Notice on the issuance of No. 202402 forest tickets
In order to deepen the reform of the collective forest tenure system, invigorate the collective forest land management rights, promote the large-scale and intensive management of forest land, promote the transformation of forestry resources into assets, assets into shares, and forest farmers into shareholders, open up new ways for social capital to directly invest in forestry, and improve forestry management income, Fujian Province Wuping County Tianyuan State-owned Forest Farm Co., Ltd. (hereinafter referred to as Tianyuan State-owned Forest Farm) intends to publicly issue No. 202402 forest tickets, and hereby notify the relevant matters as follows:
First, the basic situation of the forest ticket mountain field
No. 202402 Forest Ticket System Mountain Field is located in Zhuangshe Village, Zhongchi Town, with a small place name: Gangbeikeng, with an area of 736 acres. For details, please refer to Annex 1 "List of Small Class Factors and Location Map of No. 202402 Forest Ticket System and Mountain Farm".
2. The type and amount of forest bills, the time limit, and the total estimated income
The type of forest ticket issued by this mountain farm is a share-type forest ticket, with an amount of 1.71 million yuan, a maximum period of 20 years, and a total estimated income of 6.36 million yuan.
3. Conditions and requirements for the purchase of forest tickets
The purchaser of the forest ticket shall be a citizen or legal person organization aged 18 and above in the county. The right to use the forest land in the original mountain farm, the owner of the ownership of the forest trees, all units (village collectives) of the forest land, and the villagers of all units of the forest land have the priority right to purchase. The maximum purchase amount of a single citizen and legal entity shall not exceed 20% of the amount to be issued.
The purchaser of the forest ticket must go to the window of the Forest Rights and Forest Ticket Trading Center of the Forestry Industry Service Center on the first floor of the Wuping County Forestry Bureau (No. 82, Xihuan Road, Pingchuan Street) to apply for the registration of forest ticket subscription before April 30, 2024. 5. Other matters concerning the preparation and issuance of forest tickets
1. The amount of forest tickets issued is based on the total amount of the operating investment budget of the mountain farm (including the mountain farm collection and storage price, afforestation investment, insurance, forest land use fee, etc.), for details, please refer to Appendix 1 "No. 202402 Forest Ticket 21 Years Intensive Operation Total Investment Budget Table".
2. The face value of the forest ticket is divided into 5,000 yuan, 10,000 yuan, and three types are customized according to the subscription amount of the subscriber, and the starting point of the purchaser's subscription amount is 5,000 yuan, and the subscription amount is subscribed in whole numbers of 5,000 yuan, 10,000 yuan, and 15,000 yuan (and so on).
3. Tianyuan State-owned Forest Farm shall determine the qualifications for the purchase of forest tickets according to the total amount of forest tickets issued by Tianyuan State-owned Forest Farm, and the other purchasers shall determine the qualifications for the purchase of forest tickets according to the time of subscription registration application, and notify all forest ticket purchasers within 3 working days after the determination.
4. The forest ticket purchaser who has obtained the qualification for the purchase of forest tickets must pay the subscription funds to the special account for forest tickets of Tianyuan State-owned Forest Farm (account name: Tianyuan State-owned Forest Farm Co., Ltd., Wuping County, Fujian Province, opening bank: Wuping Branch of Longyan Branch of Bank of Quanzhou 8010041200004065252) before 17:00 pm on May 8, 2024, and the same amount of forest tickets will be issued by Tianyuan State-owned Forest Farm and registered. Failure to pay within the time limit shall be deemed to be a waiver of the qualification for the purchase of forest tickets, and the Tianyuan State-owned Forest Farm shall determine the replacement purchaser according to the time of subscription registration application.
5. The forest ticket purchaser who has obtained the qualification for the purchase of forest tickets can cancel part of the subscription amount, and the cancelled subscription amount shall be determined by Tianyuan State-owned Forest Farm according to the time of subscription registration application.
6. The forest tickets that have not been issued to the public and have not been purchased after the public offering are all funded and held by Tianyuan State-owned Forest Farm.
7. The forest ticket mountain farm by the Tianyuan state-owned forest farm to apply for forest land, forest real estate property registration and lead the operation and management of the mountain farm, the forest ticket holder and Tianyuan state-owned forest farm to sign the mountain farm cooperation (entrustment) management contract, and according to the amount of the forest ticket held in proportion to the operating income dividends.
8. Tianyuan State-owned Forest Farm shall pre-distribute dividends to forest ticket holders at 5% of the face value of forest tickets before December 31 of each year (the first period will be paid in proportion to the actual month). The net (net) profit after deducting investment costs (including pre-dividends, timber production costs, and state-owned forest farm operation and management fees calculated according to 10% of the harvesting income minus production costs) and taxes and fees shall be distributed by Tianyuan State-owned Forest Farm to the registered forest ticket holders in proportion to the face value of the forest tickets. Regardless of profit or loss, the income from the felling and utilization of the mountain farm where the forest ticket is located can be refunded to the forest ticket holder registered by the company according to the face value of the forest ticket by Tianyuan State-owned Forest Farm in advance, and if the mountain farm where the forest ticket investment project is located has an operating loss, it shall be borne by Tianyuan State-owned Forest Farm. The taxes and fees to be paid by the forest ticket holder due to transfer, dividends and other reasons shall be borne by the forest ticket holder.
9. The forecast of the investment income of the forest ticket issued by the mountain farm is detailed in Appendix 2. The detailed list of investment in the intensive management measures of this mountain farm is detailed in Appendix 2.
10. The forest ticket issued by the mountain farm is registered and managed by Tianyuan State-owned Forest Farm, which can be inherited, can be reported as lost, can be transferred, can be pledged (after negotiation with financial institutions), can be cashed (within three working days after the application, Tianyuan State-owned Forest Farm will repurchase at the original price in advance, and pay pre-dividends according to the number of months of the year, the company can transfer the original price to a third party or collect and store it by itself), if there is a loss, change, transfer, pledge, etc., the relevant right holder identification materials should be used to Tianyuan State-owned Forest Farm for loss, change or pledge registration.
11. The forest ticket shall be issued by the mountain farm, and shall be cancelled after the completion of the felling and utilization of all parcels or the transfer of forest trees and the settlement of investment income. During the period of holding forest tickets, if there is a transfer, transaction or auction in the middle of the mountain farm, the Tianyuan State-owned Forest Farm will settle the face value of the forest ticket holder and the income before the transfer, transaction and auction within three working days after the end of the transfer, transaction and auction. If there is a loss, Tianyuan State-owned Forest Farm will bear it, and the face value of the forest ticket holder will be refunded.
12. The total investment budget and total income forecast of this mountain farm are based on the 21-year operation period, and the total income forecast is different according to the different site quality grades. The total operating income of this mountain farm is calculated according to the second category.
13. In case of force majeure factors, the company will not concentrate on cashing.
14. The right to interpret this notice belongs to Fujian Wuping County Tianyuan State-owned Forest Farm Co., Ltd.
