In order to standardize the management of subsidy funds for urban affordable housing projects of the central government and improve the efficiency of the use of funds, the Ministry of Finance and the Ministry of Housing and Urban-Rural Development have reformulated the Measures for the Management of Subsidy Funds for Urban Affordable Housing Projects of the Central Government (hereinafter referred to as the "Measures") in accordance with the relevant provisions of the state budget management and affordable housing projects.

The Measures specify that the scope of subsidy funds includes housing security, urban village transformation, urban old community renovation and shantytown (urban dilapidated housing) transformation. In accordance with the principle of combining awards and subsidies, the subsidy funds shall be distributed according to the factor method of housing security, urban village transformation, urban old community transformation, shantytown (urban dilapidated housing) renovation task, performance evaluation results, etc. Among them, 80% of the funds are allocated according to the tasks of each province, and adjusted according to the degree of financial difficulty, and the degree of financial difficulty is determined according to the coefficient of financial difficulty stipulated by the central government in the method of balanced transfer payment to local governments; 20% is used as incentive funds, and the performance adjustment coefficient is weighted according to the performance evaluation results of the tasks of the subsidized housing projects in each province, and the distribution is adjusted in combination with the amount of tasks and other factors in each province.

Among them, the housing security fund adopts the factor method, and is calculated and allocated according to factors such as the number of units of affordable housing raised for rent in each province, the number of affordable housing units for sale, the number of rental subsidy households, and the corresponding weight, and adjusted in combination with the degree of financial difficulties. The funds for the renovation of urban villages shall be allocated according to the factors of urban village renovation and demolition and new construction and renovation and improvement in each province, and shall be adjusted in combination with the degree of financial difficulties. The funds for the renovation of old urban communities adopt the factor method, and are calculated and allocated according to factors such as the area of old communities renovated, the number of households renovated, the number of buildings renovated, and the number of renovated communities in each province, as well as the corresponding weights, and adjusted in combination with the degree of financial difficulties. The funds for the renovation of shantytowns (urban dilapidated houses) adopt the factor method, which is allocated according to the factors of the number of shantytowns (urban dilapidated houses) renovated in each province, and adjusted in combination with the degree of financial difficulties. The reward funds are weighted to determine the performance adjustment coefficient based on the performance evaluation results of the tasks of the subsidized housing projects in each province, and the allocation is adjusted in combination with factors such as the amount of tasks in each province.

Measures for the Management of Subsidy Funds for Urban Affordable Housing Projects of the Central Government

Chapter I: General Provisions

Article 1 These measures are formulated in accordance with the relevant provisions of the state budget management and urban affordable housing projects in order to standardize the management of the subsidy funds for urban affordable housing projects (hereinafter referred to as subsidy funds) of the central government and to improve the efficiency of the use of funds.

Article 2 The subsidy funds mentioned in these measures refer to the transfer funds of the common financial authority arranged by the central government to support the basic housing needs of eligible urban residents (including the agricultural migrants who are included in the scope of local guarantees) and to improve their living conditions. These measures shall apply to the allocation, use, management and supervision of subsidy funds.

Article 3 The management of subsidy funds follows the principles of fairness and justice, openness and transparency, highlighting key points, focusing on performance and strengthening supervision.

Article 4 The subsidy funds shall be managed by the Ministry of Finance and the Ministry of Housing and Urban-Rural Development in accordance with the division of responsibilities.

The Ministry of Finance is responsible for preparing the annual budget of subsidy funds, proposing three-year expenditure plans, determining the allocation plan of subsidy funds, issuing the budget of subsidy funds, and supervising and managing the use and management of subsidy funds. The local supervision bureaus of the Ministry of Finance shall supervise the implementation of the subsidy fund policy in accordance with their work responsibilities and the requirements of the Ministry of Finance.

The Ministry of Housing and Urban-Rural Development is responsible for the preparation of the national affordable housing project plan, providing annual plan data for all localities, supervising and guiding local governments to carry out urban affordable housing projects, and organizing the formulation and implementation of performance targets, performance monitoring and evaluation.

Article 5 Local finance departments and housing and urban-rural development departments shall, in accordance with their duties and division of labor, do a good job in the work related to affordable housing projects in their respective regions, and strengthen coordination and coordination. The local finance department is responsible for the budget decomposition and issuance of subsidy funds in the region, the examination and allocation of funds, the supervision of the use of funds, and the organization and implementation of budget performance management in the region.

The local housing and urban-rural development department is responsible for the preparation of the plan for the affordable housing project in the region, organizes the preparation of the project implementation plan, the organization and implementation of the project, and the acceptance of the completion of the project, and specifically carries out the management of performance objectives, performance operation monitoring, and performance evaluation in the region.

Article 6 The period for the implementation of the subsidy funds shall be until 2027, and after the expiration of the period, it shall be assessed and determined whether to continue to implement and extend the period in accordance with the laws, administrative regulations and relevant provisions of the State Council and the needs of the situation of urban affordable housing projects. During the period, according to the decision-making and deployment of the Party Central Committee and the State Council and the needs of the situation, the relevant subsidy fund support policies will be stopped accordingly for the tasks of urban affordable housing projects that are no longer carried out.

Chapter II: Scope of Support and Allocation of Funds

Article 7 The scope of subsidy support includes:

(1) Housing security. It is mainly used to support the raising of affordable housing (public rental housing, affordable rental housing) (new construction, purchase, reconstruction, renovation, etc.), the construction of supporting infrastructure that is directly related to the allocation of affordable housing and does not amortize the selling price, and the issuance of rental subsidies to eligible urban public rental housing security objects who rent housing in the market. It must not be used for public services and business facilities such as education, medical and health care, commerce, elderly care, childcare, culture and sports, etc.

(2) Transformation of urban villages. It is mainly used to support the expropriation and compensation of eligible urban village reconstruction projects, the construction (purchase) of resettlement housing, the construction of supporting infrastructure directly related to resettlement housing communities, and the improvement of supporting infrastructure such as water, electricity and gas, and the improvement of housing safety and fire safety. It shall not be used for housing development other than resettlement housing in the reconstruction of urban villages, as well as supporting public service facilities and operational facilities.

(3) Renovation of old urban communities. It is mainly used to support the construction and transformation of supporting infrastructure and public service facilities such as water, electricity, gas and other facilities in the community, the repair of public areas of housing in the community, the energy-saving renovation of buildings, and the installation of elevators in conditional communities.

(4) Renovation of shantytowns (urban dilapidated houses). It is mainly used to support the expropriation and compensation of non-complete sets of housing left over from the bankruptcy restructuring of state-owned enterprises and institutions, the construction (purchase) of resettlement housing, the reconstruction (expansion and renovation), in-situ reconstruction and seismic reinforcement of the above-mentioned housing, and the state-owned enterprises and institutions on the state-owned land within the built-up areas of the county.

Article 8 In accordance with the principle of combining awards and subsidies, the subsidy funds shall be distributed according to the factor method in accordance with the number of tasks and performance evaluation results of each province (autonomous region, municipality directly under the Central Government, and cities specifically designated in the state plan, including the Xinjiang Production and Construction Corps, hereinafter referred to as the provinces). Among them, 80 percent of the funds are allocated according to the amount of tasks of each province, and adjusted according to the degree of financial difficulty, and the degree of financial difficulty is determined according to the coefficient of financial difficulty stipulated by the central government in the method of balanced transfer payment to local governments; 20 percent is used as incentive funds, and the performance adjustment coefficient is weighted according to the performance evaluation results of the tasks of the subsidized housing projects in each province, and the distribution is adjusted in combination with the number of tasks and other factors in each province.

The scale of funds for the annual housing guarantee, the renovation of old urban communities, the transformation of urban villages, and the renovation of shantytowns (urban dilapidated houses) shall be determined by the Ministry of Finance in conjunction with the Ministry of Housing and Urban-Rural Development on the basis of factors such as the status of annual tasks.

Article 9 Housing security funds shall be calculated and distributed according to factors such as the number of units of subsidized housing for rent in each province's annual allocation, the number of subsidized housing units for sale, the number of households subsidized for rent, and other factors, as well as the corresponding weights, and shall be adjusted in combination with the degree of financial difficulties. The specific calculation formula is as follows:

Housing security funds allocated to a province = [(the number of units of affordable housing for rent in the province × the coefficient of financial difficulty of the province)÷∑ (the number of units of affordable housing for rent in each province ×the coefficient of financial difficulty of the corresponding province) × corresponding weight + (the number of affordable housing units for sale in the province ×the coefficient of financial difficulty of the province) ÷∑ (the number of affordable housing units for sale in each province ×the number of financial difficulties of the corresponding province) × the corresponding weight + (the number of rental subsidy households in the province ×the coefficient of financial difficulty in the province)÷∑ ( The number of rental subsidy households in each province ×the coefficient of financial hardship of the corresponding province) ×corresponding weight) × annual housing security funds.

The Ministry of Housing and Urban-Rural Development shall provide the number of units of affordable housing for rent allocation, the number of units of affordable housing for sale, and the number of households subsidized for rental according to the number of declarations made by each locality. Among them, the rent-allocated affordable housing includes public rental housing and affordable rental housing. The corresponding weights of rental subsidies, rent-allocated affordable housing, and allotment-type subsidized housing shall be determined by the Ministry of Finance in conjunction with the Ministry of Housing and Urban-Rural Development in accordance with the annual rental subsidy distribution plan, the raising of rent-allocated subsidized housing, and the construction plan of allotment-type subsidized housing.

Article 10 Funds for the renovation of urban villages shall be allocated according to the factors of the annual urban village renovation and demolition and new construction and the factors of renovation and improvement in each province, and shall be adjusted in combination with the degree of financial difficulties. The specific calculation formula is as follows:

Funds allocated to a province for the reconstruction of urban villages = [(the factors of the reconstruction, demolition and new construction of urban villages in the province × the coefficient of financial difficulty of the province)÷∑ (the factors of the reconstruction of urban villages in each province and the factors of demolition and new construction ×the coefficient of financial difficulty of the corresponding province)× the corresponding weight + (the number of households in the province that has been renovated and renovated ×the coefficient of financial difficulty of the province) ÷∑ (the number of households that have been renovated and renovated in the urban villages of each province ×the coefficient of financial difficulty of the corresponding province) ×the corresponding weight) × annual urban village reconstruction funds.

The factors of urban village reconstruction, demolition and new construction include the part of demolition and new construction in the combination of demolition and consolidation, and the new construction factor of urban village renovation and demolition = 50% of the number of new households in the province × urban village reconstruction and demolition + 50% ×of the number of resettlement housing units raised for urban village reconstruction and resettlement in the province; The number of households renovated and upgraded in urban villages includes the number of households that have been renovated and upgraded in the combination of demolition and consolidation.

The number of newly built households demolished, the number of resettlement housing units raised, and the number of households renovated and upgraded shall be provided by the Ministry of Housing and Urban-Rural Development according to the number of declarations made by various localities. The corresponding weights of the demolition and new construction factors and the improvement factors of rectification shall be determined by the Ministry of Finance in conjunction with the Ministry of Housing and Urban-Rural Development on the basis of the annual plan for demolishing new and building households, raising and rehousing housing units, and renovating and upgrading the number of households.

Article 11 Funds for the renovation of old residential areas in cities and towns shall be calculated and distributed according to factors such as the area of old residential areas to be renovated, the number of households to be renovated, the number of buildings to be renovated, the number of residential areas to be renovated, and the corresponding weights, and in combination with the degree of financial difficulties

The area of old residential areas to be renovated, the number of households to be renovated, the number of buildings to be renovated, and the number of renovated communities shall be provided by the Ministry of Housing and Urban-Rural Development according to the number of plans declared by each locality.

Article 12 The funds for the renovation of shantytowns (urban dilapidated houses) shall be allocated according to the factors of the number of shantytowns (urban dilapidated houses) renovated in each province, and shall be adjusted in accordance with the degree of financial difficulties. The specific calculation formula is as follows:

Funds allocated to a province for the renovation of shantytowns (urban dilapidated houses) = (the number of shantytowns (urban dilapidated houses) in the province ×the coefficient of the province's financial difficulty) ÷ ∑ (the number of shantytowns (urban dilapidated houses) in each province ×the coefficient of the corresponding province's financial hardship) × annual shantytown (urban dilapidated houses) renovation funds.

The number of shantytowns (urban dilapidated houses) to be renovated shall be provided by the Ministry of Housing and Urban-Rural Development according to the number of plans declared by each locality.

Article 13 The reward funds shall be weighted to determine the performance adjustment coefficient based on the performance evaluation results of the tasks of the subsidized housing projects in each province, and the allocation shall be adjusted in combination with factors such as the amount of tasks in each province.

The performance adjustment coefficient and the adjustment coefficient of the planned task volume shall be comprehensively set by the Ministry of Finance and the Ministry of Housing and Urban-Rural Development in accordance with the relevant decisions and arrangements of the Party Central Committee and the State Council, the performance evaluation results reviewed and confirmed by the local supervision bureaus of the Ministry of Finance, and the number of plans for each task declared by each locality. When calculating the performance adjustment coefficient, the weights of the performance results are 50% for housing security, 20% for urban village renovation, 20% for old residential area renovation, and 10% for shantytown (urban dilapidated housing). After the old community renovation plan was stopped, the weights were adjusted to 60% and 30% respectively for housing security and urban village renovation. For provinces without an urban village renovation plan, the weight of the performance results of urban village transformation is adjusted to housing security.

All the incentive funds will be used to support the construction of relevant affordable housing projects. Provinces with a score of more than 80 points in the performance evaluation results participate in the allocation of reward funds, and provinces with a score of less than 80 do not participate in the distribution.

14th provincial finance departments shall, in conjunction with the housing and urban-rural development departments at the same level, formulate specific implementation measures, establish a mechanism to substitute compensation with awards, refine the evaluation criteria, focus on the rapid progress, good demonstration effect of affordable housing projects to be rewarded, and take into account other affordable housing project tasks, the specific implementation measures copied to the Ministry of Finance local supervision bureau.

Article 15 The Ministry of Finance and the Ministry of Housing and Urban-Rural Development shall, in accordance with the relevant decisions and arrangements of the Party Central Committee and the State Council and the new situation and new circumstances of the urban affordable housing project, adjust and improve the relevant distribution factors, weights, calculation formulas, adjustment coefficients, etc. in a timely manner.

Revise the fund management measures in accordance with regulations.

Article 16 The Ministry of Finance, in conjunction with the Ministry of Housing and Urban-Rural Development, shall give appropriate rewards to areas identified by the Party Central Committee and the State Council as requiring key support and where the work of affordable housing projects in cities and towns has achieved remarkable results. Implement the supervision and incentive requirements of the State Council, and the relevant funds will be arranged from the 20% reward funds.

Chapter III Issuance of capital budget

17th Ministry of Finance, in conjunction with the Ministry of Housing and Urban-Rural Development within 30 days after the National People's Congress review and approval of the central budget, the subsidy budget allocation to the provincial financial departments, and a copy to the Ministry of Finance local supervision bureau. Before October 31 of each year, the estimated amount of subsidy funds for the next year will be issued in advance.

18th provincial financial departments in the receipt of the subsidy budget, shall, in conjunction with the housing and urban-rural development departments at the same level within 30 days, in accordance with the budget level reasonable allocation, timely distribution of the administrative region at or above the county level of government finance departments, and a copy to the Ministry of Finance of the local supervision bureau.

After receiving the subsidy budget, the municipal and county finance departments shall, in conjunction with the housing and urban-rural development departments at the same level, promptly decompose the capital budget or clarify it to specific projects. When allocating subsidy funds, it is necessary to strengthen the overall use and standardized management of project funds, do a good job in the overall planning and coordination of funds from various channels, such as budgetary investment projects arranged by the development and reform departments, and in principle, do not duplicate the specific projects supported to ensure that the specific investment of project funds does not overlap.

Article 19 The provincial housing and urban-rural development departments and financial departments shall strengthen the supervision and guidance of the relevant departments of cities and counties, strengthen the supervision of projects within the region, effectively implement the project reserve and promotion mechanism, scientifically sort according to the maturity of the project and the financial affordability and other factors, strictly examine and approve the project, strengthen daily monitoring, allocate funds according to the progress of project implementation, and avoid the occurrence of "money and other projects". For projects that are difficult to promote, unable to continue to be implemented, and where the construction is seriously lagging behind, resulting in the subsidy funds being idle for one year or more, the subsidy funds shall be adjusted in a timely manner according to regulations, and the subsidy funds shall be used for affordable housing projects as a whole, so as to effectively improve the efficiency of the use of funds.

Chapter IV: Management and Supervision of the Use of Funds

Article 20 The payment of subsidy funds shall be carried out in accordance with the relevant provisions of the centralized payment system of the state treasury. Where it is within the scope of government procurement management, it is to be implemented in accordance with the relevant provisions on government procurement.

Article 21 According to the different content of support, subsidy funds may take the form of investment subsidies, injection of project capital, loan interest discounts, etc., to give play to the guiding role of financial funds and attract social capital to participate in the investment, construction, operation, and management of urban affordable housing projects.

Article 22 The funds carried forward from the subsidy funds shall be implemented in accordance with the relevant provisions of the Notice of the State Council on Printing and Distributing the Plan for Promoting the Overall Use of Financial Funds (Guo Fa [2015] No. 35).

Article 23 Local financial departments at all levels shall carry out special management, separate accounting, and closed operation of the subsidy funds, and use them in strict accordance with the prescribed purposes, and it is strictly forbidden to use the subsidy funds for expenditure such as balancing the budget and repaying the principal and interest of debts. Local housing and urban-rural development departments at all levels and project implementation units, the establishment of "who uses, who is responsible" responsibility mechanism, in strict accordance with the provisions of these measures to use the subsidy funds, strictly prohibit diversion for other purposes, shall not be withdrawn from the subsidy funds for work or management funds.

Article 24 The financial departments at all levels, the housing and urban-rural development departments and their staffs, in the work related to affordable housing projects, have not used funds for the specified purposes, and other abuses of power, dereliction of duty, favoritism, etc

where violations of laws and regulations are to be pursued, corresponding responsibility shall be pursued in accordance with law.

Chapter 5 Performance Management

25th local housing and urban-rural development departments, financial departments shall, in accordance with the full implementation of the relevant provisions of budget performance management, strengthen the management of performance objectives, strict review of performance objectives, do a good job in performance monitoring and performance evaluation, and strengthen the application of performance evaluation results. Performance evaluation is carried out on a budget year basis, and mid-term performance evaluation is carried out in a timely manner on the basis of annual performance evaluation. The content of performance evaluation includes: decision-making, fund management and use, soundness and implementation of relevant management systems and measures, outputs achieved, benefits obtained, and other relevant contents.

The provincial performance evaluation index system shall be set up by the Ministry of Finance in conjunction with the Ministry of Housing and Urban-Rural Development, and the municipal and county performance evaluation index system shall be set by the provincial finance department in conjunction with the housing and urban-rural development department with reference to the provincial performance evaluation index system and combined with the actual situation.

Article 26 The provincial finance department and the housing and urban-rural development department shall submit the performance evaluation report and self-assessment form of the previous year to the Ministry of Finance and the Ministry of Housing and Urban-Rural Development in accordance with the regulations, and make overall plans with the self-evaluation of the performance of the central government on the implementation of the local transfer payment budget. Municipal and county finance departments, housing and urban-rural development departments to implement the city and county performance evaluation work, strengthen the application of performance evaluation results, according to the provisions of the provincial finance department, housing and urban-rural development departments to submit the city and county performance evaluation report.

The housing and urban-rural development departments and financial departments at the provincial level and below are responsible for the authenticity and completeness of the materials related to the performance evaluation provided.

As needed, each region may entrust experts, intermediaries, and other third parties to participate in performance appraisal work.

Article 27 The working procedures for annual performance evaluation are as follows:

(A) the provincial finance department, in conjunction with the housing and urban-rural development departments at the same level, will be the region's performance evaluation report for the previous year, self-assessment form (itemized to explain the reasons for scoring), with relevant materials that can support the results of the performance evaluation, before February 28 of each year stamped with the seal of the two departments submitted to the Ministry of Finance, the Ministry of Housing and Urban-Rural Development and the Ministry of Finance Local Supervision Bureau;

(2) The local supervision bureaus of the Ministry of Finance shall review and spot check the performance evaluation report, self-assessment form and related supporting materials submitted by the local government for the previous year, and submit the audit summary report and audit opinion form to the Ministry of Finance before March 20 of each year, and copy it to the Ministry of Housing and Urban-Rural Development and the provincial finance and housing and urban-rural development departments. Among them, the proportion of on-site spot inspection and audit shall not be less than 3 prefecture-level cities (including counties directly under the jurisdiction of the province) in principle, and the proportion of funds in the random inspection data shall not be less than 20% of the allocated funds in the selected areas in principle.

The Ministry of Finance, in conjunction with the Ministry of Housing and Urban-Rural Development, shall organize and carry out key performance evaluations in a timely manner.

Article 28 The financial departments at all levels, in conjunction with the housing and urban-rural development departments, shall take the results of performance evaluation and the rectification of relevant problems as a reference basis for allocating subsidy funds, formulating and adjusting relevant policies, and strengthening the construction and operation management of affordable housing projects.

Chapter VI: Supplementary Provisions

Article 29 These measures shall be interpreted by the Ministry of Finance in conjunction with the Ministry of Housing and Urban-Rural Development.

30th provincial finance departments in conjunction with the same level of housing and urban-rural development departments may be combined with local conditions, the development of specific implementation measures, and a copy of the Ministry of Finance of the local supervision bureau.

Article 31: These Measures shall come into force on the date of issuance. The Notice of the Ministry of Finance and the Ministry of Housing and Urban-Rural Development on Printing <中央财政城镇保障性安居工程补助资金管理办法>and Distributing (Cai Zong [2022] No. 37) shall be repealed at the same time.
