when Tsai Ing-wen met with a New Zealand cross-party delegation visiting Taiwan, she announced the news that Wu Zhaoxie would return to the head of the "Security Council".

On April 25, 2024, Lai Qingde announced that Wu Zhaoxie would be the head of the "Security Council". It seems that except for Gu Lixiong, Lao Mei only believes in Wu Zhaoxie, otherwise it would be difficult to understand why Wu Zhaoxie would return to the pot.

The head of the security department is Cai Mingyan.

Cai Mingyan's year of birth is unknown (I can't find it on the Internet), graduated from Soochow University with a bachelor's degree, obtained a master's degree in law from Tamkang University, and studied in the United Kingdom to obtain a doctorate from King's College London, and taught at the Institute of International Politics at Chung Hsing University, where he served as its director in 2009.

In 2011, he also served as the director of the Center for Global Peace and Strategic Studies at Chung Hsing University, and began to travel between the two sides of the strait in the guise of a scholar, doing everything for Du. In fact, during the Chen Shui-bian period, he was a member of the advisory committee of the defense department, and he worked for 12 years, and he was still reused during Ma Ying-jeou's tenure, spanning the blue-green governance cycle.

On May 20, 2016, the day Tsai Ing-wen took office, she appointed Tsai Ming-yan as an advisory member of the "Mainland Affairs Council" and the "Strait Exchange Foundation." In 2017, he was appointed by Tsai Ing-wen as the deputy head of the "Security Council". In 2020, he was posted to Belgium to be responsible for EU related affairs. The responsible person of the "Mainland Affairs Council" is Chiu Chui-cheng.

The "Mainland Affairs Council" is the abbreviation of the "Mainland Affairs Council" and is a special administrative organ on the island that coordinates the handling of cross-strait affairs.

Qiu Chuizheng doesn't know what year he was born (and he can't find it on the whole Internet). He was an associate professor in the Department of International and Continental Affairs at Golden Gate University. In 2009, he attended the first Straits Forum as a scholar at Golden Gate University.

In 2016, he was appointed by Tsai Ing-wen as the vice chairman and spokesperson of the "Mainland Affairs Council" and worked for more than six years. In February 2023, he will be transferred to the secretary-general of the "SEF".

On April 25, 2024, Lai Ching-te announced that Qiu Chuizheng was the head of the "Mainland Affairs Council." Qiu Chuizheng has been studying and handling cross-strait affairs for a long time, and it should not be a problem in business, but he is dark green, and his color is very problematic.

The person in charge of the "SEF" is Zheng Wencan.

The "Straits Exchange Foundation" is the abbreviation of the "Straits Exchange Foundation," and its main function is to accept the entrustment of the "Mainland Affairs Council" to handle various affairs arising from cross-strait exchanges.

Zheng Wencan was born in Taoyuan County in 1967 and graduated from National Taiwan University with a master's degree. In 2022, he was accused of plagiarism in his master's thesis, which was in fact also plagiarism, and in November of the same year, his master's degree was revoked by National Taiwan University.

In 1998, he was elected as a Taoyuan County councilor with the highest number of votes in the county. In 2000, he served as the director general of the Green Camp Party Group of the Taoyuan County Council. In 2003, he was appointed deputy director of the Green Camp Cultural Publicity Department, and the following year he was appointed director.

In 2006, following in the footsteps of Lin Jialong, he became the Director of the Information Bureau of the Executive Council and the spokesperson of the Executive Yuan. In 2008, he once again served as the director of the Green Camp Cultural Publicity Department.

In 2014, he was elected mayor of Taoyuan in the first "nine-in-one election", and was successfully re-elected in the first "nine-in-one election" in 2018.

In January 2023, after stepping down as mayor of Taoyuan, he was immediately appointed as the deputy head of the administrative agency.

Lai Qingde met two difficult people to deal with in this personnel arrangement, the first is Lin Jialong, and the second is Zheng Wencan, both of whom are post-1960s Mesozoic generation, both of whom were elected as the mayor of the "six capitals", and Zheng Wencan was successfully re-elected.

It should be said that they are all the stars of hope for the Green Camp to run for the leadership of the Taiwan region in the next few years. But Lai Qingde's first term has not yet begun, and he is still thinking about the second term, and he can't reuse them now, lest he repeat the mistake of Tsai Ing-wen who reused Lai Qingde.

Lai Qingde was successfully elected mayor of Tainan in 2010 and was successfully re-elected in 2014, and his term was supposed to be in 2018, but in 2017, Tsai Ing-wen appointed him as the head of the administrative agency, and Lai Qingde happily took office. After Lai Qingde became the head of the administrative agency for more than a year, he began to argue with Tsai Ing-wen to compete for the green camp candidate for the 2020 Taiwan regional leadership election.

Originally, the person in charge of the administrative organ with the highest voice this time was these two people, and Lai Qingde just didn't give it to these two brothers, seeing that they were in a hurry there, and when they were almost done with the dispatch in place, Lai Qingde asked Zheng Wencan again if he would accept the "Straits Exchange Foundation"? Can Zheng Wencan not accept it?

On April 25, 2024, Lai Qingde announced Zheng Wencan as the person in charge. In Lai Qingde's view, this is an idle job. Nine

The person in charge of the "Retirement Association" is Yan Defa.

As the name suggests, this is a special department that deals with the affairs related to retired officers and soldiers.

Yan Defa was born in the army, and in early 2011, he was promoted to deputy commander of the army. In August 2011, he was promoted to Deputy Director-General. In January 2014, he was transferred to the post of Commander of the Army. From January 2015 to November 2016, he served as Chief of Staff. In November 2016, he was retired.

In January 2017, he was specially appointed by Tsai Ing-wen as an advisory member of the "Security Council". In May 2017, he was appointed as the person in charge of the "Safety Committee". From February 2018 to February 2021, he became the head of the defense department. In February 2021, he was appointed as a member of the Advisory Committee of the "Safety Committee".

On April 25, 2024, Lai Qingde announced that Yan Defa was the head of the "Retirement Association". This one doesn't know his age, judging from the retirement in November 2016, he should be in his 70s, and the "safety club" doesn't need him anymore, so he will make a transition to the "retirement club" and prepare for retirement.
