In order to promote the improvement of the quality of major technical equipment in the mainland, support major technical equipment research projects, promote the high-end, intelligent and green development of the manufacturing industry, and accelerate the promotion of new industrialization, the State Administration for Market Regulation, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the State Intellectual Property Office recently jointly issued the "China's first (set) major technical equipment testing and evaluation management measures (trial)" (hereinafter referred to as the "measures").
Major technical equipment is an important weapon of the country, which has a bearing on comprehensive national strength and national security. The "Measures" make it clear that China's first (set) major technical equipment (hereinafter referred to as China's first (set)) refers to equipment products that have achieved major technological breakthroughs, have intellectual property rights, and have not yet achieved obvious market performance, including complete equipment, core systems and key components. China's first (set) testing and evaluation refers to the testing and comprehensive evaluation of equipment products in accordance with the prescribed procedures to determine whether the equipment products belong to China's first (set) technical service activities.
The "Measures" proposed
China's first (set) testing and evaluation standards are composed of key indicators that reflect the status of equipment products, such as technological innovation, quality level, and expected benefits. China's first (set) testing and evaluation adheres to the principles of strategic orientation, promotion of application, scientific and standardized, objective and fair, inclusive and prudent, and encouraging innovation, and gives full play to the efficiency of quality infrastructure and collaborative services.
The Measures stipulate:
China's first (set) testing and evaluation includes five links: application, acceptance, evaluation, publicity and release. In principle, the testing and evaluation work shall be carried out once a year, and the State Administration for Market Regulation, in conjunction with relevant departments, shall determine the field and scope of equipment products to be tested and evaluated this year, organize testing and evaluation institutions and experts to carry out testing and comprehensive evaluation of equipment products in accordance with the prescribed procedures, and finally determine the catalogue of China's first (set) major technical equipment, and publicize it to the public.
In addition, the Measures stipulate in detail the selection procedures and work requirements of China's first (set) testing and evaluation agency. At the same time, in order to improve the ability of testing and evaluation institutions, specific requirements are put forward for testing and evaluation institutions from the aspects of improving technical level, strengthening quality management and optimizing personnel allocation.
