According to the Observer, on April 24, the Security Council voted on a draft "resolution on outer space security" jointly sponsored by the United States and Japan. The draft includes an appeal to States parties to the Outer Space Treaty to refrain from deploying nuclear weapons or other weapons of mass destruction in space or from developing such weapons. Second, which countries have supported the US-Japan proposal in the Security Council?

It has been observed that among the 15 members of the Security Council, in addition to the five "P5" countries of China, the United States, Russia, the United Kingdom, and France, there are also 10 non-permanent members of the Security Council: Japan, the Republic of Korea, Slovenia, Switzerland, Malta, Ecuador, Guyana, Algeria, Mozambique, and Sierra Leone. The 13 votes in favor also means that all these countries voted in favor of the US-Japan proposal, plus the three "P5" of the United States, Britain and France.

However, the choice of Algeria, Mozambique, and Sierra Leone, three African countries, to follow the United States and Japan is puzzling.

In the last vote in the Security Council, the United States also chose a "one-vote veto," and the content of the motion at that time was to support "Palestine's accession to the United Nations." While the United States supported the "two-state solution," it also "vetoed" on issues related to the establishment of Palestinian statehood.

Third, although China abstained, it made a strong statement on the spot and named the United States.

As a result, in the vote, 7 votes were in favor, 7 votes were against, and 1 abstention vote, and the United States was one of the countries that opposed it.

That is, the United States is reluctant to sign such an agreement. Other countries can be asked to do so, but the United States will oppose the agreement as long as it affects the interests of the United States. In this case, the draft you proposed is unreasonable, and other countries will reject it as well. But even with the abstention vote, China expressed its toughness on the spot and directly named the United States.
