Announcement on the introduction of 2024 fresh graduates through direct assessment

(April 2024 batch)

In order to accelerate the process of education modernization in Qiantang District, Hangzhou, combined with the actual construction of the Qiantang teacher team, the public primary and secondary schools in the education system of Qiantang District are facing the graduates of the class of 2024 with a bachelor's degree or above, and 45 teachers are directly assessed and introduced, and the recruited personnel are all public teachers of financially subsidized institutions. The introduction matters are hereby notified as follows:

Conditions for introduction

1. Abide by discipline and law, have good conduct, have not received any criminal, party discipline, political discipline, or school discipline sanctions, and have no record of dishonesty.

2. Love education, be interested in teaching work, love and dedication, have a strong sense of responsibility, bear hardships and stand hard work, and be in good health.

3. Fresh graduates of ordinary colleges and universities who must graduate before August 31, 2024 and can obtain the corresponding academic qualifications and degree certificates as scheduled.

4. Have the qualifications required for the position:

(1) The 2024 undergraduate graduates must obtain the applicable teacher qualification certificate (or the national teacher qualification examination certificate) and Putonghua level certificate before registering for employment (the Putonghua level of Chinese teachers is required to be Level 2 A and above, and the level of Putonghua is required to be Level 2 B and above for other teachers);

(2) Graduate students of the class of 2024 are not required to provide teacher qualification certificates and Putonghua level certificates for the time being, but they must obtain the applicable teacher qualification certificates and Putonghua level certificates within one year after employment (before August 31, 2025) (Putonghua proficiency level 2 A and above for language teachers, and 2 B and above for other teachers);

(3) From April 1, 2023 to the present, during the period of obtaining a foreign degree and completing the certification of academic qualifications and degrees from the Ministry of Education, the teacher qualification certificate and Putonghua level certificate are not required for the time being, but within one year after employment (before August 31, 2025), the applicable teacher qualification certificate and Putonghua level certificate must be obtained (the Putonghua level of Chinese teachers is required to be level 2 A and above, and the application of other teachers is required to be level 2 B and above).

Targets for introduction

Fresh graduates of ordinary colleges and universities in 2024 who are included in the national unified enrollment plan and can obtain the corresponding academic qualifications and degree certificates as scheduled at the time of graduation.

The introduction targets are the following four types of personnel:

1. Graduates with graduate degree and doctoral degree.

2. Have a graduate degree or a master's degree, and have won awards or honorary titles such as school-level outstanding graduates, outstanding students (party members), outstanding student (party, league) cadres, national scholarships, and the second prize of the provincial normal student skills competition, or the top 50% of comprehensive (professional) results at the graduate level.

3. Have a bachelor's degree or bachelor's degree, and have won awards or honorary titles such as outstanding graduates at the school level and above, outstanding students (party members), outstanding students (party, league) cadres, national scholarships, first prizes in the provincial normal student skills competition, or ranking in the top 20% of comprehensive (professional) results.

4. 2024 publicly-funded normal students of Normal University directly under the Ministry of Education.

Returnees who graduated from foreign universities after April 1, 2023, and have not yet completed a job, and meet the above introduction conditions, can apply for the examination as fresh graduates, but they need to provide the foreign academic degree certification certified by the Service Center for Overseas Study of the Ministry of Education before registration.

Introduce the process

(1) Registration

The recruitment registration is carried out by on-site registration of colleges and universities. From April 2024, on-site recruitment will be carried out in East China Normal University, Nanjing Normal University, Central China Normal University and other colleges https://www.qiantang.gov.cn/col/col1229418094/index.html and universities (the details will be adjusted according to the completion of the recruitment plan). The materials to be submitted for registration are as follows:

1. Registration form: Truthfully filled in the "Registration Form for the Direct Assessment and Introduction of 2024 Fresh Graduates by Institutions Affiliated to the Education Bureau of Qiantang District, Hangzhou City" (Annex 2, signed by the person, and 1 recent bareheaded one-inch color photo must be posted on the form);

2. ID card;

3. Academic qualifications and degree certificates. For those who have obtained academic qualifications and degree certificates, they must provide the corresponding certificates for those who have not yet obtained academic qualifications and degree certificates, and must provide the corresponding "Online Verification Report of Student Status of the Ministry of Education" downloaded and printed from the China Higher Education Student Information Network (Xuexin.com) or the electronic registration and filing form of the Ministry of Education's academic certificate, or the employment recommendation form issued and stamped by the university. Those with a master's degree or above must also provide a bachelor's degree certificate. For those with foreign academic qualifications, they must provide the foreign academic degree certificate and the academic degree certification issued by the Service Center for Scholarly Study of the Ministry of Education (if they have not yet obtained it, they must promise to provide the overseas academic degree certification issued by the China Service Center for Scholarly Study of the Ministry of Education before registration);

4. Graduation certificate: graduation certificate issued by the school (indicating basic information such as name, ID card, enrollment time, and whether the major is a normal student) (see Annex 2 for details);

5. Employment agreement: "National Employment Agreement for Graduates of Ordinary Colleges and Universities" (the online signing school provides a screenshot of the webpage or a written explanation with the school's seal);

6. Relevant honorary certificates or relevant transcript certification materials that meet the requirements of the applicants.

(2) Qualification review and preliminary screening

The recruiting unit and the competent department shall conduct a preliminary examination of the qualifications of the applicants, and conduct a preliminary screening of the candidates who meet the requirements of the recruitment position according to the applicants' educational level, learning experience, honor level, comprehensive (professional) performance ranking, school performance, etc. According to the comprehensive comparison, the shortlisted candidates will be selected according to the ratio of not less than 1:3 and not higher than 1:10 of the number of recruitment plans, and the shortlisted candidates will be notified by phone (SMS).

(3) Assessment

After the qualification review and preliminary screening, each recruiting unit will form an evaluation team to organize the on-site assessment. The assessment is organized and implemented by the recruiting unit and the district education bureau. The recruiting unit is responsible for notifying the applicants by phone for the specific time and place, please keep your mobile phone unblocked. If the candidate is unable to contact normally due to his or her own reasons, it will be regarded as giving up the qualification.

The assessment consists of two parts: a written test and an interview. The written test score accounts for 45% of the total score, and the interview score accounts for 55% of the total score.

The written test mainly assesses the comprehensive quality of candidates. After the written test, the candidates for the interview will be determined according to the ratio of 1:3 of the recruitment plan according to the written test score from high to low. If the ratio is less than 1:3, the interview candidates shall be determined according to the actual reference personnel for the position. The interview adopts a combination of simulated classes and interviews, in which the information position needs to be tested for subject skills. Mock class is the situation in which the candidate simulates the class, treating the examiner as a "temporary student", but the examiner does not interact and does not answer the questions, and the candidate asks and answers himself. Do not use audio-visual equipment, do not do demonstration experiments, only use chalk, blackboard, body movements, etc.

The full score of the interview is 100 points, and the interview adopts the principle of merit-based admission, and those with an interview score of 80 points or more will be converted into a total score of 45% of the total score and 55% of the total score of the interview score, and the best will be admitted from high to low score. All scores are rounded to two decimal places, and the mantissa is rounded, and if the total scores are equal, the highest score in the written test will be ranked first.

(4) Physical examination and inspection

The physical examination and inspection shall be organized and implemented by the District Education Bureau in conjunction with the recruiting unit. The physical examination object is determined according to the employment ratio of 1:1, and is carried out in the designated hospital, and the physical examination fee is borne by itself, and the physical examination standard shall be implemented with reference to the "Zhejiang Provincial Teacher Qualification Physical Examination Standards and Operating Procedures" and relevant regulations. The time and place of the physical examination will be notified separately. If the applicant suffers from an organic disease or mental illness that is not qualified for education and teaching, he or she should explain to the medical examiner, and if he or she conceals it and fails to report it, he or she will not be hired or terminated once it is discovered. If the applicant does not participate in the physical examination at the specified time and place, it will be deemed to have given up the physical examination. If the physical examination is given up or the physical examination is not qualified, after the application of the recruiting unit and the consent of the District Education Bureau and the Human Resources and Social Security Bureau, the total score of the post can be supplemented in order from the highest score to the lowest score among the qualified personnel in the total assessment score. Personnel who have passed the physical examination will not be hired if they are found to be unqualified or do not meet the recruitment conditions during the inspection. The inspection shall be carried out in accordance with the "Measures for the Recruitment and Inspection of Civil Servants (Trial)" (Zhong Zunfa [2021] No. 11).

(5) Publicity and hiring

According to the results of the physical examination and inspection, the personnel to be hired will be determined, and the list of personnel to be hired will be publicized in the special topic (https://www.qiantang.gov.cn/col/col1229418094/index.html) of the Education Bureau of the Qiantang District Government portal for seven working days. If there is no objection during the publicity period, after the end of the publicity period, the employment procedures shall be handled in accordance with the regulations, and the employment contract shall be signed, and the minimum service period in Qiantang District shall be five years (including the probation period).

Those who have one of the following conditions will be disqualified: (1) the personnel to be hired cannot register within the time limit or are found to be ineligible for the examination; (2) the 2024 graduates cannot obtain the corresponding academic degree certificates before the registration and employment; (3) the 2024 graduates and those who have returned from studying abroad cannot obtain the applicable teacher qualification certificate and Putonghua level certificate within one year after employment (before August 31, 2025);(4) The returnees from studying abroad fail to provide the foreign academic degree certification certified by the Service Center for Overseas Study of the Ministry of Education before registering for employment。

1.
